Response for Medical Calls (09-2025) Page 1 POLICY 09-2025 RESPONSE FOR MEDICAL CALLS BACKGROUND The municipal fire service, Eastern Charlotte Fire Rescue (ECFR), responds to a variety of emergency calls in additional to fire prevention and fire control. These calls may include, but are not limited to, motor vehicle accidents, water rescue, and medical calls. Ambulance New Brunswick (AMNB), also known as Medavie Health Services, is mandated by the Province of New Brunswick to provide comprehensive, province-wide ambulance services to the citizens, residents and visitors of New Brunswick, and as such, are the primary respondent to calls of medical nature. Currently, emergency calls are dispatched by Public Safety Communications Centre (PSCC) which is a division of the Saint John Police Force (City of Saint John). MEDICAL CALLS There are some incidents where ECFR will be dispatched to assist AMNB. Those circumstances may be, but not limited to: 1. An excessive estimated time of arrive (ETA) for AMN, or 2. Assistance with lift/removal of patient. Additionally, ECFS shall be dispatched by PSCC for the following medical related calls: 3. Medical calls that are classified as "ECHO" level call types as defined by AMNB. These call types may include the following: a. Cardiac Arrest - such as, but not limited to, patient experiencing a heart attack, irregular heart rhythm. b. Respiratory Arrest - such as, but not limited to, patient has stopped breathing. Response for Medical Calls (09-2025) Page 2 STAFFING OF MEDICAL CALLS When responding to medical calls, the number of ECFR members responding should be limited to two (2) members, who are properly trained, to provide adequate medical aid. After two members have responded, a "stand down" announcement should be made by one of members responding to the call (or highest commanding officer). Once AMNB has arrived on the call scene and take control of the emergency event, members of ECFR will promptly depart the scene unless requested by AMNB to provide further assistance.
