POLICY STATEMENT
ÉNONCÉ DE POLITIQUE
1. The City of Bathurst, through its Department of
Engineering and Operational Services,
administers and supports a Municipal Memorial
Bench Program. The program applies on benches
in Public Parks and on City owned property and
City owned right of ways. Each new bench will
accommodate one (1) commemorative plaque as
determined by the policy and City
Administration.

Services d'ingénierie et des opérations, gère et
soutient un programme municipal de bancs
commémoratifs. Le programme s'applique aux
bancs situés dans les parcs publics, dans les
endroits appartenus par la Ville et là où la Ville
possède un droit de passage. Chaque nouveau
banc pourra accommoder une (1) plaque
commémorative tel que déterminée par la
politique et l'administration municipale.

2. The purpose of this Policy is to outline the terms
and conditions of a Commemoration on a
Memorial Bench.

de bancs commémoratifs.

"Approved Bench" means a bench that meets the
required building and technical specifications as set
out by all applicable legislation including building
codes and municipal by-laws (Banc approuvé).
"City owned Property" means any parcel of land
registered to the City of Bathurst (Propriété de la
Ville).
"Park" means any owned parcel of land designated
as a Municipal Park in the City of Bathurst (Parc).
« Banc approuvé » signifie un banc qui répond aux
exigences fixées par toute réglementation applicable
incluant les codes du bâtiment et les arrêtés
municipaux (Approved Bench).
« Droit de passage » signifie toute parcelle de terrain
pour lequel la Ville de Bathurst a un droit de passage
exclusif (Right-of-Way).
« Parc » signifie toute parcelle de terrain désignée
comme un parc municipal dans la ville de Bathurst
(Park).

"Right-of-Way" means any parcel of land in which
the City of Bathurst has the sole right-of-way (Droit
de passage).

4. The Director of Engineering and Operational
Services (hereafter "Director") is responsible for
the implementation and administration of this
policy.

A Commemoration Plaque on a Memorial
Bench is a form of remembrance of a loved
one or to honour personal and professional
contributions of individuals to the
Community.

contribution personnelle et professionnelle

The Director together with the purchaser of
the plaque will agree on the content of the
text and both shall sign off on the final proof
prior to the plaque being ordered.

The Director will determine a standard font
type and background colour to be used for
this purpose.

The City of Bathurst will use a standard
plaque in order to promote consistency in
cost, size, type and mounting. Placement of
the plaque on the Memorial Bench will be
consistent and pre-set prior to the
commencement of this Program.

For the installation of a plaque on an existing
park bench the fees are determined by the
City of Bathurst.

If the City is installing a new park bench at
the request of a resident, the resident will be
responsible for all costs associated therewith
in addition to an administration fee as
determined by the City of Bathurst.

responsable de tous les coûts associés à cette

The complete fee payment must be received
prior to the process being initiated.

7(1)
This Policy permits Commemorative Plaques
on Memorial Benches in all City Parks where
there are existing benches and on new
benches in new and redeveloped parks. In
addition, the City may install benches on
other City owned property and right of ways
for this purpose.

plaques commémoratives sur les bancs
commémoratifs de tous les parcs de Ville où
on retrouve des bancs existants de même que
sur les nouveaux bancs dans les nouveaux
parcs et dans les parcs réaménagés. De plus,
la Ville peut installer à cette fin des bancs sur
d'autres terrains et droits de passage
appartenant à la Ville.

The waiting list for a Memorial Bench is on a
first come first served basis for each park or
parcel of land.

se fait sur la base du premier arrivé, premier
servi pour chaque parc ou parcelle de terrain.

The list of current available Parks and sites is
appended to the Memorial Bench Application
form. Requests can be made for sites other
than those listed, however, approval will be
determined by City Administration and
Council on a case-by-case basis.

annexée au formulaire de demande d'un banc

présentée pour un site ne faisant pas partie de

8. The bench models (size/style/colour, etc.) will be
determined by the City of Bathurst.

9. Where an existing bench is to be replaced by a
new bench that has an existing Commemorative
Plaque, the existing plaque will be secured to the
new bench.

nouveau banc.
RELOCATION

10. The City reserves the right to relocate a bench or
plaque, in the eventuality that such move is
necessary (i.e. the bench is subject to reoccurring
vandalism/the park is scheduled for
redevelopment/servicing upgrades are required,
etc.). The City will attempt to contact the donor
for consultation prior to relocation.

ou une plaque si une telle relocalisation s'avère
nécessaire (par exemple, le banc est souvent
vandalisé, le parc doit être réaménagé, des
améliorations aux services sont nécessaires, etc.).

11. The Commemorative plaque on a Memorial
Bench will be for the life of the park bench.

12(1) Applications for Memorial Benches will be
accepted and reviewed throughout the year.

12(2) Memorial Benches will be installed during the
frost-free period of the current or subsequent
year at the discretion of the City.

12(3) Any private dedication ceremony will be
organized and paid for by the purchaser. The
purchaser will be required to book the park
through the facility bookings staff to ensure
the park is not previously booked for an
event.

devra réserver le parc par l'entremise du

13. The maintenance and upkeep of the Memorial
Bench and plaques are the responsibility of the
City.

14. The placement of any mementos (i.e. wreaths,
flowers, vases, statutes, etc.) in the vicinity of the
memorial plaque is not permitted or the bench.
