POLITIQUE RELATIVE AU
PAYSAGE LINGUISTIQUE
PRÉAMBULE
La municipalité de Bouctouche désire par la
présente politique affirmer sa volonté de faire en
sorte que le paysage (affichage) linguistique de la
municipalité reflète sa population et contribue à
son essor social, économique et culturel. Le
paysage linguistique est l'image que nous
projetons de notre identité, de notre fierté, de notre
culture et de notre histoire. Nous projetons cette
image d'abord à notre population incluant nos
enfants et les nouveaux arrivants mais également
aux visiteurs des régions environnantes et aux
touristes. Ce paysage est aussi important que
l'esthétique et l'environnement de nos
municipalités, de notre architecture, de nos
aménagements paysagers et autres.
Le paysage linguistique pour les fins de la présente
politique signifie tout affichage public extérieur et
intérieur permanent ou temporaire.
JUSTIFICATION DÉMOGRAPHIQUE,
ÉCONOMIQUE ET CULTURELLE
La municipalité de Bouctouche compte 89% de sa
population de langue maternelle française, 10% de
langue maternelle anglaise et 1% de langue
maternelle autre qu'une des deux langues
officielles.
La municipalité est le site d'institutions,
d'événements et d'entreprises importantes pour la
communauté et les nouveaux arrivants mais
également pour les résidents des communautés
environnantes et l'industrie touristique.
Nous reconnaissons que la culture acadienne et
francophone contribue à la vitalité et l'essor de
notre municipalité et de notre région.

POLICY RESPECTING
LINGUISTIC LANDSCAPE
PREAMBLE
The Town of Bouctouche hereby wishes to assert
its will to ensure that the municipality's linguistic
landscape (signs) reflects its population and
contributes to its social, economic and cultural
development. The linguistic landscape is the image
that we project of our identity, our pride, our culture
and our history. We project this image firstly to our
population including our children and newcomers
but also to visitors from surrounding regions and
tourists. Such landscape is as important as the
esthetics and environment or our municipalities, our
architecture, our landscaping, among other things.
For the purposes of this policy, linguistic landscape
means all permanent or temporary outdoor or
indoor signs.
DEMOGRAPHIC, ECONOMIC AND
CULTURAL JUSTIFICATION
French is the mother tongue of 89% of the
population of the municipality of Bouctouche, 10%
is English and 1% is other than one of the two
official languages.
The municipality is home to institutions, events and
businesses which are important to the community
and newcomers but also to residents from
surrounding communities and to the tourism
industry.
We recognize that the Acadian and Francophone
culture contributes to the vitality and development
of our municipality and region.
ÉNONCÉS DE PRINCIPES
La politique linguistique de la municipalité
s'appuie sur les principes suivants :
Le paysage linguistique joue un rôle
important pour la protection et la promotion
de la langue française. Celle-ci nécessite
des mesures proactives et positives compte
tenu du contexte minoritaire dans lequel elle
se retrouve en Amérique du Nord et sur la
scène nationale et provinciale;
La municipalité, compte tenu la composition
de sa population, reconnait avoir une
responsabilité dans la vitalité et la
promotion du français;
La municipalité souhaite renforcer le
paysage linguistique francophone tout en
respectant la communauté anglophone;
La communauté acadienne et francophone
apporte une contribution importante au
développement de la municipalité et de la
Province du Nouveau-Brunswick.
OBJECTIFS
La municipalité reconnait qu'une partie importante
des raisons sociales d'entreprises d'origines
extérieures de la région sont en anglais (exemple:
Kent Building Supplies, Subway, etc.) et que la
politique relative au paysage linguistique ne peut
remettre en question ces raisons sociales. Pour
cette raison, la municipalité encouragera l'affichage
en français ou bilingue.
La politique relative au paysage linguistique vise
l'amélioration du paysage francophone ou
bilingue dans l'affichage commercial permanent
ou temporaire dans la municipalité.
RESPONSABILITÉS DU DIRECTEUR
GÉNÉRAL / DIRECTRICE GÉNÉRALE (DG)
Le / la DG assume la responsabilité de l'application
et de la diffusion de cette politique avec l'appui du
comité de partenaires communautaires
stratégiques. Il / elle sera responsable d'établir les
mécanismes d'application de la présente politique.
Il / elle doit déposer auprès du conseil municipal un
rapport annuel sur l'état de la présente politique en
POLICY STATEMENT
The municipality's linguistic policy is based on the
following principles:
The linguistic landscape plays an important
role in protecting and promoting the French
language, which requires proactive and
positive measures given its minority context in
North America as well as on the national and
provincial levels.
The municipality, given its population's
composition, recognizes its responsibility to
ensure the vitality and promotion of French.
The municipality wishes to strengthen the
francophone linguistic landscape while
respecting the Anglophone community;
The Acadian and Francophone community
provides an important contribution to the
development of the municipality and the
Province of New Brunswick.
OBJECTIVES
The municipality recognizes that a major proportion
of company names of businesses from origins
outside the region are English (examples: Kent
Building Supplies, Subway, etc.) and that the policy
respecting linguistic signs cannot challenge those
names. Therefore, the municipality encourages
French or bilingual signs.
The policy respecting linguistic landscape aims to
improve the francophone or bilingual image in
permanent or temporary business signs in the
municipality.
RESPONSIBILITIES OF THE TOWN MANAGER
The Town Manager has the responsibility to
enforce and disseminate this policy with the
support of the Strategic Community Partners
Committee. He will be responsible to set up
enforcement mechanisms for this policy. He will
submit to Town Council an annual report on the
state of this policy including recommendations from

COMITÉ DE PARTENAIRES
COMMUNAUTAIRES STRATÉGIQUES
Le comité est composé de cinq (5) membres :
1 membre du conseil municipal
1 membre du personnel de la municipalité
(directeur général / directrice générale)
1 membre représentant les commerces
de la municipalité
2 membres représentant la communauté
Le mandat du comité est d'offrir des suggestions
au conseil municipal à l'égard de la promotion du
français à Bouctouche.
Recevoir et étudier les requêtes adressées à la
municipalité relativement à l'image française de
la municipalité et à la disponibilité des services
en langue française à l'intérieur des limites de la
municipalité.
Le comité doit offrir des suggestions au conseil
municipal relativement aux mesures susceptibles
de promouvoir la qualité de vie en français à
Bouctouche.
Promouvoir la sensibilisation auprès des
commerçants et du public.
Établir et réviser annuellement un plan de travail
incluant les priorités et les objectifs du comité
ainsi que les indicateurs permettant de mesurer
le succès des activités.
Au besoin, fournir une demande de budget annuel
au conseil municipal avant le 30 septembre de
chaque année.

As person in charge of enforcing this linguistic
policy, the Town Manager shall take the following
steps:
Communicating this linguistic policy to all
concerned;
Receive complaints and comments from the
citizens and Municipal Staff on the
application of the language policy.
STRATEGIC COMMUNITY
PARTNERS COMMITTEE
The Committee is composed of five (5) members:
1 Town Council Member
1 Municipal Staff Member
(Town Manager)
1 Member representing the businesses of
the municipality
2 members representing the community
The Committee's mandate is to offer suggestions to
Town Council regarding the promotion of French in
Bouctouche.
Receive and consider requests addressed to the
municipality in relation to the municipality's French
image and the availability of services in French
within the boundaries of the municipality.
The Committee must offer suggestions to the
Municipal Council on measures to promote the
quality of life in French in Bouctouche.
Promote awareness among the businessmen and
the public.
Establish and review annually a work plan including
the priorities and the objectives of the Committee
as well as the indicators to measure the success of
the activities.
If necessary, provide an annual budget request to
Town Council before the 30th of September of each
year.
Maintenir un dialogue avec le conseil municipal
au sujet du mandat, de la planification des
priorités et des réussites du comité.
INCITATIFS FINANCIERS
La Ville de Bouctouche est prête à faire une
contribution financière aux entreprises de la
municipalité ayant fait les efforts nécessaires pour
améliorer le paysage linguistique de la ville par
l'installation d'une enseigne extérieure permanente
bilingue ou en français. Les critères d'admissibilité
sont les suivants :
Présenter au Comité de partenaires
communautaires stratégiques une ébauche
de l'enseigne incluant les coûts;
Démontrer qu'un permis de construction de
la Commission de services régionaux de
Kent a été émis pour l'installation d'une
enseigne;
Présenter un reçu comme preuve d'achat;
Présenter une photo de l'enseigne
démontrant qu'elle est bilingue ou
entièrement en français et qu'elle respecte
les conditions de la présente politique.
Les incitatifs financiers possibles sont les suivants :
La Ville de Bouctouche contribuera 20% du
coût de l'enseigne jusqu'à un maximum de
1 000,00$;
La Ville de Bouctouche aura un fonds
annuel de 5 000,00$ pour le programme de
paysage linguistique dans la municipalité.
Lorsque le fonds sera épuisé, toute
demande additionnelle sera traitée dans
l'année suivante.
EXCEPTIONS
Les enseignes constituées de lettrage
mobile et interchangeable ne sont pas
admissibles aux incitatifs proposés.
Les enseignes en bordure de la route 11
sont admissibles à ce programme
seulement si elles sont installées à
l'intérieur des limites de la municipalité.
Maintain a dialogue with Town Council about the
mandate, the priority planning and the
achievements of the Committee.
FINANCIAL INCENTIVES
The Town of Bouctouche is willing to make a
financial contribution to businesses in the
municipality that have made the necessary efforts
to improve the Town's linguistic landscape by
installing a permanent outdoor bilingual or French
sign. The eligibility criteria are as follows:
Present a draft of the sign including costs to
the Strategic Community Partners
Committee;
Submit proof that a building permit was
issued by the Kent Regional Service
Commission for the installation of a sign;
Submit a receipt as proof of purchase;
Submit a photo of the sign showing that it is
bilingual or entirely in French and that it
meets the conditions of this policy.
Possible financial incentives are as follows:
The Town of Bouctouche will contribute
20% of the cost of the sign up to a
maximum of $1,000.00;
The Town of Bouctouche will have an
annual fund of $5,000.00 for the linguistic
landscape program in the town. Once the
fund is all utilized, any other request will be
examined in the following year.
EXCEPTIONS
Signs containing movable and
interchangeable lettering are not eligible for
the proposed incentives.
Signs located on Route 11 can only benefit
from the financial incentive if they are within
the municipality's boundaries.
INTERPRÉTATION
En cas de divergence d'opinion dans l'application
de la présente politique, la section de langue
française aura préséance, le français étant la
langue favorisée dans les activités du conseil et de
son personnel.
ABROGATION ET ADOPTION
Cette politique remplace toute autre politique sur
l'affichage linguistique.
La politique relative au paysage linguistique fut
modifiée et adoptée en conseil le 19 février 2019
ayant la résolution No 19-22.

INTERPRETATION
In case of difference of opinions for the application
of this policy, the French section of this policy will
prevail, the French language being the working
language for council members and its staff.
REPEAL AND ADOPTION
This policy replaces any other policy on linguistic
signage.
Policy respecting linguistic landscape was
amended and adopted by Council on February 19,
2019 with resolution No. 19-22.
