1 MINUTES - COUNCIL MEETING March 26, 2024 The Council of the Township of Hilliard met at the hour of 7:00 p.m., for a meeting. Attendance: Reeve Laurie Bolesworth (LB) Councillors Betty Carleton (BC) Dan Lane (DL) - Absent Karen Peckover (KP) Phil Veley (PV) - via phone Clerk-Treasurer Wendy Belanger Roads Superintendent Ross Martin 1. Call to Order: Reeve Bolesworth called the meeting to order at 6:57 p.m. 2. Declarations of Pecuniary Interest: None 3. Agenda: 2024-26 KP BC THAT we, the Council of the Corporation of the Township of Hilliard, approve the agenda with the following additions: 6.3 Unassumed Road 6.4 Benefits 8.5 Asset Retirement Obligations- Motion 9.8 Eco-Logix Contract Extension - Motion "carried" 4. Minutes: 2024-27 BC KP THAT we, the Council of the Corporation of the Township of Hilliard, adopt the minutes of February 21 2024. "carried" 2024-28 BC KP THAT we, the Council of the Corporation of the Township of Hilliard, adopt the minutes of March 6 2024. 2 "carried" 5. Guests: None 6. Roads Department Business and Report: 6.1 Attached "Road Report" 2024-29 BC KP THAT we, the Council of the Corporation of the Township of Hilliard, approve the Roads Report. "carried" 6.2 Discussion Veley Road Landslide -The road will no longer need to be closed for the landslide repair so a temporary road is no longer needed. -The hydro relocate on Veley Rd is still required and the process will begin April 2-2024. -Funds are now in place so repair of the landslide can proceed. 6.3 Unassumed Road -It was determined that signage is not required. 6.4 Benefits -The Roads Intern will be eligible for benefits after the 3-month waiting period is complete. 7. Clerks Department Business and Report: 7.1 Attached "Clerk Report" 2024-30 KP BC THAT we, the Council of the Corporation of the Township of Hilliard, approve the Clerks Report. "carried" 7.2 By-Law 2024-04 Animal Control 2024-31 BC KP THAT we, the Council of the Corporation of the Township of Hilliard, approve Animal Control By-Law 2024-04. "carried" 7.3 By-Law 2024-08 No Littering 2024-32 KP BC THAT we, the Council of the Corporation of the Township of Hilliard, approve No Littering By-Law 2024-08. "carried" 8. Financials and Accounts: 3 8.1 Financial Reports and Payment of Accounts 2024-33 BC KP THAT we, the Council of the Corporation of the Township of Hilliard, receive the Financial Report and approve payment of accounts in the amount of $45,900.24 for February 2024. "carried" 8.2 By-Law 2024-09 Budget 2024 2024-34 KP BC THAT we, the Council of the Corporation of the Township of Hilliard, approve By-Law 2024-09 being a By-Law to adopt the 2024 Municipal Budget for the Township of Hilliard. "carried" 8.3 By-Law 2024-10 Koch Drain Maintenance Levying By-Law 2024-35 KP BC THAT we, the Council of the Corporation of the Township of Hilliard, approve By-Law 2024-10 being a By-Law to provide for the levying costs resulting from the maintenance and repair of the Koch Drain. "carried" 8.4 Redemption of the One Investment Money Market Fund and Invest in One Investment HISA 2024-36 BC KP THAT we, the Council of the Corporation of the Township of Hilliard, approve redemption of the One Investment Money Market Fund and the investment in a One Investment HISA. "carried" 8.5 Asset Retirement Obligations 2024-37 BC KP THAT we, the Council of the Corporation of the Township of Hilliard, approve Option A of the Service Agreement-ARO Implementation Program with 360 Engineering & Consulting Ltd. THAT the Clerk-Treasurer is authorized to sign an agreement with 360 Engineering & Environmental Consulting Ltd. For the ARO Implementation Program. "carried" 4 9. Correspondence: 2024-38 KP BC THAT we, the Council of the Corporation of the Township of Hilliard, receive and file all correspondence, reports, and minutes. "carried" 9.1 Letters / Resolutions / General and Information: -Physician Recruitment and Retention Committee - deferred -Little Claybelt Homesteaders Museum - Council approved a donation of $250 for 2024. 9.2 Grants: -NOHFC Roads Intern - approved for $35,000 -Community Energy Preparedness Grant - declined -Canada Post Community Foundation 9.3 Recreation Committee -Rink, Fishing Derby, Community Garden updates 9.4 Earlton-Temiskaming Regional Airport -Minutes / Financials / Manager's Report 9.5 Temiskaming Health Unit -Minutes and general information 9.6 Temiskaming Municipal Association / Building Dept -None 9.7 Temiskaming Mayors Action Group -None 9.8 Waste Disposal Site Committee 2024-39 BC KP THAT we, the Council of the Corporation of the Township of Hilliard, approve the extension of the ECO-LOGIX contract to December 31, 2025 with an increase of $475/month, commencing April 1st, 2024. THAT the Clerk-Treasurer is authorized to sign an extension agreement with ECO-LOGIX to operate the site and collect recycling up to December 31, 2025. "carried" 9.9 Hilliardton Marsh Research and Education Centre -None 9.10 Community Policing -Minutes and general information -Update on new Police Services Board 5 2024-40 KP BC THAT we, the Council of the Corporation of the Township of Hilliard, appoint council member Karen Peckover to the Temiskaming OPP Detachment Board 2. "carried" 9.11 DTSSAB -None 10. New Business: None 11. By-Law: 2024-41 BC KP THAT we, the Council of the Corporation of the Township of Hilliard, give By-Law 2024-06, being a by-law to confirm certain proceedings of the Council of the Corporation of the Township of Hilliard for its meeting held on March 26, 2024 a first, second, third and final reading this 26th day of March 2024.
