Asset management is a process of developing, operating, maintaining, upgrading, and disposing of assets in the most cost-effective manner.
Brighton's first Asset Management Plan (AMP) was developed in 2013.
The AMP includes the following asset types:
* Water plant and distribution system
* Wastewater plant and collection system
* Storm water system
* Transportation network, including roads, bridges, sidewalks, lighting
* Land
* Buildings
* Equipment
* Fleet
The 2013 AMP is available to view on request.
On September 18, 2017, Council approved Schedule A, Asset Management Priorities and directed staff to attach it to the Asset Management Plan. Additionally, the Asset Management Plan Strategy Process was approved and attached to the Asset Management Plan.
In June 2021, Council approved the Strategic Asset Management Policy.
The Strategic Asset Management Policy provides staff with a consistent and regulatory-compliant approach to making decisions regarding infrastructure planning and investment. This policy supports the Municipality in focusing its infrastructure efforts on managing risks, addressing priorities, and meeting short and long-term needs in a way that is affordable and sustainable for community stakeholders.

In June 2022, Council approved the 2022 AMP Update. This AM Plan fulfils the year 2022 and 2024 requirements of Ontario Regulation (O.Reg.) 588/17 Asset Management Planning for Municipal Infrastructure.

**Asset Management Plan Update**
In September 2025, Council approved the 2025 Levels of Service Update Report as an addendum to the Municipality's 2022 Corporate Asset Management Plan.
This update fulfills requirements under **Ontario Regulation 588/17: Asset Management Planning for Municipal Infrastructure**, which mandates that municipalities take a phased approach to managing infrastructure and planning for long-term investment.
By July 1, 2025, municipalities were required to update their Asset Management Plans to include:
* Current and proposed levels of service
* An assessment of infrastructure-related risks
* A financial strategy to support required investments
The 2025 update builds on the Municipality's 2022 Asset Management Plan by incorporating these requirements while ongoing improvements to asset data continue. Rather than completing a full plan update at this time, the Municipality has amended the existing plan to meet legislative requirements ahead of a comprehensive update planned for 2027.
**Looking Ahead**
The Municipality continues to improve its asset data and expand its use of asset management software to better inform decision making. Public engagement will be a key part of the next comprehensive Asset Management Plan update, scheduled for 2027.
