## TOWN OF THE PAS ## BY-LAW NO. 4663 ## BEING A BY-LAW OF THE TOWN OF THE PAS TO ESTABLISH REDUCED-SPEED SCHOOL ZONES ## WHEREAS: - A. Section 98.1 of the Highway Traffic Act and the Reduced-Speed School Zones Regulation No. 136/2013 authorize a council to pass by-laws establishing the reduced maximum permitted speed for vehicles being driven on a highway within a school zone within the geographic boundaries of a municipality; and - B. The Town of The Pas deems it advisable and in the best interests of the Town to establish school zones with a reduced maximum speed for vehicles. ## NOW THEREFORE THE COUNCIL OF THE TOWN OF THE PAS IN COUNCIL ASSEMBLED ENACTS AS FOLLOWS: 1. This By-law may be called the "Reduced-Speed School Zone By-law" ## Interpretation 2. For the purposes of this By-law, "highway", "reduced-speed school zone", "school", "school property", "traffic control device", and "vehicle" have the same meanings as set out in the Highway Traffic Act and the Reduced-Speed School Zones Regulation No. 136/2013. ## Establishment of reduced-speed school zones 3. The following portions of highways are designated as reduced-speed school zones with reduced maximum permitted speed: - a. Name of school(s): École Scott Bateman Middle School, 272 Grace Lake Road and Margaret Barbour Collegiate Institute, 429 Smith Avenue Highways included in the reduced-speed school zone: - i. That portion of PR 289 (Grace Lake Road) beginning 100 meters east of the east property line of the École Scott Bateman Middle School and continuing in the westerly direction, ending at 150 meters west of the west property line of the Margaret Barbour Collegiate Institute. - ii. That portion of Crossley Avenue, ending at 150 meters north west of the north property line of the Margaret Barbour Collegiate Institute. ## TOWN OF THE PAS ## BY-LAW NO. 4663 - iii. That portion of Patrick Avenue, ending at 150 meters north west of the west property line of the Margaret Barbour Collegiate Institute. - iv. That portion of Cathedral Avenue, ending at 150 meters south east of the southern property line of Margaret Barbour Collegiate Institute Baseball Diamond. ## Name of school: Kelsey Community School, 120 Stewart Street Highways included in the reduced-speed school zone: - i. That portion of Hogan Avenue, beginning at 150 meters south of the south property line and continuing to 150 meters north of north property line of the Kelsey Community School. 2. That portion of Settee Avenue, starting at 150 meters south of the south property line and ending at 150 meters north of north property line of the Kelsey Community School. - ili. That portion of Haight Street, ending at 100 meters west of west property line of the Kelsey Community School. 4. That portion of Stewart Street, ending at 100 meters west of west property line of the Kelsey Community School. ## c. Name of school: École Opasquia School, 27 8th Street West Highways included in the reduced-speed school zone: - i. That portion of PTH 10 (Gordon Avenue) beginning 150 meters north of the north boundary of the school property and continuing in a southerly direction to 150 meters south of the south boundary of the École Opasquia School. - ii. That portion of Constant Avenue, starting at 150 meters south of the south property line and ending at 150 meters north of north property line of the École Opasquia School. - ili. That portion of gth Street West, ending at 100 meters west of west property line of the Ecole Opasquia School. 4. That portion of gh Street West, ending at 100 meters west of west property line of the École Opasquia School. ## d. Name of school: Mary Duncan School, 60 3rd Street West Highways included in the reduced-speed school zone: ## TOWN OF THE PAS ## BY-LAW NO. 4663 - i. That portion of PR 285 (3rd Street West) beginning 90 meters east of the east property line of the Mary Duncan School and continuing in the westerly direction to 90 meters west of the west property line of the Mary Duncan School. - ii. That portion of 2nd Street West, starting at 90 meters east of the east property line of the Mary Duncan School and ending at 90 meters west of the west property line of the Mary Duncan School. - ili. That portion of Hazelwood Street, ending at 150 meters south west of the west property line of the Mary Duncan School. - iv. That portion of Cook Avenue, ending at 150 meters north west of the north property line of the Mary Duncan School. ## Maximum permitted speed within reduced-speed school zones 4. The maximum permitted speed for vehicles being driven in a reduced-speed school zone on a highway is 30km/hr. ## Times when the reduced-speed school zones apply 5.
