POLICY #2002-10-22
MUNICIPALITY OF THE COUNTY OF PICTOU
FIRE HYDRANT TRAINING POLICY
PURPOSE
To establish a uniform policy for the use of fire hydrants by fire
departments for training purposes in a manner that will minimize the opportunity for
unnecessary damage to central water systems in the Municipality.
POLICY
The Municipality acknowledges that the majority of hydrants are installed for the
purpose of fighting fires, and the need for users to be able to train on the hydrants to
ensure that they can be of most benefit in an emergency situation. Access to fire hydrants
by fire departments for training purposes will be permitted under the following
circumstances:
1 . Permission is required from the Municipality at least one week in advance, indicating
preferred time and equipment to be used. Approval must be in writing. The
Municipality will notify the water supplier and verify the availability of water for
this purpose.
2.
A representative of the Municipality must be on site during training.
3.
The Municipality will determine the maximum volume that can be withdrawn
during training.
4.
A maximum of 2 training sessions per fire department per year will be permitted.
Wherever possible training will occur in conjunction with the spring and fall flushing
program in order to minimize discoloration problems for water customers, and to
ensure that hydrant training occurs when water supply levels are highest.
5.
All former policies heretofore enacted with respect to the use of fire hydrants by
fire departments for training purposes are hereby repealed.
