# Policies and Procedures

## Goals
1. Improve the quality of life of Shediac residents through financing and service offerings to non-profit organizations dedicated to providing community programs.
2. Establish guidelines allowing Council and Municipal Management to encourage groups, organizations and associations in their efforts to improve the quality of life of the citizens of Shediac.
3. Promote the development of new special activities and events in order to meet the current and future needs and interests of the citizens of the town of Shediac.
4. Provide financial support, goods and/or services to individuals and organizations within Shediac's territory..
## Definitions
1. "Town" means the municipality of Shediac.
2. "Agency" is the group, organization, association or individual requesting funding.
3. "Project" means the special activity or event proposed by the agency.
4. "Monetary asset" is the amount predetermined by the Town for a subsidy.
5. "Services" means the service(s) predetermined by the Town for a subsidy.
## Criteria and requirements
1. Only non-profit or charitable agencies may apply for funding.
2. The agency must be recognized, at Council's discretion, as working within the municipal territory and having its head office in Shediac.
3. The Town of Shediac will favour, with regards to this policy, the community, sports, education and recreation sectors.
4. Service offerings as part of projects proposed by agencies must be accessible to the whole population of Shediac at a minimum cost.
5. The project leaves behind a legacy by contributing to the development of the quality of life of the town.
6. Requests will be evaluated based on the following proposed project criteria: innovation, benefits for the citizens, partnerships, organizational capacity and stability, availability of funds.
7. The admissible project can generate a profit. This profit must be reinvested in the project or invested in the community in various forms.
8. The heads of agencies must fill out the application form and provide a list of goods and services requested.
9. Applications must be submitted no later than October 31st of each year.
10. Requests will be examined and evaluated by a municipal management team made up of the concerned heads. Council has the final authority with regards to decisions on financial matters or allocation of goods or services under this policy.
11. The agency will be notified in writing no later than January 31st of the municipality's contribution, whether in the form of grants, goods, services or other as well as any condition having to be met to access the municipality's contribution.
12. Requests for subsidies or grants below $500.00 will be referred to the policy on grants 95-22.
13. Shediac Town Council reserves the right to impose conditions specific to its involvement, whether in the form of subsidies or other.
## Terms
1. The Town shall pay 70% of the monetary subsidy upon its approval, except in the case of financial campaigns where 100% could be covered. The second instalment will be made once the project is complete and following the granting and approval of a final professional project financial report and statement.
2. The subsidy granted can be used to cover expenditures in the operating budget presented by the project's organizing committee.
3. The Town is recognized as a sponsor of the project and obtains the related benefits, i.e. the Town receives the same visibility as the other sponsors under the same category or importance.

* Excessive speeding is prohibited.
* Skaters must skate in the same direction as everyone else (clock wise).
* Skating backwards is prohibited.
* Excessive play such as 'tag' or others is prohibited.
* Skaters can only access the ice surface once the employee has given authorization.
* No objects (chair, stroller, pylons, etc.) are allowed on the ice.
* Holding someone in your arms is prohibited.
* Throwing snow balls or other objects is strictly prohibited.
* Using the penalty box or players' bench during the flooding of the ice surface is prohibited.
* No one is allowed on the ice without skates.
* Coarse language will not be tolerated.
* No food or beverages on the ice surface.
* All patrons must wear a CSA approved helmet during all activities on the ice surface of the Shediac Festival Arena.
* No alcoholic beverages or illegal drugs. Those who are under the influence will be removed from the arena immediately.
* Only skateboards, in-line skates, scooters or BMX type bikes are allowed in the park;
* It is mandatory for all users to wear protective gear, i.e. protective helmet;
* Coarse language will not be tolerated;
* Participants must respect the other participants and supervisors;
* No alcoholic beverages, illegal drugs or tobacco. Those who are under the influence will be removed from the park immediately;
* No glass container allowed inside the park;
* No user is allowed in the park without the presence of a supervisor assigned by the Town;
* All users must comply with the supervisor's instructions;
* Adding obstacles or any other objects is prohibited;
* Keep noise to a minimum;
* Only one person at a time can use the ramp;
* Playing dangerous games is prohibited;
* Any event organized at the park must receive prior approval from the Town;
* Spectators are allowed in the park, but they must stay in the area defined for that purpose.
## Sanction
* A person who contravenes any provision of this regulation will be removed from the park.
In effect: January 1, 2015
## Context:
The mandatory use of a CSA approved helmet by patrons using the ice surface of the Shediac Festival Arena is essential to assure the safety and avoid injuries.
## Regulation:
All patrons must wear a CSA approved helmet during all activities on the ice surface of the Shediac Festival Arena.
Patrons may by described as: competitors for sporting events (hockey, ringuette, figure skating, etc.), participants at all public and private public skating sessions, coaches (when on the ice surface), a photographer, arena personnel and all other persons while on the ice surface. A great number of towns and villages now have similar rules or are in the process of adopting some. The Town of Shediac Department of Leisure Services has adopted this pro active strategy to reduce the risk of serious head injuries.
## Exceptions:
Skaters associated with Skate Canada and Skate New Brunswick who have successfully participated in a sanctioned safety skating program and figure skaters during sanctioned events shall be exempt.
During the playing of the National Anthem(s).
During protocol ceremonies on a non sliding surface (ex. red carpet).
No exemptions for coaches, managers, team personnel and photographers will be allowed after games and during tournaments.
As of January 1, 2015, all patrons who shall not follow these rules shall receive a verbal warning for a first infraction. This warning shall be documented by the arena attendant who issued the warning. A second infraction by the same patron may result from loss privilege of using the Festival Arena.
## Rules of courtesy
The Town of Shediac encourages respectful dialogue and peaceful exchanges on its social media. To this end, we reserve the right to hide or delete:
* Any hate, defamatory, discriminatory, abusive, graphic, obscene, aggressive, disrespectful or racial speech
* Any solicitation or advertising for products or services
* Any off-topic or spam posts and/or messages
* Anything encouraging or suggesting an illegal activity
* Any confidential information about an employee, a member of the Municipal Council or a resident
* The author of content that does not meet standards for netiquette may be blocked from the page.
## Page monitoring
