(animal exotique) - "farm animal" means any animal that is kept under the control of humans in the context of agriculture, without limiting the generality of the foregoing, includes horse, beef, sheep, ram, chicken, and pig, as well as the female of these animals. (animal de ferme) - "indoor cat" means a domestic cat, male or female, who never leaves the interior of the owner's residence. (animal sauvage) ## Owner's responsibilities - No person shall permit or tolerate the following conduct: - (i) that his or her animal causes a nuisance to or disturbs a person by its barking, meowing, howling, calling, or other sounds naturally emitted by that animal; - (ii) that his or her dog bites or attempts to bite a - (iii) that his or her animal defecates in a public place or on a private property other than the property of the owner; in such a case, the owner must immediately remove the defecation and place it into a garbage bin; - (iv) that his or her animal causes damage to - (b) No person shall walk a dog in a public place unless the dog is on a leash, except in a designated dog park. The person walking the dog must carry a bag to pick up the animal's excrement. Les chenils, refuges pour animaux, services de soins aux animaux de compagnie, vente et services animaliers sont exempts. - (i) Nul ne doit atteler un animal ou l'attacher à un objet fixé en permanence si un collier étrangleur fait partie du dispositif de fixation ou lorsqu'une corde a été passée directement au cou de l'animal. - () Nul ne doit atteler, lier ou attacher un animal à un objet fixé en permanence, si cette méthode est utilisée régulièrement ou pour une période prolongée. - (K) Nul ne doit enfermer un animal dans un espace clos où la ventilation n'est pas adéquate, y compris l'intérieur d'un véhicule. - 1) Nul ne doit transporter un animal dans u éhicule ailleurs que dans l'habitacle à moins qu - (c) No person shall keep or have in his or her possession any wild or exotic animal in any public place or permit it to be therein, unless the animal is placed in a cage, box or other container so designed that the animal is fully enclosed. - (d) No person shall place or cause to be placed, on his or her property, close to his or her property, or on any other property, any matter that has the effect of feeding or attracting wild animals as well as. large birds such as pigeons, seagulls, geese, or other similar species in such a manner as to cause a nuisance to one or more persons. - (e) No person shall walk or ride a horse in any public place located within the limits of Edmundston unless the horse is equipped with a manure bag under its tail to collect its excrement. Excrement must be disposed of in a sealed bag in an appropriate place. - (f) Notwithstanding paragraph 2(e), no person shall ride or walk a horse in a public park or on the bicycle trail within the limits of Edmundston. - (g) No person shall be with a dog in a prohibited area, except for an assistance dog and a police dog. - (h) No person shall tolerate, keep, or possess more than three dogs on his or her property, except in the situation of breeding and until the puppies are six months old. Kennels, animal shelters, pet care services, animal sales and services, are exempt. - (i) No person shall ever harness an animal or tie it to a permanently fixed object if a choke collar is part of the fastening device or if a rope is passed directly around the animal's neck. - (i) No person shall harness, bind, or tie an animal to a permanently fixed objectif this method is used regularly or for a prolonged period. - (K) No one shall ever lock an animal in a confined space where ventilation is inadequate, including inside a vehicle. - (1) No person shall transport an animal in a vehicle other than in the passenger compartment unless the animal is effectively restrained by a harness or other humane restraint that prevents the animal from falling out of the vehicle or injuring itself. - (m) No person shall drive a motor vehicle with an animal on him or her. l'animal ne soit efficacement restreint par un harnais ou autre attache sans cruauté empêchant l'animal de tomber en dehors du véhicule ou de se blesser. - (m) Nul ne doit conduire un véhicule à moteur avec un animal situé sur lui ou elle. ## Permis pour chien 3. (c) doit le faire immatriculer, au plus tard le 1er mars de chaque année auprès du représentant municipal ou de la représentante municipale contre versement d'un droit de permis prévu dans l'annexe A; 5. (d) doit présenter, au moment de l'immatriculation, un certificat attestant que le chien a été vacciné contre la rage; 6. (e) doit attacher en tout temps au collier du chien, le médaillon reçu au moment de l'immatriculation. 4. Le permis pour chien est valide jusqu'au 31 décembre 4. de l'année de sa délivrance. 5. Tout chien aidant doit porter un permis valide de 5. l'année. Cependant, le droit d'immatriculation est exempté. ## Vaccinations 6. Les directives suivantes sont applicables : 2. (a) Le ou la proprietaire d'un chien ou d'un chat âgé de plus de quatre mois qui n'est pas qualifié de « chat d'intérieur » doit faire vacciner son chien ou son chat contre la rage. Cette vaccination doit se répéter tous les trois ans. 3. (b) L'agent ou l'agente de contrôle des animaux saisira et mettra en fourrière tout chat ou chien qui a contracté ou qui est soupçonné d'avoir contracté ou pour lequel il a des motifs raisonnables de croire qu'il aurait contracté la rage. ## Dog licence 3. The owner of a dog: 2. (a) shall hold a valid dog licence pursuant to this bylaw; 3. (b) shall register such a dog within 30 days of acquiring it; 4. (c) shall register such a dog annually with the municipal official, on or before the 1st day of March against payment of the licence fee as set out in Schedule A; 5. (d) shall produce, at the time of registration, a certificate stating that the dog has been vaccinated against rabies; 6. (e) shall keep attached, always, to the dog collar, the medallion received at the time of registration. 7. The dog licence is valid until December 31 of the year it is issued. 8. All assistance dogs must carry a licence for the year. However, licence fees are waived. ## Vaccinations 6. The following guidelines apply: 2. (a) The owner of a dog or a cat over four months of age that does not qualify as an "indoor cat" must have his or her dog or cat vaccinated against rabies. This vaccination must be repeated every three years. 3. Il est interdit de restreindre un tel chien au moyen d'une chaine. - (g) une affiche fournie par Edmundston est apposée à l'entrée de la propriété et du bâtiment dans lequel se trouve le chien.
