The policy requires for the service to be undertaken in prioritized manner to ensure an appropriate level of public safety is maintained. Policy Presentation Storm Events 1. Town wide Storm Events Emergency Vehicle / Main Thoroughfare Considerations With respect to public safety, the Town has given priority consideration to the following facilities requiring emergency access and egress: o Fire Department o Police (RCMP) Station o EHS (Ambulance) Facility Priority Deployment for Snow Plowing and Ice Control Equipment In regard to ice control and snow plowing, the Town's equipment shall be deployed on a priority basis depending on the severity of the storm event. In severe conditions, the Town's equipment shall be dedicated to the routes shown on Schedule A in purple. As weather conditions subside, the routing shall be expanded to cover the routes shown in red, and then green, and finally the balance of Town streets and roads (uncolored) as shown on Schedule "B". Priority Deployment for Sidewalk Plowing Equipment Sidewalk equipment is only deployed or deployed called back and then redeployed after severe storm conditions have subsided. For sidewalk snow plowing and ice control, the Town Equipment shall be dispatched on a normal work week (daytime) basis and then on a priority routing basis. The priority basis has been established to ensure that as much as possible sidewalks are cleared for school children, senior citizen's residing in public complexes, the downtown core, and then finally residential neighborhoods (in that priority). The priority basis is shown on the attached sidewalk map (Schedule "C") in yellow. After the completion of routes shown in yellow, the Operator shall continue with work shown on routes colored in pink on the attached Schedule C. 3 | P a g e Policy Book - Town of Pictou 2. Localized Event Recognizing that not all storm events cover the entire Town, this policy under a localized storm event provides discretionary authority to the on-duty plow or salt truck operator(s). In this alternative situation, the Operator(s) can deviate from the attached schedules and concentrate activities on the areas most affected by the storm conditions. Private Snow and Ice Control Pursuant to the Town's By-Law on Snow Removal, the owner, occupier or their snow / ice removal personnel, shall not deposit snow, ice or slush on the public streets and sidewalks of the Town. In the event of such occurrence, the Town Superintendent and/or his representative shall contact the property owner requesting immediate rectification. When warranted, i.e., the situation is not satisfactorily resolved and/or reoccurs on a regular basis, the Town Superintendent in concert with the Chief Administrative Officer shall pursue prosecution under the By-Law.
