TOWN OF BURIN
TRAFFIC REGULATIONS
PUBLISHED BY AUTHORITY
Pursuant and by virtue to the powers conferred by Section 8 of the Towns and Local Service
Districts Act, Chapter T-6.2, the Town of Burin hereby enacts the following Regulations which
were adopted at a Public Council Meeting held on May 20, 2026.
TITLE
These Regulations shall be known and cited as the "Town of Burin Traffic Regulations."
1. INTERPRETATIONS
1.
In these Regulations, the following words, unless the context otherwise requires, shall
have the following meanings:
(a) "Council" means the Town Council of the Town of Burin.
(b) "Town" means the Town of Burin as defined by Paragraph 2 of an Order-in-Council
dated the 18th day July A.D., 1950.
(c) "Park" means to allow a motor vehicle to remain on a highway in stationary position
whether or not the operator remains in control; provided that the vehicle shall not be
deemed to be so parked if it is stopped for the immediate taking up or discharging of
passengers or for such time as may be actually necessary for the loading or unloading
of goods or for repairing such vehicle when repairs thereto on a highway are
necessary.
(d) "Highway" shall include any way to which the public has access, and bridges over
which a highway passes, and shall also include every place to which the public has
access as a parking place for motor vehicles, which are under the jurisdiction of the
Town.
(e) "Commercial Motor Vehicle" means a vehicle designed to carry goods, or to carry
more than six passengers in addition to the driver, and includes a truck, delivery
wagon, hearse, fire engine, traction engine, and any other motor vehicle designed to
commercial, agricultural, or industrial use, but does not include buses or camper type
vehicles designed or adapted exclusively for pleasure or recreational purposes

(f) "Public Service Vehicle" means a vehicle designed to carry passengers by road for
hire and reward (essentially a payment) and must have a valid PSV operator's licence.
(g) "Residential Zone"means any area designated as such under the Town of Burin
Municipal Plan.

No person shall drive any motor vehicle at a speed exceeding thirty kilometers per hour
within the limits of the Town of Burin except when otherwise designated by traffic signs.
3.
(a) The Council may cause or permit traffic signs to be placed on or near any highway
within the limits of the Town of Burin.
(b) Traffic signs erected or authorized under Subsection (a) of the Regulations may be
signs for any of the following purposes:
To regulate the movement of traffic
To indicate the route to be followed by traffic
To restrict or prohibit the use of any part of any highway other than a main
highway designated as such by the Minister of Transportation within the limits
of the Town of Burin.
To indicate maximum speed limits in any area or on any part of any highway
within the limits of the Town of Burin so that vehicles driven in excess of such
speed shall be taken to have failed to conform to the indication given by the
sign.
To restrict or prohibit the parking of vehicles in any area or on any part of any
highway within the limits of the Town of Burin.
To restrict or prohibit, temporarily, the use of any highway other than a main
highway, designated as such by the Minister of Transportation, or any part of
any highway within the limits of the Town of Burin whenever owing to the
likelihood of danger to the public or serious damage to the highway, it appears
to Council to be necessary; and to limit the loads of vehicles owing to
condition of any highway; if the Council deems it necessary; provided that the
sign shall not apply to any person granted a permit in writing by the Council to
use the highway in case of an emergency.
To warn users of the highway of the need for special caution.
To convey information to users of the highway within the limits of the Town of
Burin.
Any person who fails to comply with the direction or prohibitions given by any such signs
shall be guilty of an offence against these Regulations.
4.
No person shall park any vehicle used as a taxi on the highway for the purpose of
soliciting business, except in a place or places designated by the Council for that purpose.

5.
No public service vehicles operating within the Town of Burin for hire or reward shall
stop anywhere on any highway to solicit business except at designated stops and
passengers may enter or leave such public service vehicle at the aforementioned stops
only.
6.
Signs to indicate where public service vehicles may stop but only for the purpose of
taking up or setting down passengers shall have inscribed thereon the words "Bus Stop"
and no vehicle, other than a public service vehicle shall stop within twenty-five feet of
any such sign.
7.
No person shall place, maintain or display upon or in the view of any highway any
unauthorized sign, signal, marking or device which purposes to be or is an imitation of or
resembles an official traffic control device or sign, or which attempts to direct the
movement of traffic or which hides from view or interferes with the effectiveness of any
official traffic control device or sign.
8.
No person shall, without lawful authority, attempt to or in fact alter, deface, injure,
knockdown or remove any official traffic control device or sign.
9.
No person shall park any motor vehicle on the highway at any time in such a way as to
interfere with, hinder or obstruct the normal flow of traffic.
10. The driver of a commercial vehicle loading or unloading freight within the Town of Burin
shall, if possible, pull such motor vehicle off the highway into some private parking
space; where this is not possible, the driver shall, when loading or unloading freight, pull
in as near as possible to the curb and load or unload as quickly as possible, but in no case
shall a driver place a commercial motor vehicle in such a position as to hinder or obstruct
the normal flow of traffic.
11. When a commercial motor vehicle has to cross the sidewalk or highway to load or unload
freight, the driver of such vehicle shall, before crossing, stop and give fair warning to
pedestrians either by hand or by sounding the horn that he/she is going to cross, and after
such sign is given, shall proceed to cross the sidewalk or highway very slowly.
12. The driver of every vehicle shall, on approach of any emergency vehicle, bring his/her
vehicle to a stop as near to the right-hand curb or side drain as possible, and shall dim the
lights of the vehicle at night.
13. When a fire is in progress in any area within the Town of Burin, no driver of any vehicle
shall drive or place any such vehicle within two hundred yards of any such fire or
obstruct in any way the free working of the fire apparatus; however, this Regulation shall
not apply to fire fighting apparatus, vehicles of police, medical doctors or nurses or
ambulances.

14. No person shall sound the horn of a motor vehicle except for the purpose of giving a
warning of the vehicle's approach and every driver of a motor vehicle shall refrain from
excessive or unnecessary sounding of the horn.
15. No person shall park any motor vehicle within one meter of a fire hydrant within the
limits of the Town of Burin.
16. No person shall park any motor vehicle so as to obstruct the entrance to any driveway or
any road or street within the limits of the Town of Burin.
17. Prosecution under these Regulations may be taken summarily by any Police Constable.
18. Any person who violates any of the provisions of these Regulations shall be guilty of an
offence and shall be liable on summary conviction to a penalty as per the provisions of
the Highway Traffic Act.
19. The registered owner of a motor vehicle shall incur the penalties provided for any
violation of these Regulations.
20. All previously adopted Traffic Regulations for the municipality are hereby repealed.
2. REVIEW AND AMENDMENTS
All section of these Regulations have been developed in accordance with the Towns and Local
Service Districts Act. These Regulations are reviewed as required following new information or
knowledge.
3. PUBLICATION
These Regulations will be published on the Town of Burin website in 2026.
4. ENACTMENT
These Regulations came into effect once adopted by motion of Council (Motion #202605-081),
voted on by the majority of Councillors in attendance at the Town Public Council meeting on
May 20, 2026.
IN WITNESS WHEREOF, the Seal of the Town of Burin has been hereunto affixed, and these
Regulations have been signed by the Town Manager and the Mayor on behalf of the Council.
