THE CORPORATION OF THE CITY OF DRYDEN
BY-LAW NUMBER 2026-29
BEING A BY-LAW TO REPEAL AND REPLACE BY-LAW #2022-55, AND TO PROVIDE FOR
PARKING AND TRAFFIC REGULATION WITHIN THE MUNICIPALITY.
WHEREAS The Municipal Act, 2001, S.O. 2001, c. 25, as amended, authorizes municipalities to pass by-
laws respecting highways under their jurisdiction, including parking and traffic on such highways;
AND WHEREAS the Municipal Act, 2001, S.O. 2001, c. 25, as amended, provides that a municipality has
the capacity, rights, powers and privileges of a natural person for the purposes of exercising their
authority under the Act;
AND WHEREAS the Municipal Act, 2001, S.O. 2001, c. 25, as amended, provides that a municipality
may pass by-laws with respect to matters of health, safety and well-being of persons;
AND WHEREAS The Municipal Act, 2001, S.O. 2001, c. 25, as amended, authorizes municipalities to
pass by-laws regarding parking on municipally owned and privately owned lands;
AND WHEREAS the Highway Traffic Act, R.S.O. 1990, as amended, authorizes municipalities to, among
other things, pass by-laws prescribing community safety zones and rates of speed for motor vehicles
on highways under their jurisdiction and provides regulations for accessible parking for persons with
accessibility needs;
AND WHEREAS the Municipal Act, 2001, S.O. 2001, c. 25, as amended, provides that a municipality
may pass by-laws providing that a person who contravenes a by-law of the municipality passed under
the Act is guilty of an offence;
AND WHEREAS the Municipal Act, 2001, S.O. 2001, c. 25, as amended, provides that a municipality
may establish a system of fines for offences under a by-law of the municipality;
NOW THEREFORE, the Council of The Corporation of the City of Dryden enacts as follows:
INTERPRETATION
The schedules referred to in this by-law shall form part of this by-law, and each entry in Column 1 of
such a schedule shall be read in conjunction with the entry or entries across therefrom and not
otherwise, except for Schedule G - Fire Routes.
Where a conflict exists between the actual physical location and/or placement of a sign and any
schedule contained herein, the physical sign location and/or placement shall prevail and be considered
as valid for the purposes of enforcement of this by-law.
DEFINITIONS
Definitions of words, phrases and terms used in this by-law that are not included in the list of definitions
shall have the meanings which are commonly assigned to them in the context in which they are used
in this by-law. The words, phrases, and terms defined hereinafter have the following meaning for the
purpose of this by-law:
"boulevard" - The portion of a highway right-of-way directly abutting the travelled portion of said right-
of-way, where grass is usually grown or which is not usually intended for the use of vehicles.
"daily combined total" - In the context of parking time limits, means a total amount of time including
both consecutive or non-consecutive time periods collectively, within a single day, that a vehicle
has parked or may park within a designated zone or defined area.
"designated accessible parking space" - A parking space designated under Section 15 of this by-law for
the exclusive use of a vehicle displaying an accessible parking permit in accordance with the
requirements of the Highway Traffic Act and the regulations made thereunder and this by-law.
"driveway" - A point of access, right-of-way or short road intended for vehicular travel leading from a
public road to a business, parking lot, house or garage.

"fire route" - Any road, lane, driveway, alley, parking area, ramp or parcel of land, whether it is owned
by the City of Dryden or any local board thereof or whether it is a private roadway, which has been
designated as a fire route by the placing or erection along both sides thereof of fire route signs,
said signs to be erected at intervals of not more than 30.5 metres, and which has been set out in
Schedule G to this by-law."
"fire route sign" - A permanently installed legible sign, having minimum dimensions of 25 centimeters
by 40 centimeters and suitable wording and/or symbols that meet the approval of the City of Dryden
Fire Chief.
"front yard" - A yard, extending across the full width of any lot, situated between the front lot line (as
determined by the City of Dryden Zoning By-law) and the nearest point of any principal building or structure on
the lot.
"heavy traffic" - The use of a highway by a vehicle, object or contrivance for moving loads, having
more than three axles.
"highway" - Includes a common and public highway, street, avenue, parkway, driveway, square, place,
crescent, bridge, viaduct or trestle, any part of which is intended for or used by the general public
for the passage of vehicles and includes the area between the lateral property lines thereof.
"intersection" - The area embraced within the prolongation or connection of the lateral curb lines or, if
none, then of the lateral boundary lines of two or more highways that join one another at an angle,
whether or not one highway crosses the other.
"motor vehicle" - Includes an automobile, motorcycle, bicycle, or trailer, unless otherwise indicated in
this by-law, and any other vehicle drawn, propelled, or driven otherwise than by muscular power,
but does not include a street car, or other motor vehicles running only upon rails, or a motorized
snow vehicle, traction engine, farm tractor, self-propelled implement of husbandry or road-building
machine within the meaning of this by-law.
"municipal or private property" - Any open area or portion of a structure, other than a street or highway,
intended for the temporary parking of vehicles and on which there are designated parking spaces,
whether their use involves the payment of a fee or otherwise.
"official sign" - A sign approved by the Ministry of Transportation.
"park or parking" - The standing of a vehicle, whether occupied or not, except when standing
temporarily for the purpose of and while actually engaged in loading or unloading merchandise or
passengers.
"pedestrian" - Person(s) or child(ren) afoot, in a wheelchair, or carriage.
"pedestrian crossover" - Any portion of a roadway, designated by by-law of a municipality, at an
intersection or elsewhere, distinctly indicated for pedestrian crossing by signs on the highway and
lines or other markings on the surface of the roadway as prescribed by the regulations.
"permit" - An accessible parking permit issued under the Highway Traffic Act or a permit, number plate
or other marker or device issued by any other Province within Canada and considered valid under
the appropriate governing legislation or provincial statute and its regulations.
"private roadway" - Any private road, lane, ramp or other means of vehicular access to or egress from
a building or structure and it may include part of a parking lot.
"residential neighbourhood" - Any area where the primary (greater than 50%) private property Zoning
or actual use-type is of a residential nature.
"roadway" - The part of the highway that is improved, designed or ordinarily used for vehicular traffic
but does not include the shoulder, and, where a highway includes two or more separate roadways,
the term "roadway" refers to any one roadway separately and not to all of the roadways collectively.

"stop or stopping" - The halting of a vehicle, even momentarily, whether occupied or not, except when
necessary to avoid conflict with other traffic or in compliance with the directions of a police officer
or of a traffic control sign or signal.
"traffic control signal" - That part of a traffic control signal system that consists of one set of no less
than three coloured lenses, red, amber and green, mounted on a frame and commonly referred to
as a signal head.
"turning basin" - The area of an intersection marked for the purpose of collecting vehicles which are
making a left or right turn.
"u-turn" - The turning of a vehicle within a highway so as to proceed in the opposite direction.
"vehicle" - Includes a motor vehicle, trailer, traction engine, farm tractor, road-building machine, bicycle
and any vehicle drawn, propelled or driven by any kind of power other than muscular power.
SECTION 1 - MISCELLANEOUS DRIVING RULES
1.1
No person shall drive a motor vehicle or motorized snow vehicle upon a sidewalk or footpath of
a highway except for the purpose of directly crossing the sidewalk or footpath.
1.2
No person shall ride a bicycle upon a sidewalk on any highway right-of-way.
SECTION 2 - GENERAL STOPPING AND PARKING REGULATIONS
2.1
No person shall park or stop any vehicle on any highway or portion thereof except as follows:
a) Where there is a raised curb, on the right side of the roadway, having regard for the direction
such vehicle was proceeding, with its right front and rear wheels parallel to and not more than
0.15 metres from such curb.
b) Where there is no curb or rolled curb, with the right front and rear wheels parallel to and as
near to the righthand limit of the highway as is practicable without stopping or parking on a
sidewalk or footpath or on any part of the highway where grass is grown or which is not intended
for the use of vehicles.
2.2
Notwithstanding Subsections 2.1(a) and 2.1(b) above, on all highways except Connecting Link
Highways 17 and 594 in the City of Dryden parking shall be permitted:
a) On that part of a private driveway which is located on a highway right-of-way, provided that such
parking does not block the sidewalk, or extend over the curb or the travelled portion of the
highway, or otherwise interferes with snow removal or traffic; and,
b) On a boulevard, provided that permission has been granted by Council due to unusual
hardship and a parking space has been prepared and paved at the expense of the property
owner.
2.3
No person shall park a vehicle upon any highway while idling an engine or motor within a
residential neighbourhood for a continuous period of more than 30 minutes, while such vehicle
or attached equipment is stationary, unless the vehicle or equipment is solely designed to be
operated stationary.
a) Persons completing work, including but not limited to construction, road work, and public utility
maintenance, that has received approval of or is completing such work on behalf of The City of
Dryden, are exempt from idling restrictions.

SECTION 3 - MANNER OF ANGLE PARKING
3.1
The provisions of Section 2.1 above shall not apply where angle parking is permitted under
Section 11 hereof or to parking or stopping a vehicle on the left-hand side of the roadway or a
highway designated for one-way traffic.
3.2
Where angle parking is permitted on a highway, no person shall stop or park any vehicle except
at an angle of 45° from the curb or boundary of the roadway with the front or rear end of the
vehicle at such curb or boundary.
3.3
Where parking spaces are designated by lines painted on the roadway, no person shall stop or
park any vehicle in a manner that exceeds the boundaries of one space, except where the vehicle
length exceeds the length between space markings.
SECTION 4 - GENERAL STOPPING AND PARKING PROHIBITIONS
4.1
No person shall stop or park a vehicle:
a) On or over a sidewalk.
b) Within an intersection or pedestrian crossing area.
c) Alongside or across the highway from any excavation or obstruction in the roadway when
the free flow of traffic would thereby be impeded.
d) On the roadway alongside or across from any stopped or parked vehicle, so as to obstruct the
free flow of traffic.
e) Upon any bridge or overpass.
f) Within any tunnel or underpass.
g) Upon a boulevard, except in accordance with Subsection 2.2 b) of this by-law.
h) Upon any highway in any manner which interferes with the free flow of traffic.
SECTION 5 - GENERAL LOCATIONS WHERE PARKING IS PROHIBITED
5.1
No person shall:
a) Park any vehicle directly in front of the entrance to a driveway or lane-way.
b) Park any vehicle:
a. within 1.5 metres of the entrance to a driveway or lane-way; or,
b. within a No Parking Zone, as designated by Section 12 of this by-law, which is situated
at or near the entrance to a driveway or lane-way.
c) Park any vehicle in a manner that is likely to obstruct the use of a driveway or lane-way.
d) Park a vehicle within 3 metres in any direction of a point on the curb or edge of the roadway
opposite any fire hydrant.
e) Park a vehicle within 9 metres of an intersecting roadway.
f) Park a vehicle within 15 metres of any level railway crossing.
g) Park a vehicle on any roadway having an overall width of less than 6.5 metres.
h) Park a vehicle in front of an entrance to or exit from any building or enclosed space in which
persons may be expected to congregate in large numbers.
i) Park a vehicle in such a position that is likely to hinder or prevent the removal of any other
vehicle previously parked.
j) Park a vehicle in front of the entrance to any place where goods or merchandise are regularly
delivered or removed.

k) Park a vehicle on any highway, unless there are displayed on the vehicle in the manner
prescribed by law:
a. number plates issued in accordance with the provisions of the Highway Traffic Act,
showing the number of the permit issued by the Province of Ontario for the vehicle; or,
b. number plates issued in accordance with the laws of another jurisdiction and there is
affixed to the number plate displayed on the vehicle, in the prescribed manner of that
jurisdiction, evidence of the current validation of the permit, where so required by that
jurisdiction;
l) Within a front yard.
SECTION 6 - OVERNIGHT/LONG-TERM PARKING
6.1 Within the limits of the City of Dryden, no person shall park any vehicle on any highway or portion
thereof between the hours of 12:00 midnight and 7:00 a.m. during the period beginning at 12:00
midnight on October 15th in any year to 12:00 midnight on April 15th of the following calendar
year.
6.2 In any year, within the limits of the City of Dryden, no person shall park a vehicle on any
highway or portions thereof for a period longer than 24 hours.
SECTION 7 - PARKING OF HEAVY VEHICLES
7.1 No person shall park a bus, RV, or a commercial vehicle with a capacity of over 1000 kilograms
at any time on any highway in the City of Dryden except for the purpose of loading or unloading
merchandise or passengers.
SECTION 8 - PARKING PROHIBITED WHERE SIGNS ARE POSTED
8.1 Where signs in accordance with the regulations of the Highway Traffic Act are erected and
on display, no person shall, on any highway, park any vehicle:
a) Within 30.5 metres of an intersection controlled by traffic signals.
b) Within 10 metres of any point designated as a bus or coach stop.
c) Within 7 1/2 metres of any fire hall on the side of the highway on which the fire hall is located
or within 15 metres of such fire hall on the opposite side of the roadway.
d) Within a turning basin.
e) Between 8:30 a.m. and 4:30 p.m. Monday through Friday, upon that side of a highway
adjacent to any school property designated as a School Bus Loading Zone within Schedule H.
SECTION 9 - EMERGENCY VEHICLE PARKING
9.1 Where signs are installed and visible, no person shall park any vehicle, other than a police,
fire or ambulance emergency vehicle within an Emergency Vehicle Parking Only zone. Emergency
vehicle parking areas are as follows:
a) On the West side of Whyte Avenue between a point commencing 102 metres South of the
South boundary of Highway 594 (Highway 594) and ending 15 metres South of said point of
commencement.
b) On the East side of Memorial Avenue between a point commencing 71.5 metres South of
the intersection of Wilde Street and ending 111.5 metres South of said point of
commencement.
c) On the West side of Memorial Avenue between a point commencing at the North side of the
intersection of Spruce Street and ending 50 metres North of said point of commencement.

SECTION 10 - INTERFERENCE WITH SNOW REMOVAL PROHIBITED
10.1 Despite the other provisions of this by-law, no person shall park or stand a vehicle on a highway
in such a manner as to interfere with clearing of snow from the highway or a sidewalk.
SECTION 11 - PERMITTED ANGLE PARKING
11.1 Angle parking in accordance with the provisions of Subsection 3.2 and Section 3.3 is permitted
on the highways at the sides and between the limits set out within Schedule A to this by-law.
SECTION 12 - NO PARKING
12.1 Where signs in accordance with the regulations of the Highway Traffic Act are erected and
are on display, no person shall park a vehicle on any highway within the limits, partially or wholly,
set out in Schedule B to this by-law, during the prohibited times or days set out within said
schedule.
SECTION 13 - PARKING TIME LIMITED
13.1 Where signs are erected and on display in accordance with the regulations of the Highway
Traffic Act, no person shall park a vehicle in excess of a 1 hour daily combined total upon any
one highway, during the days and times and upon the sides listed below;
a. between the hours of 7:00am and 6:00pm, Monday through Friday;
i. On the North side of Albert Street between Casimir Avenue and Kirkpatrick Avenue.
b. between the hours of 9:00am and 5:00pm, Monday through Friday;
i. On the East side of Casimir Avenue from 20.2m North of Highway 594 to Princess
Street.
c. 24 hours per day, 7 days per week (at all times);
i. On the West side of Earl Avenue, between Highway 594 and Arthur Street.
ii. On Government Road;
1. On the North side, between 23m East of the West limit and 56m East of the
West Limit.
2. On the South side, between 30m East of the West limit and 120m East of the
West Limit.
iii. On Highway 594;
1. On the South side, between Kirkpatrick Avenue and Casimir Avenue.
2. On the South side, between 146.6m East of Casimir Avenue and Memorial
Avenue.
3. On the North side, between Kirkpatrick Avenue and Memorial Avenue.
13.2 Where signs are erected and on display in accordance with the regulations of the Highway
Traffic Act, no person shall park a vehicle within any one Zone, as listed below, in excess of a 2-
hour daily combined total. Where a Zone consists of both sides of a highway, the total time limit
shall be applicable to both sides collectively.

SECTION 14 - NO STOPPING
14.1 Where signs in accordance with the regulations of the Highway Traffic Act are erected and
are on display, no person shall stop a vehicle on any highway at the side and between the limits
set out in Schedule D to this By-law during the prohibited times or days set out in said schedule.
14.2 No person shall stop, stand or park a vehicle other than a bus within 10 metres of a designated
bus stop sign. Passenger vehicles may temporarily stop therein for the purpose of and while
actually engaged in loading or unloading passengers when such stopping does not interfere
with any bus waiting to enter or about to enter such stop.
SECTION 15 - ACCESSIBLE PARKING SPACES
15.1 No person or organization shall park a vehicle in a designated accessible parking space as
described in Schedule E to this by-law, or any accessible parking space that is located on
municipal or private property, or be entitled to the benefit of an exemption under this section,
unless a currently valid permit is displayed on or in the vehicle in accordance with the
requirements of the Highway Traffic Act, the regulations made thereunder, and this section.
a) A designated accessible parking space shall be distinctly indicated in accordance with the
requirements of the Highway Traffic Act and the regulations made thereunder.
SECTION 16 - HEAVY TRAFFIC
16.1 When suitable signs have been erected and are on display, heavy traffic is prohibited on
the highways or parts of highways as set out in Schedule F to this by-law.
16.2 The provisions of this section shall not extend to the use of said highways or parts of highways
for deliveries to or removals from any premises abutting thereon, to ambulances, to police or
fire department vehicles, to public utility emergency vehicles, to vehicles actually engaged in
works undertaken for or on behalf of the corporation, or to a privately owned vehicle driven to
or from the owner's residence abutting thereon.
SECTION 17 - FIRE ROUTES
17.1 Where approved fire route signs have been erected and are on display, no person shall park a
vehicle or leave a vehicle in a fire route as set out in Schedule G to this by-law.
SECTION 18 - SCHOOL BUS LOADING ZONES
18.1 The highways or any portion thereof, as set out in Schedule H to this by-law are hereby
designated as school bus loading zones for the times and periods as set out within said
Schedule.
18.2 The designations referred to in Schedule H shall not become effective until the highway or
portions thereof are marked to comply with the regulations made under the Highway Traffic
Act.
SECTION 19 - PENALTIES; OFFENCES
19.1 Any person who contravenes any provision of Section 15 of this by-law is guilty of an offence
and, upon conviction, shall be liable to a penalty of not less than $300, exclusive of costs.
19.2 Any person who contravenes any provision of this by-law is guilty of an offence and, upon
conviction, is subject to a fine as provided for in the Provincial Offences Act, R.S.O. 1990, c. P.33.

19.3 Notwithstanding all other provisions of this by-law, in respect to penalties for violations of the
parking and stopping provisions of this By-law, any person may, upon presentation of a violation
tag issued alleging commission of such an offence under this by-law, pay out of court within
seven days from the date of the said tag, the fine amount indicated on the tag, discounted by
$10.00. A discount shall not be provided for any offence committed contrary to Sections 8.1, 9.1,
15.1 and 17.1 of this by-law.
19.4 The registered owner of any vehicle found to be in contravention of any provision of this by-law
shall be deemed to have committed the alleged offence unless, at the time of the offense, the
vehicle was in the possession of a person other than the owner without the owner's consent and
evidence is provided to support any claim of unlawful possession of a vehicle at the time of an
offense.
SECTION 20 - ENFORCEMENT
20.1 No person shall hinder or obstruct, or attempt to hinder or obstruct, any Provincial Offences
Officer who is exercising a power or performing a duty under this by-law.
20.2 Where a Municipal Law Enforcement Officer, or a Police Officer as defined by the Community
Safety and Policing Act, finds a vehicle in contravention of this By-law, he or she may move the
vehicle or require the driver or operator or other person in charge of the vehicle to move it, or
may upon discovery of any vehicle found in contravention of this by-law cause it to be moved or
taken to and placed or stored in a suitable place under the authority of the Highway Traffic Act
R.S.O. 1980, as amended, and all costs and charges for removing, care and storage thereof, are
a lien upon the vehicle, which may be enforced in the manner provided by the Repair and Storage
Liens Act , R.S.O. 1990, as amended.
SECTION 21 - SIGNS AND TRAFFIC REGULATIONS
21.1 The following is to be enforced by the Ontario Provincial Police by means of the Highway Traffic
Act, where applicable. The schedules referenced as follows shall serve to indicate the placement
of authorized traffic control devices, signage and/or regulatory requirements under the Highway
Traffic Act.
a) Designated one-way streets - The highways set out in Schedule I to this by-law between
the limits set out in said schedule are designated for one-way traffic only in the direction set
out in said schedule, effective only upon the erection of official signs.
b) Through highways - The highways set out in Schedule J to this by-law, between the limits set
out in said schedule, are designated as through highways. This shall not include any intersection
thereon where the road intersected is a King's Highway or where traffic control signals are
installed.
c) Stop intersections - The intersections set out in Schedule K to this by-law are designated as
intersections where stop signs shall be erected at the locations shown in said schedule.
d) Yield intersections - The intersections set out in Schedule L to this by-law are designated as
intersections where yield right-of-way signs shall be erected at the locations shown in said
schedule.
e) Designated school crossings - The portions of roadways set out in Schedule M to this by-
law at the locations named in said schedule are designated as school crossings.
f) Prohibited turns - Where signs in accordance with the regulations of the Highway Traffic
Act are erected and are on display, no vehicle in any intersection or portion of highway set
out in Schedule N to this by-law, proceeding in the direction or emerging from a property set out
in said schedule, shall be turned in the direction set out in said schedule, during the times or
days as set out in said schedule.

g) Continuous two-way left turn lanes - Where signs in accordance with the regulations of
the Highway Traffic Act are erected and on display, a vehicle may travel in the centre
lane of traffic in preparation of making a left turn where it has been designated for use by
traffic moving in the direction in which the vehicle is proceeding on a portion of a highway as
set out in Schedule O to this by-law.
h) Speed limits -The speed limits set out in Schedule P to this by-law are established for the
streets set out at the locations set out in Schedule P.
i) Community Safety Zones - Community Safety Zones, as marked in accordance with the
Highway Traffic Act and designated by this by-law, shall provide for the increase of penalties
associated with speeding violations under the Highway Traffic Act.
a. A Community Safety Zone is hereby designated beginning at the intersection of the East
Leg of Bertha Place at Wice Road for the entirety of Wice Road, up to the East limit of
Wice Road. The Community Safety Zone shall remain in effect 24 hours a day, 7 days per
week from January 1st to December 31st of every calendar year.
j) Any person violating the provisions of Section 21.1 (h) of this by-law shall be subject to the
penalties provided in Section 128(14) of the Highway Traffic Act, as amended.
SECTION 22 - EXEMPTIONS
22.1 Police, Fire, and Ambulance vehicles, and any vehicles owned and/or operated by the City of
Dryden, shall be exempt from the provisions of this by-law provided that the person(s) operating
the vehicle is in the bona-fide performance of their official duties.
SECTION 23 - REPEAL AND PASSAGE
THAT By-laws 2022-55, 2024-63, 2025-51 and 2025-70 are hereby repealed.
THAT This By-law shall come into force and take effect on the final passing thereof.
Enacted and passed this 11th day of May 2026 as witnessed by the Seal of the Corporation and the
