The following regulations have been made by the Town Council of the Town of
Springdale under the provisions of Section 414 (2) (pp) of the Municipalities Act,
1999.
Regulations:
These regulations shall be known as the Springdale Curbside Waste and Recycling
Collection and Disposal Regulations and shall apply within the municipal boundaries of
the Town of Springdale.
Definitions:
In these regulations unless the context otherwise requires:
(a) "Act" means the Municipalities Act S.N. 1999 Chapter.
(b) "Town" means the Town of Springdale and includes the Council as defined by
the Act.
(c) "Garbage" includes all waste with the exception of garden waste, bulk items,
biohazards, combustible materials, scrap metal, carcasses, and construction
materials as defined in these regulations.
(d) "Nuisance" refers to anything or any condition of things which is or may become
injurious or dangerous or presents an obstruction to pedestrians, Town
employees, or vehicular traffic, or anything or any condition of anything that in the
opinion of Council, has an unpleasant effect on the senses or adversely affects
the amenities of the surrounding properties.
(e) "Green Bay Waste Authority" refers to the entity which has been given the
authority to collect and dispose of waste for the Town of Springdale.

Curbside Garbage and Recycling Collection:
1. All garbage must be put out for pick-up by 7:00 A.M. on collection day.
2. All garbage must be covered or placed in a bin or box.
3. Deep freezers, fridges or oil drums CANNOT be used as garbage boxes.
4. Garbage boxes must be in good condition and kept within 8 feet of the curb,
except for winter months where boxes must be a minimum of 8 feet from the
curb.
5. A maximum of 5 bags of garbage per household per week will be collected.
6. Garbage bags must not exceed 40 lbs.
7. Bulk items, construction waste, and garden waste shall not be disposed of during
the regular collection schedule.
8. Recycling must be placed in transparent bags or cardboard boxes.
9. Recycling bags or boxes must be placed OUTSIDE of garbage boxes by 7:00
A.M. on collection day.
10. Plastic bags, milk cartons, waxed paper, wall paper, gift bags, wrapping paper,
ribbons and bows are not recyclable.
11. Plastic and Styrofoam and any other items must be removed from boxes before
recycling.
12. Notwithstanding any other section in these regulations, the Green Bay Waste
Authority shall not collect:
a. Liquid waste or other organic matter which has not been properly drained or
wrapped.
b. Materials or substances that are regarded as biohazards.
c. Highly combustible materials such as, but not limited to oil, gasoline, soaked
rags, gas containers, ammunition, chemicals, acids or their residues,
derivations or by-products.
d. Garden waste
e. Garbage or refuse which has not been placed for collection in the manner
provided by these regulations.
f. Sheet iron, scrap metal, and car wrecks
g. Animal carcasses or innards.
h. Garbage or refuse left by any builder or contractor, or owner upon any street,
lane, drain, public or private property.
i. Bulk items such as, but not limited to stoves, refrigerators, dishwashers,
washers, dryers, furnaces, boilers, bed springs, furniture, barrels, and boxes.
13. Where garbage is not collected because it fails to comply with these regulations,
the owner of the garbage shall remove the waste material from the curb before
6:00 P.M. on the same day it was put out for collection.

Enforcement
Where a person fails or refused to comply with these regulations, the Town shall, under
authority of Section 404 (1) (j) of the Municipalities Act, 1999 issue an order to comply
which shall describe:
(a) The section of these regulations that the person has contravened.
(b) What the person must do to remediate the contravention.
(c) A date and time that the issue must be resolved.
Should the individual fail to comply with the order, the Town may impose a service
charge upon that individual that shall not exceed the cost of remediation plus an
administrative fee of $100.
A person who fails or refuses to comply with an Order issued under these regulations is
liable on summary conviction;
(a) For a first offence to a fine of not less than $100 and not more than $500.
(b) For a second and all subsequent offences to a fine of not less than $500 and
not more than $1000.
