# By-Law Services
Municipality of North Grenville residents, businesses, and organizations are governed by Municipal By-Laws. By-Law Services work closely with members of the Planning & Development, Public Works, and Fire Service departments to enforce the By-Laws. The Municipality of North Grenville currently has four By-Law Services Officers, including a manager, who respond to complaints. The most common complaints involve property standards, noise, signs, animals, and parking.

**Open Air Fire By-Law (33-12) View**
**Apply for an Open Air Fire Permit**
Only residents living in approved areas. They are conditional and can be revoked at any time. If you are a tenant, you must obtain permission from the property owner.
There is an **annual fee of $15.00** and is valid until December 31 of the year of purchase. This can be paid online using a credit card, or paypal using the link above.
Campfires are not permitted within the town limits as well as other areas such as eQuinelle and residences on Raina Way. These restricted areas are described and mapped in our Open Air Fires & Burn Permits (33-12) By-Law. Please refer to this by-law or call 613-258-9569 x201 for general information.
These appliances, as with a campfire, are not permitted in the urban areas. Campfires, chimineas, fire pots, and outdoor fireplaces are permitted for residents who live in the rural area provided they have a valid Open Air Fire permit. The fire permit is $15.00 and is valid until December 31st of the year of purchase. There must be 5 m (16.4 ft.) of clearance in all directions from any building, hedge, fence, overhead wiring, combustible material or highway. **Chimineas/Fire Pots/Outdoor fireplace maximum 60 cms (23.62 in.) in height and width.**
Regulations for burn barrels and brush fires require there be a distance of not less that 25m (82.02 ft) from any building, hedge or other combustible material, overhead wiring, roadway or property line. Such burning may only be done under authority of an Open Air Fire permit. Such burning may only be conducted during daylight hours. See the Learn Before You Burn brochure for more information. **Burn barrels/Brush fires maximum 3 sq. m (10 sq. ft).**
#### Dog or Cat Ownership FAQs
**Animals - Care & Control (97-24) View**
Animal Services
ALL dogs are required to be licensed regardless of whether they go outdoors or not. The fine for not having a valid dog license begins at $105.00.
Annual fee is $15 only for purchases or renewals made between January 1-31. Starting February 1, the annual fee is $30. Get your licence here.
Dog licenses expire December 31 of the year they are issued. The Municipality grants a one-month grace period to renew the license. After January 31st, the fee is doubled. Renew your licence here.
A maximum limit of three dogs per property for most zones. In keeping with the rural lifestyle of the Municipality, this does not apply to licensed kennels or lands zoned Rural (RU) or Agricultural (AG).
Since June 2011, all dogs must be leashed when off the owner's property for any period of time.
Within the fenced confines of the Ferguson Forest Dog Park is the only designated off-leash area. A dog may only be off leash on its owner's property or on private property with the consent of the property owner.
The leash restriction applies to all properties within the Municipality unless specific permission is granted by the property owner for the use of their property for that purpose. The Forestry Centre has signs displayed indicating that dogs must be on a leash, except for inside the fenced area designated as an "off-leash" park.
Cats do not require a license in the Municipality of North Grenville.
Similar to the limit on the number of dogs, as of August 11, 2014, a maximum of five cats per property are permitted. Again, this does not apply to licensed kennels or properties zoned Rural (RU), Agricultural (AG).
The total number of both dogs and cats shall not exceed five (5), where both dogs and cats are kept, with a maximum number of three (3) dogs permitted.

Even on a relatively mild day, temperatures in parked cars can become dangerous in a matter of minutes. Opening or lowering the windows does little or nothing to protect pets.
#### Report an unattended pet in a hot vehicle
If you see an animal in a hot car and are concerned the animal's life is in immediate danger, dial 9-1-1.
Members of the public should not attempt to enter a vehicle in these situations. If you think an animal is in distress or being abused, call 1-833-9-ANIMAL (264625).

The Municipality has no jurisdiction over wildlife. You may humanely trap a wild animal and release it to another location or hire a pest control company to resolve your problem. The Ministry of Natural Resources may be able to give some guidance on how to resolve a conflict with wildlife, their office may be reached at 613-258-8204.
#### Fences FAQs
**Fences By-Law (99-24) View**
Fences do not require a permit, but there are restrictions on the height and materials as well as the placement of residential fences. These are some of the highlights, but reference to the actual by-law is encouraged;
1. Barbed wire, electrically charged, or similar hazardous materials or designs are prohibited.
2. From the front of the footprint of the residence to the front of, along the front of the lot, the height is limited to 1 metre (3 feet) in height. See photo sample here.
3. Solid board (privacy) fence may be erected to a maximum height of 1.83 metres (6 feet) from the front of the footprint of the residence to the back of the lot. See photo sample here.
4. Open concept (chain link, louvered, and similar open design) may be erected to a maximum of 2 metres (6.5 feet) from the front of the footprint of the residence to the back of the lot.
5. A residential fence may be placed up to and including on the lot line, but keep in mind the person erecting the fence is also the one responsible for future maintenance. If you do not have access to the side of the fence from the adjoining property, you may have difficulty doing the required maintenance. A fence may not be erected on a Municipal or County road allowance.

#### Licenced Vendors / Door-to-Door Sales FAQs
**Licence Door-To-Door Sales, Refreshment Vehicles & Transient Traders By-Law (104-15) View**

If a salesperson comes to your door selling goods or services you should request to see their Municipal Sales Licence and carefully read any literature they provide. (Please note: charities such as Easter Seals or Diabetes Association are exempt). If they cannot produce a Municipal Sales Licence, please report the company name, representative's name and/or any vehicle information to By-Law Services at (613) 258-9569 ext. 211 or the Ontario Provincial Police at (613) 258-3441. If they become aggressive or you are concerned for your safety, call 9-1-1.
Charities going door to door for donations do not require a licence. If someone comes to your door asking for a donation and you are unsure if they are legitimate, do not be pressured into making a donation. You can search the Government of Canada's list of charities to ensure that you're donating to a legitimate charity. If the charity is well known, but you are unsure of the person seeking the donation, you can find the charity's contact information in the phone book or on its website.

Construction noise is permitted between the hours of 7:00 am and 10:00 pm seven days a week including holidays.
By-law Services Officer is sometimes on duty in the evening or weekend and may be able to respond at the time of the incident. Please leave a voicemail or email message. If you do not receive an immediate response, an Officer will respond the next business day. We can respond after the fact based on the evidence of the complainant. If the incident involves persons under the influence of alcohol or drugs the police should be your first point of contact. You can reach the OPP at **1 (888) 310-1122**
Speaking with the owner is always a good first step. Sometimes they are unaware or so accustomed to the barking they don't realize it's a problem. Often times, the owner has left the premises and is unaware their dog is barking during their absence. Often bringing the problem to their attention is sufficient without involving the authorities. Persistent barking is a violation under the Animal Control By-law as well as the Noise By-law.
#### Parking FAQs
**Parking Control By-Law (76-24) View**
**Overnight parking on Municipal roads is permitted EXCEPT during a declared Overnight Winter Storm Event.** A vehicle which is parked in a manner interfering with snow clearing or removal operations may be issued a ticket and/or removed at the owner's expense. **Please note** that parking in any Municipal owned parking lot is prohibited between 11:00pm and 7:00am year round.
Yes, but only while you are actually loading or unloading. As soon as you leave the vehicle and it is left unattended by anyone with a valid driver's license and the means to move the vehicle in an emergency, the vehicle is considered "parked" and subject to a fine and/or removal if necessary.
Fire access lanes are created for emergency vehicles including Police and Ambulance who need to respond very quickly. The matter of "I will only be gone a few seconds." could literally mean the difference between life and death.
To park or stop in an accessible space, you or your passenger must display a valid accessible parking permit. Without a valid permit you could receive a ticket and/or have your vehicle removed.
The fine for parking in an accessible space without a valid permit displayed begins at $300.00. To be considered valid, the expiry date on the permit must be visible.
The Municipality instituted a 3 hour parking limit between 7:00 am and 7:00 pm on all streets within the boundaries of the Municipality. This is enforced on a complaint basis. Also, there is no overnight parking during the winter months between November 15 and April 15. Parked vehicles obstructing snow clearing or snow removal equipment may be subject to a ticket and/or removal at any time.
There are several offences taken directly from the *Highway Traffic Act* which do not require signs to be posted. As in this situation, they are in place for safety.
A crowded intersection inhibits visibility for pedestrian and vehicular traffic as well as a physical obstruction in the safe turning radius for larger vehicles such as trucks, buses, or emergency vehicles.
Parking opposite the flow of traffic causes a serious safety risk to other motorists, especially after dark.
1. Oncoming drivers think there's a car coming at them.
2. Leaving the spot puts you against traffic.
3. You have to cross the road (against traffic) to park.
Even a minor accident while leaving or parking in this direction turns into something more serious because it's head-on.

#### Rodent Prevention and Control FAQs
Property Standards By-Law (33-00) View
Whether you own property or rent, live or work in the Municipality of North Grenville, everyone has a role in rodent prevention. Rodent proofing your home and property is the most important factor.
For information and tips on how to help prevent and control rodent infestation please visit the **Government of Canada** website.

Pest control on private property is the responsibility of the homeowner. If you require professional services you may wish to contact a licensed pest control company. Visit Canada411.ca for local pest control service providers.
On October 4, 2022, Council approved the Residential Rodent Control Rebate Program. This program began on January 1st, 2023.
The program assists **residential property owners** who are experiencing rodent infestation in their yard with the cost of professional extermination. Residential property owners who hire the services of an Ontario licensed pest control exterminator are eligible for **one rebate** **once per year**. The maximum eligible rebate is **50%**of the total bill up to a**maximum of $200**for rodent pest control services to the **exterior property only**.
#### STEP 1: Read the forms
* Residential Rodent Control Rebate Form and Contractor Information Form
* Please note: Any litter issues or outstanding property standards order(s) issued against the property must be resolved in order to be eligible for the rebate. Once resolved please contact the Municipality for follow-up.
#### STEP 2: Complete the forms
* **Please read all the terms, conditions and instructions on the Application.**
* Retain your original bill of service that was provided in the current calendar year (rebates are not retroactive).
* Complete and sign the Application Form and have your licensed Contractor complete and sign the Contractor Information Form. The property owner must sign both forms.
* Talk to your Contractor before the bill is prepared to ensure it contains all necessary information. Including the service address, and clearly notes what portion of the service was to the **exterior** yard only. Pest control services provided to the interior of the home is not eligible. Keep a copy of the bill for your records.
* The Municipality will not accept applications for pest control products purchased by the property owner at retail outlets for their own application.
#### STEP 3: Submit Forms
Submit both the Residential Rodent Control Rebate Form and the Contractor Information Form with the receipt/bill. Submit by mail, in-person or by email.

#### STEP 4: Application Review
* Upon Municipal approval the rebate cheque will be issued to the property owner only. Allow 30 days for processing.
* If denied a Municipal program representative will provide the applicant with reasons for the denial.
* A Municipal By-Law Services Officer may attend to assess the exterior yard for evidence of infestation or property standards violations.

The Municipality of North Grenville **Property Standards By-Law (102-24)** outlines responsibilities in section 21 Pest Prevention:
21.1 All buildings and premises shall be kept reasonably free of rodents, vermin and insects at all times
21.2 The methods used for exterminating rodents and insects shall be in accordance with applicable municipal or provincial law.
21.3 Openings and holes in a building containing dwelling units that might permit the entry of rodents, vermin, insects, or other pests shall be screened or sealed as appropriate.
The **Residential Tenancies Act, 2006** protects tenants and helps landlords. The **Landlord and Tenant Board** helps to resolve landlord and tenant disputes including landlord and tenant rights and responsibilities under the Act.
A landlord is responsible to make sure that the property is kept in a good state of repair, is fit to live in and meets all the health and safety standards that apply. However, both the landlord and tenant have responsibilities when it comes to fixing the problem. The landlord may have to arrange to treat the unit for pests and the tenant may have to do some work in the unit to prepare for these treatments.
A tenant experiencing problems with pests should talk to their landlord, superintendent or property manager immediately. The tenant should ask them in writing to fix the problem and keep a copy of this letter for themself. The landlord will need to fix the problem within a reasonable time.
If the landlord is trying to fix the problem and the tenant is refusing to cooperate the landlord can provide the tenant with a 7 day notice to cooperate before ending the tenancy. If the tenant still does not cooperate with efforts to treat the pest problem the landlord can file an application with the LTB to evict the tenant.

#### Waste/Recycling/Organic Waste FAQs
**Garbage By-Law (7-21) View**
Large items which need to be disposed of will not be collected by roadside contractors Large/bulky items must be transported to the Municipal Waste Transfer Station, or contracted privately (some charitable organizations will collect appliances or furniture).
Hazardous waste including Freon from refrigerators and freezers will not be collected by roadside contractors. These items must be taken to the Municipal Waste Transfer Station or similar recognized facility for proper disposal. There is an additional fee for Freon removal on top of the disposal charges at the waste transfer station.
The United Counties of Leeds & Grenville hosts two Household Hazardous Waste days each year in conjunction with Stewardship Ontario and the Orange Drop program. Details on the dates, locations and accepted items can be found on the United Counties website.
Was a bag tag attached? Was it placed out for collection prior to 7:00 am of the day of pick up? Is the bag over 50 lbs?
Bag tags are required for all garbage placed out for roadside collection. If the tag is improperly affixed, partially missing or otherwise not in compliance with the by-law, the contractors will not collect the item(s).
Statutory holidays affect the pick-up schedule by pushing the normal pick up date ahead by one (i.e. normal Tuesday pick up is done on Wednesday). See waste collection calendar here.
If your garbage/organics was placed out on time (7am) and in accordance with the by-law, please contact **please contact Emterra Environmental directly at 1-888-597-1541** to resolve the situation.
Leaf and yard waste is accepted for curbside collection 4 weeks per year. View the calendar for the dates. There is a charge of $1.00 per bag (leaf/yard waste bag tag required) or it may be dropped off at the Municipal Waste Transfer Station and must be separated from household garbage.
Christmas trees are classified as leaf and yard waste. Roadside contractors will not collect Christmas trees. Christmas trees (with all decorations and tinsel removed) can be disposed of for free by taking them to the Oxford Mills Waste Transfer Station during the month of January only.
#### Zoning FAQs
**Zoning By-Law (50-12) View**
Chickens, horses, pigs and other livestock may only be kept on property which is zoned as Rural (RU) or Agricultural (AG). The keeping of any type of livestock in any other zone is prohibited.
