Policy # 2019-01 ## Street Light Policy ## Policy Objective: To establish a consistent approach to installing new street lighting in the rural community of Hanwell and ensure that all views of street lighting are taken into consideration, such as the dark sky preserves, while also taking into consideration the wishes of residents. ## Policy Statement: The rural community of Hanwell recognizes that residents have separate views on street lighting. Consideration must be given to balancing the needs of traffic travel, pedestrian safety, and vehicle safety. ## Procedure: Existing street lighting locations will remain unchanged unless otherwise requested by the property owners. The rural community of Hanwell will consider request for new (or removed) street lighting in the form of a signed petition by at least 25 persons, or 30% of the residents, whichever is less, for that street or area of impact for the lighting change. The municipality will then initiate a voting process to residents on the street or area. For streets or areas that are 1km in length or less, all residents on the street will be subject to the voting process. If the street or area is more than 1km in length, the voting process will go to all residents within 500m of the last house on that street that is on the list of signatures. Before the change can be considered by council, it will require the absolute majority (fifty-one percent (51%) or more) of the property owners in the area that is being proposed for changes. Only the property owners will be permitted to vote in the voting process (one (1) vote per household). Requests will be reviewed by staff to determine if the request meets the policy and then a recommendation will be prepared for Council's consideration. Individual requests cannot be considered. <!-- image --> ## Criteria for New Street Light Installation: The main criteria for the installation of the new street lights will be based on public safety. The request will be reviewed using one or more of the following factors: - Business activity and/or pedestrian activity - History of accidents - Traffic count and speed zones - History of crime/vandalism - Potential hazards - Proximity to the Hanwell school On approved streets, streetlights will be installed on utility poles owned by NB Power (or other utility) as per their regulations. If a new residence is already in an area under the tax designation for street lighting, but lighting is not yet present, then council can review a request to have a light installed per the guidelines of NB Power. When there is a spacing between dwelling units of greater than six (6) poles on a street to be lit, the streetlights will stop at the last occupied dwelling and will begin at the next occupied dwelling on that street to be lit. All future street lights installed on residential streets will be 4000 lumens LED lights. Street lights installed at intersections may be up to 6000 lumens.
