It is a policy of Council that the Council Chambers be recognized as a specommunity resource and that under special circumstances the Council Chambers may be used for purposes other than Council meetings. Where such uses are permitted, they must meet the following criteria:
1. There is no other community facility available which is appropriate for such activity.
2. It is of benefit to the community for Council to allow one of its Commissions, Committees, Agencies or Boards or a non-profit broadly based community organization to use those facilities for public meetings where there is no other appropriate facility available.
3. In special circumstances outside organizations, where it is deemed in the community's interest, and for public meetings, for which there 1s no other suitable facility available in the community may apply to Council and Council will consider, and may approve, use of the facility. In such case the requesting body will be required to make such requests at least 15 days in advance and bear the costs of staff supervision during the event, and clean-up subsequent to the event.
