TOWN OF PASADENA
WATER CONSERVATION BY-LAW
1. SHORT TITLE
This By-Law may be cited as the "Water Conservation By-Law."
2. AUTHORITY
This By-Law is enacted pursuant to the authority granted under:
The Town and Local Service Districts Act, SNL 2023, c. T-6.2; and
and any regulations made thereunder.
3. PURPOSE
a) Promote the responsible use of municipal water resources;
b) Protect the Town's water supply and infrastructure;
c) Ensure adequate water supply for essential services, including fire protection; and
d) Establish enforceable water use restrictions during peak demand periods.
4. DEFINITIONS
"Town" means the Town of Pasadena.
"Council" means the Council of the Town of Pasadena.
"Municipal Enforcement Officer" means a person appointed by Council to enforce municipal by-laws.
"Watering" means the application of water to lawns, gardens, landscaping, or other outdoor surfaces.
"Shut-off nozzle" means a device attached to a hose that automatically stops water flow when released.
"New Lawn" means newly installed sod or seeded lawn within 60 days of installation.
"Commercial Operation" means a business activity conducted for profit or as part of a service offering.
5. APPLICATION
This By-Law applies to all properties connected to the municipal water system within the Town.
6. GENERAL WATER USE RESTRICTIONS
No person shall use municipal water except in accordance with the provisions of this By-Law.
7. LAWN AND GARDEN WATERING SCHEDULE
7.1 Even Numbered Properties: Tuesdays and Saturdays, 5:00 a.m. - 8:00 a.m.
7.2 Odd Numbered Properties: Thursdays and Sundays, 5:00 a.m. - 8:00 a.m.
7.3 New Lawns: Daily (max 60 days), must register with Town.
7.4 Gardens: Hand watering permitted anytime with watering can or shut-off nozzle.
8. VEHICLE AND PROPERTY CLEANING
Washing vehicles and cleaning exterior surfaces permitted with shut-off nozzle.
9. EXEMPTIONS
Commercial car washes, industrial cleaning, emergency use, and municipal operations.
10. PROHIBITIONS
Watering outside permitted times, misuse, or waste of water is prohibited.
11. ENFORCEMENT
Enforced by Municipal Enforcement Officer or authorized persons.
12. OFFENCES AND PENALTIES
Pursuant to Section 414 of the Town and Local Service Districts Act, 2023:
First offence: $100-$500 fine or up to 1 month imprisonment.
Subsequent offence: $500-$1,000 fine or up to 3 months imprisonment.
13. SEVERABILITY
Invalid provisions do not affect remainder of By-Law.
14. EFFECTIVE DATE
These By-laws were adopted by Council at a meeting held on April 20, 2026 and are effective as of that
date.
