CITY OF WINKLER
FEES & CHARGES BY-LAW NO. 2285-22
BEING a By-law of the City of Winkler for the fees payable to the City of Winkler for municipal services
rendered under the authority of the Municipal Act, The Planning Act, and the By-laws of the City of
Winkler.
WHEREAS the Council of the City of Winkler deems it advisable to include in one By-law the fees and
charges payable to the City for certain services rendered by officers and employees of the City;
NOW THEREFORE the Council of the City of Winkler, duly assembled, enacts as follows:
1. THAT the fees and charges payable to the City of Winkler for services rendered by officers and
employees of the City shall be as set out in the following schedules attached hereto;

2. THAT Council in accordance with section 85 (1) of the Municipal Act delegates to the City
Manager the power to set the fees and charges under this by-law or THAT Council may from
time to time, by resolution, amend each and every schedule attached to the by-law.
3. THAT the fees and charges set out in the schedules attached to this by-law shall take
precedence over any other by-law.
4. THAT this by-law shall be known as THE FEES AND CHARGES BY-LAW.
5. THAT "any unpaid fees and charges owed to the City of Winkler by any tax payer related thereto
as well as any fines imposed on the taxpayer by the court for contravention of the City By-laws
may be added to the taxes of the said taxpayer and may be collected or enforced in the same
manner as a tax as defined by the Municipal Act, L.M. 1996 c.58."

6. That By-law 2143-15 of the City of Winkler be herewith repealed and that this By-law come into
effect on final passing.
DONE AND PASSED by the Council of the City of Winkler, assembled at the Council Chambers
of the City of Winkler, in the Province of Manitoba, this 9th day of August, A.D. 2022.

If owner wishes to pick up their animal when the city office is closed (Saturdays), the owner MUST pay
the clinic the Impound Fee, the Dog Licence fee, and the per day impoundment fees. ONLY THEN will
the animal be released to the owner. These fees will then be paid to the city by the clinic.
*Where your dog, cat or any other domestic pet is eventually claimed by a humane society for
adoption to someone who was not the owner at the time the animal was apprehended, and provided
that the animal is spayed or neutered prior to adoption, this fee shall be waived. For unclaimed
animals after the 5-day wait period, the clinic will adopt out animals ONLY AFTER STERILIZATION. This
will be done by the clinic at cost (same fee that is charged to Humane Society), and the city will waive
the boarding charge as well as catcher fees.
Found animals in the City of Winkler will be registered with the city office and advertised as property
of the City on the pound website.

Development Permit Fees for Commercial, Industrial & Residential consisting of 3+ Multi-Unit

a. Development Permit Fees are in accordance with the table, below.
b. Preliminary review fee is deducted from the development permit application fee for projects that
proceed without major alterations.
c. Re-examination fee charged when significant changes to plans are submitted and require an
additional review, at the discretion of the Designated Officer.
d. Development Permit reviews expire within 12 months of site plan submission if not acted upon
building permit application.
e. Development permits may be extended for an additional 12 months at the discretion of the
Designated Officer.
f. Development permit Fees may be waived at the discretion of the Designated Officer for:
