WHEREAS the Municipal Government Act requires Council to adopt a Public
Participation Program, before undertaking the preparation or review of a Municipal
Planning Strategy, Land Use Bylaw or Subdivision Bylaw, to identify opportunities and
establish ways and means of seeking public opinion with respect to the above;
THEREFORE BE IT RESOLVED THAT, pursuant to Section 204 of the Municipal
Government Act, being Chapter 8 of the Statutes of Nova Scotia, 1998, that the Council
of the Region of Queens Municipality adopt the following Public Participation Program
for the purpose of preparing a Municipal Planning Strategy, Land Use Bylaw,
Subdivision Bylaw or formal review thereof.
31.01 The purpose of this Public Participation Program is to provide the public with an
opportunity to receive and discuss information on any proposed Municipal
Planning Strategy, Land Use Bylaw, Subdivision Bylaw or formal review thereof.
Members of the public may express their views in writing or verbally, in order to
provide all interested persons an opportunity to have their views heard.
31.02 It shall be the intention of the Council of the Region of Queens Municipality and /
or Ad Hoc Review Committee to hold one or more public information meetings
prior to Council giving its notice to adopt any proposed Municipal Planning
Strategy, Land Use Bylaw or Subdivision Bylaw. The public Information
meeting(s) shall take place upon completion of the draft copy of the planning
document(s), and shall be chaired by the Mayor and / or Chairperson of the Ad
Hoc Review Committee. The views of the public, as expressed at the public
meeting(s), shall be presented to Council in a written report.
31.03 It shall be the intention of the Council of the Region of Queens Municipality and /
or Ad Hoc Review Committee to hold one or more public information meetings
prior to Council giving its notice to adopt any amended Municipal Planning
Strategy, Land Use Bylaw or Subdivision Bylaw, resulting from a formal review of
the above-mentioned documents. The meeting(s) shall take place upon
completion of the draft copy of the planning document(s), and shall be chaired by
the Mayor and / or Chairperson of the Ad Hoc Review Committee. The views of
the public, as expressed at the public meeting(s), shall be presented to Council in
a written report.
31.04 Notice of Public Information Meeting(s), regarding the adoption of a proposed
Municipal Planning Strategy, Land Use Bylaw, Subdivision Bylaw or formal
review thereof, shall be published in a newspaper circulating in the Region of
Queens Municipality, posted in the appropriate district(s), and posted in the

Region of Queens Municipal Office. The notices shall appear fourteen (14) days
prior to the public information meeting, and shall state the time, date, place of
meeting, and the hours during which any relevant documentation pertaining to
the proposed documents may be inspected by the public.
31.05 The Council of the Region of Queens Municipality shall complete the Public
participation Program prior to placing the first notice of public hearing regarding
Council's intention to adopt any proposed Municipal Planning Strategy, Land Use
Bylaw, Subdivision Bylaw, amendment to or review thereof.
