1. PROGRAM DESCRIPTION
The Residential Driveway Incentive Program focuses on residential development in The
Community of Three Rivers, within Ward 2 (former Village of Petitcodiac limits). The program
includes guidelines for the provision and installation of driveway culverts for new single and
multi-unit construction projects. It is anticipated this program will help promote development
within the municipality, which in turn will attract businesses, residents, and employment
opportunities. The description, criteria, and application process are outlined in the following
pages.
Installation of a Driveway Culvert
1.1
This program will provide and install one culvert pipe (see section 2.7 ) within
Ward 2 in The Community of Three Rivers for a new residential single unit family
home
1.2
This program will provide but not install culvert pipe(s) based on the number of units of
a multi-unit housing complex (see section 2.8) within Ward 2 in The Community of
Three Rivers up to a maximum of 6 lengths of pipe. (see section 2.7).
2. PROGRAM CRITERIA
General Conditions
2.1
The property must be located within Ward 2 in The Community of Three Rivers and must
be constructed in a zone that permits residential builds as outlined in the Petitcodiac
Rural Plan By-Law 60.
2.2
Eligible new builds must be a new residential development consisting of one or more
housing units.
2.3
Development must be designed to align with the character of the existing housing in
the area.
2.4
The registered property owner wishing to be considered under this program must
complete an application form, (Schedule A), and submit it to the municipality. The
installation of a culvert for a new residential single unit family home will be scheduled by
the municipal works department.
2.5
There will be no financial reimbursement for culverts in newly constructed residences
(single or multi-unit) built prior to the enactment of this policy made by a motion of
Council on September 18th, 2024.

Other Conditions
2.6
Eligible properties may be owner occupied or residential rental unit(s).
2.7
This program will provide a DTI grade plastic culvert pipe, 15 inches in diameter and 24
foot in length.
2.8
Program will offer one driveway culvert installation per single family home, and up to 6
lengths of pipe for a multi-unit dwelling, based on the number units in the building and
the number of driveways. Example: 4-unit dwelling may be provided up to 4 units of
culvert pipe. If they are only installing two regular width driveways, then they will
receive two pipes. If they are installing two wide driveways, then they are eligible to
receive 4 pieces of culvert pipe.
2.9
Anything required outside of these guidelines will be the responsibility and expense of
the property owner.
2.10
Program is extended to Sub-Division developments when developing residential homes.
Same conditions apply.

1. An application for the Driveway Program must be submitted to The Community of Three
Rivers prior to the commencement of any work.
2. The application must specify the type of development proposed for the property, including
whether the development will consist of a single-family dwelling, an owner-occupied residence,
or a rental property. If a rental property, the number of units must also be indicated.
