POLICY NUMBER - 33 Page 1 of 2 Policy Subject / Title - Inspection of Municipal Recreation Properties ____________________________________________________________ GENERAL STATEMENT OF POLICY 33.01 It is the policy of the Region of Queens Municipality to provide regular inspections of the Recreation properties under the jurisdiction of the Region of Queens Municipality to ensure that they are safe and accessible for use by the public. ALLOCATION OF RESPONSIBILITIES Bylaw Enforcement Officers Responsibilities: 33.02 To carry out regular inspections of all Recreation properties of the Municipality to ensure that they meet safety requirements and if a dangerous situation does exist, to report to the Director of Recreation and Community Facilities and Director of Engineering and Works, as required, such a situation along with his / her recommendations on how the situation can be corrected. Director of Recreation and Community Facilities Responsibilities: 33.03 To provide the Bylaw Enforcement Officer with a list of all Recreation properties owned and / or operated by the Municipality and to inform the Bylaw Enforcement Officer of any new Recreation properties which may be acquired from time to time. 33.04 To examine the recommendations of the Bylaw Enforcement Officer and, in a case of a dangerous situation, to close the facility until the necessary changes are made to the Bylaw Enforcement Officer's satisfaction. 33.05 To liaise with and make requests of the Director of Engineering and Works for repairs and renovations to Recreation properties. 33.06 To recommend to any community organization the repair of or closure of a community facility if a dangerous situation exists and is brought to the Director's attention. 33.07 To consult with the Recreation and Community Facilities Committee and / or Chief Administrative Officer of the Region on matters such as closure of recreational facilities as he / she deems necessary. POLICY NUMBER - 33 Page 2 of 2 Policy Subject / Title - Inspection of Municipal Recreation Properties ____________________________________________________________ POLICY PROCEDURE 33.08 inspection of the pool in Caledonia; the facilities at Beach Meadows Beach; the Walking / Nature Trail behind the Administration Building, White Point Road, Liverpool; Harmony Park, Harmony; Hunts Point Beach, Hunts Point; MacLeod's Beach, Charleston; Hunts Memorial Park, Caledonia; Old Burial Ground, Liverpool; Centennial Park, Liverpool; Cobb Monument and Park, Liverpool; Fort Point, Liverpool; Thorbourne and Kinsmen Fields, Liverpool; and the Lighted Walking Path, Brooklyn, are to be carried out on a regular basis by the Bylaw Enforcement Officer. This list is a guideline only and is not meant to be limiting. Inspections are to be carried out on all municipal properties, including those not specifically listed above. 33.09 In the event of a dangerous situation, as reported in writing to the Director of Recreation and Community Facilities by the Bylaw Enforcement Officer, the Director of Recreation and Community Facilities will have the authority to close the facility to the public until the necessary maintenance has been completed to the satisfaction of the Bylaw Enforcement Officer. 33.10 If the facility is leased by the Region to another body, the Director of Recreation and Community Facilities will immediately make recommendations to the group regarding appropriate action. 33.11 The Bylaw Enforcement Officer shall maintain an inspection log outlining the date and times the properties are checked. 33.12 The Director will submit a report to the Bylaw Enforcement Officer indicating steps taken as a result of his inspections and recommendations.
