By-law Number 2025-195
A By-law to Provide for Fees and Charges
(Fees & Charges By-law)
Whereas Section 391 of The Municipal Act, 2001, permits a municipality to pass By-
laws imposing fees and charges for services and activities provided or done by or on
behalf of it and for the use of its property;
And Whereas the Council of The Corporation of the City of Belleville desires to revise
some existing fees or charges and impose some fees and charges for services and
activities provided by the City, its officers or employees, or for the use of some or all of
the City's properties;
Now Therefore, the Council of The Corporation of the City of Belleville enacts as
follows:
1.
That the fees and charges set out in Schedule "A" attached to this By-law shall
apply to every request made to The Corporation of the City of Belleville and City
departments or any officer or employee of the City, including but not limited to
fees or charges for requests for documents, reports, letters and other information
whether written, printed or electronically produced or stored or produced or
stored in any other manner, searches, inspections, applications, permits,
programs and the use of its facilities or properties, or for any other service or
activity provided by the City to any person or any other authorized costs payable
by the City;
2.
That Schedule "A" shall be deemed to form a part of this By-law;
3.
That all fees listed in the attached Schedule, where applicable, will be subject to
Harmonized Sales Tax (H.S.T.);
4.
That should any provision of this By-law including any provision contained herein
be determined by a court of competent jurisdiction to be invalid or void and of no
force and effect, it is the stated intention of Council that such invalid provision
shall be severable and the remainder of this By-law shall continue in full force
and effect;

5.
That By-law Numbers 2024-201, 2025-101 and 2025-114 and any and all other
by-laws inconsistent herewith are hereby repealed on the date this By-law comes
into force, provided that any request made prior to the date of passing made for
information, an application for a permit, an inspection or any other request for a
service or activity provided by the City as contemplated in this By-law shall be
governed by the fees and charges contained in the By-laws set out above;
6.
That this By-law shall be known as the "Fees and Charges By-law";
7.
This by-law shall come into force and take effect on January 1st, 2026.

Special Provisions
1. Veterinarian's Certificate is necessary to certify that dogs have been spayed or neutered and immunized
2. The owner or a properly certified guide dog shall not be required to obtain a tag for such dog
3. The tag fee for dogs registered for the following year, in accordance with the terms of the By-Law, after September 30th shall be 50%
of the fees specified above.
4. The tag fee for newly adopted dogs, puppies, or new residents within a calendar tag year be reduced by 50% of the fees specific
above.

Please note that:
- Any building categories not specifically identified are subject to building permit fees calculated at the rate of $10.00 per every $1,000 of estimated
construction value. For classes of permit not described in the fee schedule, a reasonable fee shall be applied by the Chief Building Official.
- Square meter rates apply to the gross area of the associated scope of work for the building permit.
- The finished basement rates apply to the square meters of the finished basement area.
- If basements or garages are being converted into or finished as a dwelling unit, the Additional Dwelling rate applies.
- The total permit fee will be the sum of all fees and charges from all categories that are applicable to the project.
