Valley Waters Municipal Flag Display Policy

1. POLICY STATEMENT:
Valley Waters wishes to establish a clear, inclusive, and consistent policy regarding the display of
flags on municipal property. This policy reflects the municipality's commitment to unity, neutrality,
and the equal dignity of all community members.
2. SCOPE:
This policy applies to all flagpoles and locations owned, leased or operated by the
Municipality of Valley Waters.
3. GUIDING PRINCIPALS:
- The national, provincial, and municipal flags represent all people in our community,
regardless of background, identity, or beliefs.
- The flags of our municipal fire departments serve to show our appreciation for those who
volunteer to serve our community in this important capacity.
- Flying only these official flags ensures neutrality and avoids privileging or excluding any
individual group.
- The municipality remains committed to equity, diversity, and inclusion through other means
(e.g. programs, events, proclamations, etc.), rather than symbolic flag displays.
4. FLAGS TO BE DISPLAYED:
Only the following flags shall be displayed on municipal flag poles:
1. National flag of Canada
2. Provincial flag of New Brunswick
3. Municipal flag of Valley Waters
4. Valley Waters municipal fire department flags
5. FLAG DAY PROTOCOL:
Flags will be flown in accordance with national and provincial flag protocols.
- The standard order of precedence shall be:
1. National flag
2. Provincial flag
3. Municipal flag
4. Valley Waters municipal fire department flags

6. FLAGS AT HALF MAST:
Flags may be lowered to half-mast to mark solemn occasions, such as:
- Death of a prominent public official (national, provincial, or municipal)
- National or provincial day of mourning
- Other occasions as deemed appropriate by the Mayor or CAO, consistent with federal /
provincial guidelines
7. EXEPTIONS:
No exceptions to this policy will be made without formal resolutions of Council.
