POLICY STATEMENT
ÉNONCÉ DE POLITIQUE
The City of Bathurst recognizes the need to provide the
public and employees with a guideline which will provide
a basis for conducting our affairs. The City expects all
employees and elected officials to adhere to the Code of
Conduct and to follow these guidelines in their day-to-
day performances of their authorized duties. The Code
will be subject to specific policies adopted, from time to
time by council. Violations of the Code may be subject
to review by Council and action may be taken where
council deems necessary.
La Ville de Bathurst reconnaît le besoin d'offrir au public et à ses
employés des lignes directrices de base pour l'exercice de nos
fonctions. La Ville s'attend à ce que tous les employés et
représentants élus adhèrent au Code de conduite et appliquent ces
lignes directrices dans l'exercice quotidien de leurs fonctions
officielles. Le Code sera soumis à des règles spécifiques adoptées
périodiquement par le conseil municipal. Toute violation au Code
pourrait faire l'objet d'un examen par le conseil municipal et des
mesures disciplinaires appropriées pourraient être appliquées si le

If a conflict exists between City Policy and the Code of
conduct, City Policy takes precedence.

If a provision of this Code of Conduct is struck down, it
does not invalidate the remaining provisions.
L'abrogation d'une clause de ce Code de conduite n'invaliderait
aucunement les autres dispositions de la présente politique.
All persons are equal in dignity in human rights without
regard to race, color, religion, national origin and
ancestry, place of origin, age, physical disability, marital
status, or sex. Employees are expected to be non-
discriminatory in carrying out their duties and
responsibilities.

égaux en droits, sans distinction de race, de couleur, de religion,
d'origine nationale et d'ascendance, du lieu d'origine, de l'âge,

The code of Conduct is intended to reaffirm the high
ethical standards of the City of Bathurst and to provide
its officials and employees with guidelines for behavior.
The code of Conduct is neither complete nor exclusive
but will serve as a guideline as to what is expected of its
personnel. Ethical conduct is, and always will be, the
responsibility of each individual.
Le but du Code de conduite est de réaffirmer les normes d'éthique
rigoureuses de la Ville de Bathurst et de fournir à ses
fonctionnaires et employés des lignes directrices claires en
matière de comportement. Le Code de conduite n'est ni exhaustif

Should you be in doubt as to the application of these
guidelines or any activity pursuant to this Code of
Conduct, you should bring your particular situation to
the attention of your direct supervisor. Enforcement of
this Code of Conduct is the joint responsibility of the
City of Bathurst and its employees.

RESPONSIBILITY TO THE PUBLIC

Employees shall be sensitive and responsive to the
public and its changing needs at all times.
En tout temps, les employés doivent faire preuve de sensibilité et

They shall treat the public with respect, and courtesy
without any form of prejudice.

due regard for efficiency and effectiveness.

They shall exhibit loyalty and trust in affairs of the
municipality, and shall respect the rights, responsibility
and integrity of other members of staff and of Council.

They shall immediately report any violation of the law
and regulations to the appropriate authorities.

They shall be accountable for their quality of their work
and shall strive at all times to carry out the programs
mandated by council by adhering to both the letter of
the legislation and its intent.

CONFLICT OF INTEREST

All employees are expected to conduct their duties in a
manner reflecting the best interests of the City of
Bathurst. A conflict of interest exists, or may appear to
exist, in any situation where the employee's ability to
fulfill his or her responsibility may be adversely
affected by his or her private interests or personal
considerations. It can be said that employees should
avoid any situation that: 1) could impair, or appear to
impair, the employee's judgment, initiative or efficiency
on the job; 2) be harmful or detrimental to the City of
Bathurst's activities or reputation.
Tous les employés sont tenus d'exercer leurs fonctions de manière
à bien servir les meilleurs intérêts de la Ville de Bathurst. Il peut y
avoir conflits d'intérêts, ou apparence de conflit d'intérêts, dans
toute situation où la capacité de l'employé à s'acquitter de ses
responsabilités risque d'être compromise par des intérêts ou des
considérations d'ordre personnel. Les employés doivent éviter
toute situation : 1) qui pourrait compromettre, ou sembler
compromettre, leur capacité de jugement, leur initiative ou leur

They shall not, directly or indirectly, seek or accept
personal gain that would influence or appear to
influence the conduct of their duties.

l'influencer, ou sembler l'influencer, dans l'exécution de ses
fonctions.
They shall not engage in any business that deals in any
manner with the City without prior approval of Council.

They shall not receive or seek any personal gains from
the use of information acquired from their employment,
when such information is not available to the public.

Where possible conflict of interest becomes known to
an employee, he shall notify his superior with full
details of the possible conflict of interest.

They shall not use City property for personal use
without authorization.

They shall not, in performance of their duties, accept
any gain by giving preferential treatment to any person
or group of persons.

It is a conflict of interest, and in some cases against the
law, for an employee to use or divulge, for personal
gain, information or data not available to the general
public that is obtained in the course of his or her
employment and provided confidentially for the use of
the City of Bathurst. In addition, employees have a
responsibility to safeguard information provided the
City of Bathurst and to insure that no information or
data is passed on, either internally or externally, without
proper authorization.

ou de données auxquelles le public en général n'a pas accès, qui

INFORMATION
They shall respect the confidentiality of information to
which they have access during the course of their duties.
Tout employé doit respecter la confidentialité de toutes
informations auxquelles il a accès dans l'exercice de ses

They shall provide information to the public that
explains the content and administration of any policy or
program of the City within the framework of City
Policies.

POLITICAL ACTIVITIES

No Management Personnel shall work for, on behalf of
or against a candidate for election as a mayor or
member of Council for the Municipality of Bathurst.
Il n'est permis à aucun gestionnaire de travailler pour, au nom de
ou contre un candidat qui brigue les suffrages à la mairie ou au
conseil municipal de la Ville de Bathurst.
A person does not violate above by reason only of
his/her attending a political meeting or contributing
money for the funds of a candidate for election.
Un employé ne contrevient pas au paragraphe précédent par sa
seule présence à une assemblée politique ou parce qu'il contribue
financièrement à la caisse électorale d'un candidat à une élection.
All employees shall remain politically neutral, while
being sensitive to the political process and shall carry
out all policies and directives of the Council in an
objective and neutral manner without regard to personal
opinion.

All employees shall carry out their duties in a
professional manner free from political participation or
involvement in so doing.

Council shall respect the right of employees to remain
politically neutral at all times.

Employees shall have a right to a work place free from
discrimination and harassment and each employee shall
strive to promote this standard.

All matters of personnel shall be managed with fairness
and impartiality and based on merit and ability to
perform their job function.

équité et impartialité en tenant compte du mérite et de la capacité
de la personne pour s'acquitter de sa tâche.
Council shall respect the integrity of all personnel and
shall refrain from public criticism of all employees.
