It shall be the policy of Council to elect a Council member to the office of Deputy Mayor
on an biennial basis with each term expiring as of October 31, or when the term of office
of the Council expires following a general municipal election, whichever comes first.
Furthermore, an appointment to the office of Deputy Mayor may be made at the first
regular meeting of Council following confirmation of a vacancy.
