THE CORPORATION OF THE
TOWNSHIP OF ASPHODEL-NORWOOD
BY-LAW NUMBER 2026-04
Being a By-law to impose wastewater service charges for users of the Norwood
Wastewater System in the Township of Asphodel-Norwood
WHEREAS pursuant to Part XII of the Municipal Act, 2001, S.O. 2001, c.25, a
municipality and a local board may pass By-laws imposing fees or charges on any
class of persons:
a) for services or activities provided or done by or on behalf of it;
b) for costs payable by it for services or activities provided or done by or on
behalf of any other municipality or local board;
c) for the use of its property including property under its control.
AND WHEREAS a By-law under this Part may provide for:
a) interest charges and other penalties, including the payment of collection
costs, for fees and charges that are due and unpaid;
b) discounts and other benefits for early payment of fees and charges;
c) fees and charges that vary on any basis the municipality or local board
considers appropriate and specifies in the By-law, including the level or
frequency of the service or activity provided or done, the time of day or of
year the service or activity is provided and whether the class of persons
paying the fee or charge are residents or non-residents of the municipality;
d) different classes of persons and deal with each class in a different way;
e) e) the exemption, in whole or in part, of any class of persons from all or any
part of the By-law.
AND WHEREAS fees and charges imposed by a municipality or local board or a
person under this Part constitute a debt of the person to the municipality or local
board, respectively, and in the case of fees and charges for the supply of a public
utility the Treasurer of a local municipality may add fees and charges imposed by
the municipality or local board, respectively, under this Part to the tax roll for the
property to which the public utility was supplied in the local municipality and collect
them in the same manner as municipal taxes.
AND WHEREAS a Regular and Public Meeting was advertised and held on
December 9, 2025.
NOW THEREFORE the Council of the Corporation of the Township of Asphodel-
Norwood enacts as follows:
1. Definitions
In this By-law:
"General Service Wastewater Rate" shall apply to all residential dwelling
units and individual commercial unit (known as fixed rate).
"Wastewater Rate" shall mean a charge for the operation, repair and
maintenance of the wastewater works.
"Residential Dwelling Unit" shall include a single detached dwelling, a semi-
detached single dwelling, a row housing single dwelling, an apartment unit,
and condominium unit.
"Business Unit" shall include a complete building or self-contained portion
of a building for the use of providing for the sale, supply, manufacture,
assembly, repair, rental or storage of goods or services or both, for gain or
profit, which may or may not have direct access to the outside by a separate
exterior entranceway.
"Metered Rate" provided for herein shall apply to all properties with a meter
and receiving water services from the Corporation.

2. General Service Wastewater Rate shall be a $44.95 monthly fixed rate per
residential and/or business unit.
3. Metered rate shall be $1.06 per cubic meter.
4. All newly constructed buildings shall be connected to the Corporation's
wastewater system where collection lines are available.
5. Fees and charges that are due and unpaid will be charged a penalty of one
and one quarter (1.25) percent per month. Costs incurred by the
municipality in collecting unpaid fees and charges shall be added to the
amount due and owing. The Treasurer may add unpaid fees and charges
to the tax roll of the property to which the service was provided and collect
them in the same manner as municipal taxes. The Township of Asphodel-
Norwood also reserves the right to disconnect the water supply to any
property of which the said utility bill remains outstanding.
6. This By-law shall come into force and take effect on February 1, 2026.
7. That By-law 2025-04 is hereby repealed, effective February 1, 2026.
Read a first, second, and third time and finally passed this 13th day of January,
2026.
