Policy Subject / Beaches - Accessible Boardwalks

GENERAL STATEMENT OF POLICY
40.01 It is the policy of the Region of Queens Municipality to ensure accessibility of
beaches to all citizens of and visitors to Queens County.
OBJECTIVES
40.02 To provide a consistent standard for design and construction of boardwalks at
beaches.
ALLOCATION OF RESPONSIBILITIES
Council's Responsibilities:
40.03 To set, upon the recommendation of the Recreation and Community Facilities
Committee, an amount to be included in the current year's capital budget for
Facility Upgrading.
RECREATION AND COMMUNITY FACILITIES COMMITTEE'S RESPONSIBILITIES
40.04 To approve, upon recommendation of the Director of Recreation and Community
Facilities, the construction, and or renovation of boardwalks at beaches.
40.05 To recommend to Finance Committee and Council an amount to be budgeted in
the Facility Upgrading capital budget.
DIRECTOR OF RECREATION AND COMMUNITY FACILITIES' RESPONSIBILITIES
40.06 To recommend to the Recreation and Community Facilities Committee an
amount to be budgeted in the Facility Upgrading capital budget.
40.07 To determine, in cooperation with the Director of Engineering and Works, when a
boardwalk is in need or replacement and ensure that the work is completed in a
timely and cost-efficient manner.
40.08 To ensure that the guidelines and standards as set out below are followed.

40.09 Boardwalk construction will follow the design specifications outlined by the
National Building Code. This includes:
I.
The outside width will be six (6) feet
II.
The inside width will be five (5) feet
III.
The entrances/exits to the boardwalk will narrow to three (3) feet
inside width
IV.
Boardwalks will have railings with horizontal supports and follow
National Building Code when two (2) feet or higher off the ground
V.
Boardwalks will generally be built between six (6) to twelve (12)
inches off the ground so as not to impede sand movement
VI.
The wheelchair landing will be minimum of ten (10) square feet
VII.
Wood used in construction will be treated to 1.2 lbs./cubic feet
retention of solids
