BUT
(1) Établir des règles, normes et procédures
uniformes qui s'appliquent à toutes les usagères
et
tous
les
usagers
des
services
d'approvisionnement en eau potable et d'égouts
d'Edmundston.
(2) Préciser la procédure à suivre, ainsi que les
responsabilités et redevances liées à chaque
demande d'installation ou de réparation de
services d'eau potable et d'égouts, lorsque la
demande provient d'une requérante ou d'un
requérant autre que la personne qui lotit ou
développe, tel qu'il est défini par les arrêtés
municipaux portant sur le lotissement.

ÉTENDUE
(1) Cette politique s'applique à tous les usagères et
usagers des services d'approvisionnement en eau
potable et d'égouts.
(2) Cette politique est un complément aux arrêtés
municipaux d'Edmundston et elle est gérée par le
Service des travaux publics d'Edmundston.

OBJECTIFS
(1) Établir une procédure uniforme, constante et
équitable sur l'ensemble du territoire desservi par
les réseaux municipaux de distribution d'eau
potable et d'évacuation d'égouts.
(2) Éliminer toute possibilité de conflit ou ambigüité
en rapport avec les demandes d'installation et de
réparation des services d'approvisionnement en
eau potable et d'égouts sur le territoire.

DÉFINITIONS
« Ligne de démarcation du partage des responsabilités
du service d'eau potable » signifie :
o
Municipalité : le service d'eau potable entre la

as the responsibilities and fees associated with
each request for the installation or repair of
potable water and sewer services, when the
request is from an applicant other than the
person subdividing or developing, as defined by
the municipal by-laws governing subdivision.

SCOPE
(1) This policy applies to all users of the Edmundston
potable water and sewer services.
(2) This policy is a supplement to the Edmundston
municipal by-laws, and it is managed by the
Edmundston Public Works Department.

OBJECTIVES
(1) To establish a procedure that is uniform, constant
and fair throughout the territory serviced by the
municipal potable water and sewer collection
services.
(2) To eliminate any possibility of conflict or
ambiguity regarding requests for installation and
repair of potable water and sewer services on the
territory.

DEFINITIONS
"Dividing line in sharing responsibility for potable water
services" means:
o

Propriétaire : comprend le service d'eau

(The dividing line in sharing responsibility for
potable water services)
« Limite de responsabilité du service d'égouts »
signifie :
o
Municipalité : comprend toutes les conduites
se situant entre la conduite principale et la
connexion physique du service d'égout (point
d'embranchement entre la municipalité et le
propriétaire) excluant la connexion et son
matériel.
o
Propriétaire : comprend toutes les conduites
à partir de la connexion physique du service
d'égout, y compris les matériaux utilisés au
point d'embranchement, jusqu'au bâtiment.
(Sewer service limit of liability)
« Nettoyage du service d'égout » signifie faire un
curage du service d'égout à l'aide d'un camion écureur
d'égout en utilisant un jet d'eau sous pression.

PROCÉDURES
(1) La première étape consiste à contacter le Service
des travaux publics pour indiquer la nature du bris
ou des travaux envisagés.
(2) Service d'eau potable défectueux
a)
Lorsqu'une fuite d'eau potable est identifiée à
l'intérieur d'un bâtiment, tous les couts du
matériel et de main-d'œuvre associés à la
réparation sont la responsabilité de la ou du
propriétaire en plus des tarifs applicables tels
qu'ils sont indiqués dans le barème des tarifs
courant.
b)
Lorsqu'une ou un propriétaire soupçonne un
bris ou une fuite sur son service d'eau potable
à l'extérieur du bâtiment, le personnel
municipal se rend sur les lieux pour
déterminer de quel côté de la ligne de
démarcation du partage des responsabilités

i)

"Sewer cleaning" means: cleaning the sanitary sewer
service with a vacuum truck using a pressurized water
jet. The use of a plumber's coil is not considered

"Sewer service limit of liability" means:
o
Municipality: includes all pipes between the
main and the physical connection to the
sanitary
sewer
service
(junction
point
between the municipality and the owner),
excluding the connection and its equipment.
o
Owner: includes all piping from the physical
connection of the sewer service, including
materials used at the junction point, to the
building.

PROCEDURES
(1) The first step is to contact the Public Works
Department to inform them of the nature of the
breakage or work planned.
(2) Defective potable water service
a)
When a water leak is identified inside a
building, all material and labour costs
associated
with
the
repair
are
the
responsibility of the owner, in addition to the
applicable rates as indicated in the current
rate schedule.
b)
When a homeowner suspects a break or leak
in his or her potable water service outside the
building, municipal staff will visit the site to
determine which side of the demarcation line
the break or leak is located.
i)
When the problem is located between
the curb stop valve (including the curb
stop valve) and the water main, the
municipality is responsible for making
the repairs, including the landscaping.

(3) Service d'eau potable gelé
a)
Lorsque l'alimentation en eau potable d'une
usagère ou d'un usagé est interrompue par le
gèle, le personnel municipal se rendra sur les
lieux pour déterminer de quel côté de la ligne
de
démarcation
du
partage
des
responsabilités se situe le bris.
i)
Lorsque le problème se situe entre la
soupape d'arrêt (incluant la soupape
d'arrêt) et la conduite principale, la
municipalité est responsable de dégeler
le service d'eau potable et demande à la
ou au propriétaire de laisser couler un jet
d'eau comme mesure préventive.
ii)
Lorsque le problème se situe entre la
soupape d'arrêt et le bâtiment, la ou le
propriétaire est responsable de faire
dégeler le service d'eau potable et de
laisser couler un jet d'eau comme
mesure préventive. La ou le propriétaire
est responsable de payer les couts pour
la consommation additionnelle.
(4) Service d'égout défectueux
a)
Le personnel municipal se rend sur les lieux
pour évaluer la condition du réseau d'égout.
Si le réseau est obstrué, le Service des
travaux publics corrige le problème dans les
plus brefs délais.
ii)
When the problem is located between
the curb stop valve and the building, the
owner is responsible for carrying out the
repair work within a reasonable period,
including the landscaping at his or her
own expenses.
c)
When the location of the breakage cannot be
determined, repairs will be carried out
according to a prior agreement between the
owner and the Public Works Department.
Costs
are
shared
according
to
responsibilities.
(3) Frozen potable water service
a)
When a user's potable water supply is
interrupted due to a frozen water service,
municipal staff will visit the site to determine
which side of the line of demarcation of
shared responsibility is responsible for the
break.
i)
When the problem is located between
the curb stop valve (including the curb
stop valve) and the water main, the
municipality is responsible for thawing
the potable water service and asks the
owner to let a stream of water run as a
preventive measure.
ii)
When the problem is located between
the curb stop valve and the building, the
owner is responsible for thawing the
potable water supply and running a
stream of water as a preventive
measure. The owner is responsible for
paying
the
costs
of
additional
consumption.
(4) Defective sewer service or sewer backup
a)
Municipal staff visit the site to assess the
condition of the sewer system. If the system
is blocked, the Public Works Department
corrects the problem as quickly as possible.
b)
If the sewer system is flowing freely, the
owner
must
clean
the
service.

b)
Dans le cas où le réseau d'égout s'écoule
librement, la ou le propriétaire doit effectuer
le nettoyage du service d'égout. Par la suite,
la municipalité peut effectuer une inspection
par caméra du service.
c)
Suite à l'inspection, le Service des travaux
publics détermine la source du problème et
les limites de responsabilité:
i)
Si la source du problème est identifiée
et se situe à l'intérieur des limites de
responsabilité de la ou du propriétaire,
elle ou il doit rectifier le problème à ses
frais.
ii)
Si la source du problème est identifiée
et se situe à l'intérieur des limites de
responsabilité de la municipalité, celle-
ci rectifie le problème.
(5) Présence de racines d'arbres
a)
S'il y a présence de racines d'arbres dans le
service d'égout, l'emplacement de l'arbre n'a
aucune importance et n'est pas considéré.
La ou le propriétaire et la municipalité sont
responsables de tous les couts relatifs à la
réparation sur leur portion respective du
service
d'égout.
Les
limites
de
responsabilité sont telles qu'elles sont
définies à l'article 4.
(6) Demande d'installation de services d'eau potable
et d'égouts
a)
Toute ou tout propriétaire requérant des
services d'approvisionnement en eau potable
et d'égouts qui ne sont pas régis par l'arrêté
municipal sur le lotissement devra :
i)
faire une demande écrite au Service
des travaux publics indiquant :
(A) la localisation du service à être
effectué;
(B) le diamètre des tuyaux exigés;
(C) la description et le statut du terrain
à être desservi;
ii)
signer un formulaire de demande
d'installations
de
services
d'approvisionnement en eau potable et
d'égouts;
iii)
fournir
une
copie
du
plan
de

c)
Following the inspection, the Public Works
Department determines the source of the
problem and the limits of responsibility:
i)
If the source of the problem is identified
and lies within the owner's limits of
responsibility, he or she must rectify the
problem at his or her own expense.
ii)
If the source of the problem is identified
and lies within the municipality's limits
of
responsibility,
the
municipality
rectifies the problem.
(5) Presence of tree roots
a)
If tree roots are present in the sanitary sewer
service, the location of the tree is of no
importance and is not considered. The
owner and the municipality are responsible
for all costs related to repairs on their
respective portion of the sanitary sewer
service. Limits of liability are as defined in
article 4.
(6) Request for installation of potable water and
wastewater services
a)
Any property owner requesting potable water
and sewer services that are not governed by
the municipal subdivision by-law shall:
i)
submit a written request to the Public
Works Department indicating:
(A) the location of the service to be
performed;
(B) the diameter of the required pipes;
(C) the description and status of the
land to be serviced.
ii)
sign an application form for potable
water and sewer services installation;
iii)
provide a copy of the subdivision plan
or a copy of the building permit, when
deemed necessary by the Director of
the Public Works Department, unless an

lotissement ou une copie du permis de
construction, lorsque jugé nécessaire
par la directrice ou le directeur du
Service des travaux publics, et ce, à
moins qu'une entente ait été signée
entre le Service des travaux publics et
la ou le propriétaire. Toute installation
effectuée sans l'approbation écrite de
la directrice ou du directeur du Service
des travaux publics est traitée selon les
arrêtés municipaux en vigueur.
b)
Toute
installation
de
services
d'approvisionnement en eau potable et
d'égouts doit être conforme aux normes
établies par le Service des travaux publics.
(7) Subdivision nouvelle et/ou existante
a)
Toute ou tout propriétaire d'un terrain
longeant des canalisations principales d'eau
potable et d'égouts existantes qui requière
des services d'approvisionnement en eau
potable et d'égouts ou des modifications à
des services existants pour un projet de trois
logements et moins, est responsable de
payer tous les couts d'installation des
services d'approvisionnement en eau potable
et d'égouts selon les normes en vigueur.
L'inspection des travaux est effectuée par la
municipalité et/ou sa représentante ou son
représentant et facturée à la ou au
propriétaire. Elle ou il est responsable de
payer les couts encourus par la municipalité
pour la restauration du revêtement de la
tranchée incluant l'asphalte, les bordures, le
trottoir et l'aménagement paysager sur
l'emprise de la municipalité.
b)
Toute ou tout propriétaire qui désire faire
effectuer l'installation des services d'eau
potable et d'égouts par le Service des
travaux publics sur l'emprise de la rue
publique doit payer les couts suivants :
i.
main-d'œuvre : taux horaire selon
l'entente collective plus 30 % pour les
bénéfices;
ii.
équipement : selon les taux de location
approuvés par la municipalité;
iii.
matériel : selon les prix soumis au
Service des travaux publics lors des

All potable water and sewer services
installations must comply with standards
established
by
the
Public
Works
Department.
(7) New or existing subdivision
a)
Any owner of land bordering existing potable
water and wastewater disposal services
mains who requires potable water and sewer
services
or
modifications
to
existing
services for a project of three dwellings or
less is responsible for paying all costs of
installing potable water and sewer services
in accordance with current standards.
Inspection of the work is carried out by the
municipality and/or its representative and
billed to the owner. The owner is responsible
for paying the costs incurred by the
municipality for the restoration of the trench
lining, including asphalt, curbs, sidewalk and
landscaping on the municipality's right of
way.
b)
Any owner wishing to have potable water
and sewer services installed by the Public
Works Department on the public street right
of way must pay the following costs:
i.
labour: hourly rate as per collective
agreement plus 30% for benefits;
ii.
equipment: according to rental rates
approved by the municipality;
iii.
materials:
according
to
prices
submitted
to
the
Public
Works
Department during calls for tenders,
plus 15% administration fee.
c)
Notwithstanding paragraphs 6(7)a) and
6(7)b, the municipality offers a financial
assistance program to cover a portion of the

appels de soumissions plus 15 % de
frais administratifs.
c)
Nonobstant les alinéas 5(7)a) et 5(7)b), la
municipalité offre un programme d'aide
financière afin de couvrir une portion des
couts
de
raccordement
aux
services
municipaux d'approvisionnement en eau
potable et d'égouts.
Ce programme s'adresse aux promoteurs du
secteur privé, aux organismes sans but
lucratif (OSBL) ainsi qu'aux coopératives
désirant créer un minimum de quatre
nouvelles unités nettes de logement du
chainon manquant sur un terrain se situant
à
l'intérieur
des
limites
municipales
d'Edmundston.
Les projets de logements multiples de la
catégorie du chainon manquant sont définis
ainsi : condos, maisons en rangées et
édifices de logements. Le programme est
disponible jusqu'au 31 décembre 2026,
c'est-à-dire pendant la période couverte par
le Fonds pour accélérer la construction de
logements (FACL) de la Société canadienne
d'hypothèques et de logement (SCHL) ou
jusqu'à épuisement des fonds.
Dans le cadre de ce programme, la
municipalité s'engage à payer une partie des
frais suivants :
i.
l'installation des services d'eau potable
et d'égouts depuis les conduites
principales jusqu'à la ligne de propriété;
ii.
la restauration de l'emprise municipale,
incluant l'asphaltage, les bordures, les
trottoirs, etc.
iii.
la contribution de la municipalité est
applicable par propriété et selon les
conditions suivantes :
A)
7 500 $ pour toute construction de
quatre à sept logements;
B)
10 000 $ pour toute construction
de huit à 11 logements;
C)
12 500 $ pour toute construction
de 12 logements et plus.
Cette contribution, si approuvée, est payable
lorsque le bâtiment est habitable.

This program is open to private-sector
developers, non-profit organizations (NPOs)
and cooperatives wishing to create a
minimum of four net new missing-link
housing units on land within Edmundston's
municipal boundaries.
Multiple housing projects in the missing link
category
are
defined
as
condos,
townhouses and apartment buildings. The
program is available until December 31,
2026, during the period covered by the
Canada
Mortgage
and
Housing
Corporation's (CMHC) Housing Acceleration
Fund (HAF), or until the funds are exhausted.
Under this program, the municipality agrees
to pay a portion of the following costs:
i.
installation of potable water and sewer
services from the water and sewer
municipal main lines to the property
line;
ii.
restoration of the municipal right-of-
way, including paving, curbs, sidewalks,
etc.;
iii.
the
municipality's
contribution
is
applicable per property and according
to the following conditions:
A)
$7,500 for the construction of four
to seven dwellings;
B)
$10,000 for the construction of
eight to 11 dwellings;
C)
$12,500 for construction of 12
units or more.
This contribution, if approved, is payable
when the building is habitable.
(8) Terrain avec services d'approvisionnement en

(9) Autres
a) Toute situation ou demande de la part d'une
ou d'un propri6taire qui differe des
categories mentionn6es au present
document est analysee par la directrice ou le
directeur du Service des travaux publics. Une
entente 6crite doit etre 6Iabor6e et sign6e
par les deux parties avant le debut de tout
travail.
6 0UTILS ET DOCUMENTS CONNEXES
Cette politique doit etre lue et appliqu6e
conjointement avec, mais sans s'y limiter, les outils et
documents suivants :
a) Arret6 municipal d'Edmundston no 24, portant
sur les services d'eau et d'6gouts et ses
modifications.
7 ABROGATION
La politique administrative 3R, intitul6e « Reparation et
installations -Services d'aqueduc et d'6gouts» et
adopt6e par le conseil municipal le 20 mars 2006 est par
la presente abrogee.
8 ENTREEENVIGUEUR
Cette politique entre en vigueur le jour de son adoption.
(8) Parcels of land with existing potable water and
sewer services
a) Whena requestis madebya propertyowner
to modify, repair or replace potable water
and sewer services on a land where the
services already exist, the property owner
must pay for the cost of installing the new
services as well as any other cost as
specified in section 5(8)b).
(9) Other
a) Any situation or request from an ownerthat
differs from the categories mentioned in the
present document is analyzed by the
Director of the Public Works Department. A
written agreement must be drawn up and
signed by both parties before the start of any
work.
6 RELATED TOOLS AND DOCUMENTS
This policy must be read and applied in conjunction
with, but not limited to, the following tools and
documents:
a) Edmundston municipal by-law No. 24,
regarding water and sewer services and its
amendments
7 REPEAL
Administrative Policy 3R, entitled "Repairs and
Installations -Water and Sewer Services", adopted by the
Municipal Council on March 20, 2006, is hereby
repealed.
8 EFFECTIVE DATE
This policy comes into force on the day of its adoption.
