BEING A BY-LAW OF THE CORPORATION OF THE TOWN OF
NORTHEASTERN MANITOULIN AND THE ISLANDS TO REGULATE TRAFFIC
AND PARKING IN THE TOWN OF NORTHEASTERN MANITOULIN AND THE
ISLANDS
WHEREAS ss. 11.(1) 1. of the Municipal Act, 2001, S.O. 2001 c.25 provides authority for a
municipality to pass by-laws respecting parking and traffic on highways, and parking, except
on highways;
AND WHEREAS ss. 100-102.1(4) of the Municipal Act provides authority for a
municipality to regulate parking on land not owned or occupied by the municipality;
AND WHEREAS the Municipal Corporation of the Town of Northeastern Manitoulin and
the Islands deems it desirable to enact a By-law to regulate traffic and parking in the
Corporation of the Town of Northeastern Manitoulin and the Islands;
NOW THEREFORE, the Municipal Council of the Corporation of the Town of
Northeastern Manitoulin and the Islands ENACTS AS FOLLOWS:
PART I
-
DEFINITIONS
The following words and phrases, when used in the By-law, shall for the purposes of this By-
law have the meanings respectively ascribed to them in this section:
(1)
AUTHORIZED EMERGENCY VEHICLE - Includes vehicles of the Fire
Department, police vehicles, ambulances, and any other emergency vehicles of
Federal, Provincial, or Municipal departments or of public or private facilities.
(2)
AUTHORIZED SIGN - Means any sign or other device placed or erected on a
highway under the authority of this By-law for the purpose of regulating, warning or
guiding traffic and includes official signs.
(3)
BUS STOP - That portion of highway designated by authorized sign to or for the use
of buses as space for loading and unloading passengers only.
(4)
BOULEVARD - That part of the highway situated between the traveled portion of
the highway and the limit of the highway right-of-way but does not include a gravel
shoulder.

(5)
BY-LAW ENFORCEMENT OFFICER - A person appointed by By-law by the
Council of the Corporation of the Town of Northeastern Manitoulin and the Islands to
enforce the Corporation's By-laws.
(6)
COMMERCIAL MOTOR VEHICLE - Means a motor vehicle having permanently
attached thereto a truck or delivery body and includes ambulances, hearses, fire
apparatus, buses and tractors used for hauling purposes on the highways.
(7)
CORNER - The point of intersection of curbs or lateral edges on the part of the
highways used for vehicular traffic.
(8)
CORPORATION - Means the Corporation of the Town of Northeastern Manitoulin
and the Islands.
(9)
COUNCIL - Means the Municipal Council of the Corporation of the Town of
Northeastern Manitoulin and the Islands.
(10)
CROSSWALK - Means
(a) that part of a highway at an intersection that is included within the connections of
the lateral lines of the sidewalks on opposite sides of the highway measured from
curbs or, in the absence of curbs, from the edges of the highway, or
(b) any portion of a highway at an intersection or elsewhere distinctly indicated for
pedestrian crossing by signs or by lines or other marking on the surface.
(11)
DESIGNATED DISABLED PARKING SPACE - Means a parking space clearly
marked and identified with a sign or symbol and provided for the exclusive use of
motor vehicles operated by or used for conveying a disabled person and displaying a
permit in accordance with the provisions of the Highway Traffic Act and the
regulations made thereunder.
(12)
DRIVER - Means a person who drives a vehicle on a highway.
(13)
FIRE ROUTE - Means a private road providing vehicular access to or from a
building or structure and designated as a fire route and shall include any part of a
parking lot designated by visible markings or markers as a fire route.
(14)
GROSS WEIGHT - Means the combined weight of vehicle and load.
(15)
HANDICAPPED PERMIT - Means a permit issued by the Ministry of
Transportation pursuant to the provisions of the Highway Traffic Act of Ontario
R.S.O. 1990.
(16)
HEAVY VEHICLE - Means a commercial motor vehicle having a gross weight of
four and one-half metric tonnes (5 tons) or more.

(17)
HIGHWAY - Includes a common and public highway, and includes any bridge,
trestle, viaduct or other structure forming part of the highway, designated and
intended for, or used by the general public for the passage of motor vehicles.
(18)
INTERSECTION - Means the area embraced within the prolongation or connection
of the lateral curb lines or, if none, then of the lateral boundary lines of two or more
highways that join one another at an angle, whether or not one highway crosses the
other.
(19)
MINISTER - Means the Minister of Transportation of Ontario
(20)
MINISTRY - Means the Ministry of Transportation of Ontario
(21)
MOTORIZED SNOW VEHICLE - Means a self-propelled vehicle designated to be
driven exclusively on snow or ice or both.
(22)
MOTOR VEHICLE - Includes an automobile, motorcycle, motor assisted bicycle
unless otherwise indicated in The Highway Traffic Act, and any other vehicle
propelled or driven otherwise than by muscular power, but does not include a street
car, or other motor vehicles running only upon rails, or a motorized snow vehicle,
traction engine, farm tractor, self-propelled implement of husbandry or road-building
machine within the meaning of The Highway Traffic Act.
(23)
MOTOR VEHICLE OWNER - Means the registered owner of a motor vehicle as
registered with the Ministry.
(24)
MUNICIPALITY - Means the Corporation of the Town of Northeastern Manitoulin
and the Islands.
(25)
OFFICIAL SIGN - Means a sign approved by the Ministry.
(26)
PARK OR PARKING - When prohibited means the standing of a vehicle, whether
occupied or not, except when standing temporarily for the purpose of and while
actually engaged in loading or unloading merchandise or passengers.
(27)
PARKING INFRACTION - Means unlawful parking, stopping or standing of a
vehicle that constitutes an offence.
(28)
PARKING INFRACTION NOTICE - Means a notice authorized by the Provincial
Offences Act and placed on any vehicle in contravention of this By-law, providing for
the payment of the penalty out of court.
(29)
PEDESTRIAN - Means any person on foot or in a wheelchair or a child in a carriage.
(30)
PERSON - Means every natural person, firm, co-partnership, association or
corporation.

(31)
PERSON IN CHARGE OF MARRIAGE CEREMONY - Means any person
permitted to solemnize a marriage ceremony under the Marriage Act, R.S.O. 1990,
C.256.
(32)
PHYSICALLY DISABLED PERSON - Means a person who is physically disabled
in such a way that his or her mobility is seriously restricted either permanently or
temporarily, including, without limiting the generality of the foregoing, a person who
uses a wheelchair, crutches, braces or other mobility-assisting devices.
(33)
POLICE OFFICER - A member of the Ontario Provincial Police, or any other police
service having jurisdiction within the Municipality.
(34)
PRIVATE ROAD OR DRIVEWAY - Every way or place in private ownership and
used for vehicular traffic by the owner and those who have expressed or implied
permission given by the owner but not by others.
(35)
SCHOOL BUS LOADING ZONE - Means the part of the highway designated for
the use of school buses for loading and unloading school children.
(36)
SIDEWALK - Means that portion of a boulevard which is paved, bricked, or
otherwise hard surfaced and intended for the use of pedestrians.
(37)
SIGNAL-LIGHT TRAFFIC CONTROL DEVICE - Means a signal light traffic
control device as described in the Highway Traffic Act, R.S.O., 1990, as amended
from time to time.
(38)
STOP OR STOPPING - When prohibited, means the halting of a vehicle, even
momentarily, whether occupied or not, except when necessary to avoid conflict with
other traffic or in compliance with the directions of a police officer or of a traffic
control sign or signal.
(39)
TIMES - Whenever certain hours are named herein, they shall mean standard time or
daylight savings time, whichever shall be in official current use in the Municipality.
(40)
THROUGH HIGHWAY - Means any highway or part of highway designated as such
by the Minister or by by-law of the municipality, and every such highway shall be
marked by a stop sign or yield right-of-way sign in compliance with the regulations of
the Ministry.
(41)
TRAFFIC - Includes pedestrians, ridden or herded animals, vehicles, buses and other
conveyances, either singly or together, while using any highway for the purpose of
travel.
(42)
TRAFFIC CONTROL DEVICE - Means any sign, signal-light traffic control device,
traffic signal, marking or device, not inconsistent with this By-law, placed or erected
by the authority of the Council for the purpose of regulating, warning or guiding
traffic.

(43)
U-TURN - Means to turn a vehicle within a highway in order to proceed in the
opposite direction to the direction in which the said vehicle was proceeding
immediately prior to the said turn.
(44)
VEHICLE - Includes a motor vehicle, trailer, traction engine, farm tractor, road-
building machine, bicycle, or any vehicle drawn, propelled or driven by any kind of
power, including muscular power, but does not include a motorized snow vehicle or a
street car.
PART II
-
AUTHORIZED SIGNS AND TRAFFIC CONTROL DEVICES
(1)
The Public Works Foreman or the Roads Superintendent of the Corporation is hereby
authorized to place or erect, and to maintain such authorized signs and traffic control
devices as may be necessary to give effect to the provisions of this by-law or as are
required to warn or guide traffic for the safety or convenience of the public.
(2)
Unless otherwise permitted herein, no person shall place, maintain or display upon or
in view of any highway, any sign, signal, marking or device which purports to be or is
an imitation of or resembles any authorized sign or traffic control device or which
conceals from view or interferes with the effectiveness of any authorized signs or
traffic control devices.
PART III
-
PEDESTRIAN RIGHTS AND DUTIES
(1)
Except where the traffic control signals are in operation or where traffic is being
controlled by a Police Officer, a pedestrian crossing a highway at a place other than a
crosswalk, shall yield the right-of-way to all vehicles traveling upon the highway but
nothing in this section shall relieve the driver of a vehicle from the obligation from
taking all due care to avoid an accident.
(2)
No pedestrian shall proceed over or go under a barrier permanently installed at a
safety zone or on a sidewalk.
(3)
No person shall play or take part in any game or sport upon a highway; no person
upon roller skates or roller blades, skate boards or riding in or by means of any
coaster, toy vehicle or similar device shall go upon a highway.
PART IV
-
PARKING AND STOPPING
METHOD OF PARKING
(1)
No vehicle shall be stopped on any highway unless on the right side of the highway,
having regard to the direction in which the vehicle has been proceeding
(a) with the right front and right rear wheels or runner not more than fifteen (15)
centimeters from the curb or edge on the roadway but this provision shall not
apply to prevent the parking of a vehicle on the left side of a one-way street nor

prevent the angle parking of a vehicle on highways or parts of highways where
angle parking is permitted pursuant to Schedule 'A' of the By-law; or
(b) where there is no curb or rolled curb, with the right front and rear wheels parallel
to and as near to the right hand limit of the highway as is practical without
stopping or parking on a sidewalk, footpath or on any part of the highway where
grass is grown or which is not intended for the use of vehicles.
(2)
Where parking is permitted on a one-way street, a person may park a vehicle facing
only in the direction in which it was proceeding and parallel to and distant not more
than fifteen (15) centimeters from the curb edge of the highway.
PARKING PROHIBITED
(3)
No person shall, at any time park a vehicle in any of the following places:
(a)
on or overhanging a sidewalk;
(b)
on a boulevard;
(c)
within an intersection;
(d)
on a crosswalk;
(e)
within three (3) meters of a fire hydrant, laterally measured along the highway
from a point at the edge of the roadway immediately adjacent to the hydrant;
(f)
within six (6) meters of any intersection;
(g)
within six (6) meters of a crosswalk or stop signs at an intersection;
(h)
in front of, or within one and one-half (1.5) meters of the entrance to a private
driveway or so as to prevent ingress or egress to or from such driveway;
(i)
in front of, or within three (3) meters of an entrance to or exit from a public
land or driveway;
(j)
within a school bus loading zone, unless that vehicle is a bus as defined in the
Highway Traffic Act;
(k)
unless otherwise specified, on any bridge or the approaches thereto;
(l)
in such a position as to prevent the convenient removal of any vehicles
previously parked;
(m)
in front of the entrance to a hotel, office building, any place where goods or
merchandise are regularly delivered or removed or opposite the entrance to or
any emergency exit from any theatre, auditorium or other building;
(n)
upon any highway in such manner or under such conditions as to have
available less than three (3) meters of the highway for free movement of
vehicular traffic, except that a driver may stop temporarily during the actual
loading or unloading of passengers except where stopping is prohibited or
when necessary in obedience to traffic regulations or traffic signs or signals of
a Police Officer;
(o)
on any highway in such manner as to obstruct traffic;
(p)
on any highway for a longer period than eight (8) consecutive hours;
(q)
on any highway in such a manner as to interfere with Municipal services or
the clearing of snow from the highway;
(r)
no person who sells, offers for sale, takes orders for goods, wares,
merchandise or produce from a vehicle shall, for the purpose of carrying on

his business, stop the vehicle on any part of the highway between two (2)
intersecting highways for more than thirty (30) minutes of any day or for more
than ten (10) minutes within the said thirty (30) minute period at any one
location;
(s)
nothing in this section shall be deemed to permit the stopping or parking of a
vehicle where stopping or parking is prohibited.
(4)
In specified places where authorized signs to that effect are displayed, no person shall
at any time park any vehicle
(a)
on any highway within six (6) meters of any intersection on any through
highway;
(b)
on any highway adjacent or opposite to any school property, municipal
playground, municipal park, municipal ball field or municipal recreation area;
(c)
on any of the parts of the highways named and described in Schedule 'B' to
this By-law;
(d)
on, in, or upon any public lane;
(e)
on any highway within six (6) meters of any point designated as a bus stop or
as a bus terminal, measured in the direction of travel of buses on that side of
the highway or within eighteen (18) meters of such point measured in the
opposite direction except for buses;
(f)
within seven and five tenths (7.5) meters of any fire hall on the side of the
highway on which the fire hall is located or within thirty and five tenths (30.5)
meters of such fire hall on the opposite side of the highway;
(g)
on any highway within fifteen (15) meters of the termination of a dead-end
street.
(5)
In specified places where authorized signs are displayed,
(a)
no person shall park a vehicle on any of the parts of the highways named and
described in Schedule 'B' to this By-law during the hours set out in the
Schedule.
(6)
EXCEPTIONS - The provisions of this Section shall not apply to
(a)
a postal vehicle while actually engaged in loading mail from the postal box;
(b)
a vehicle engaged solely for the transportation of money for commercial
establishments while engaged in delivering or picking up money or valuables;
PARKING RESTRICTED
(7)
When official signs have been erected and are on display, no person shall park a
vehicle for a period longer than four (4) hours, between the hours of nine (9:00) a.m.
to six (6:00) p.m. on weekdays, except Fridays when the hours shall be from nine
(9:00) a.m. to nine (9:00) p.m. on any of the streets, part of streets or sides of streets
named or described in Schedule 'C' to this By-law. No permitted parking on any

street, road allowance or parking lot in excess of 24 hours with the exception of
designated parking lots.
DURING NIGHT HOURS IN WINTER MONTHS
(8)
No person shall park a vehicle on any highway under the jurisdiction of the
municipality, between the hours of two (2:00) o'clock in the morning and seven
(7:00) o'clock in the morning, during the period from the first (1st) day of November
in one (1) year until the last day of March in the next year, except physicians on
emergency calls and operators of authorized emergency vehicles.
BUS STOPS
(9)
When official signs have been erected and are on display, no person shall stop or park
a vehicle other than a bus in any bus stop, named or described in Schedule 'I' to this
By-law.
PARKING PROHIBITED ON FIRE ROUTES
(10)
No person shall park a motor vehicle on a fire route
PERMIT REQUIRED FOR DISABLED PARKING
(11)
No person shall park or stop a motor vehicle in a designated disabled parking space
unless that person is the driver of a motor vehicle on which a handicapped permit is
properly displayed and which is being driven by or is carrying one or more physically
disabled persons.
ANGLE PARKING
(12)
Angle parking is permitted in the parts of the highways named and described in
Schedule 'A' to this By-law.
LOADING AND UNLOADING OF COMMERCIAL VEHICLES
(13)
No person shall park a commercial motor vehicle on any highway for the purpose of
loading or unloading merchandise for a longer period than is actually necessary
providing such loading or unloading shall not exceed thirty (30) minutes.
PARKING PROHIBITED FOR SPECIFIC PURPOSE
(14)
No person shall park a vehicle upon any highway for the purpose of
(a)
displaying it for sale;
(b)
storing it;
(c)
washing, servicing, painting, or repairing it, except where such repairing is
necessary for the removal of the vehicle from the highway;

(d)
advertising, unless specifically authorized by the Council of the Town of
Northeastern Manitoulin and the Islands.
PARKING OF BICYCLES
(15)
No person shall park a bicycle along the curb of any highway or on any boulevard or
sidewalk unless the same stands upright.
MARRIAGE CEREMONIES AND FUNERALS
(16)
(a)
During a period commencing sixty (60) minutes in advance of the scheduled
time of any marriage ceremony or funeral service and ending immediately
following the completion of the said marriage ceremony or funeral service, the
person in charge of the marriage ceremony or funeral service is hereby
authorized to place "NO PARKING" signs on portable bases to a maximum
length of thirty-eight (38) meters of curb space in other areas to indicate that a
marriage ceremony or a funeral service is being held at a location adjacent to
the parking area concerned and that parking is temporarily prohibited.
(b)
Where "NO PARKING" signs of the type mentioned in the above section are
displayed, no person shall park a vehicle at the curb concerned, unless
permitted to do so by the person in charge of the marriage ceremony or
funeral service;
(c)
The said "NO PARKING" signs shall be removed by the person in charge of
the marriage ceremony or funeral service immediately following the
completion of the marriage ceremony or funeral service.
EMERGENCY PROHIBITION OF PARKING
(17)
(a)
Notwithstanding anything to the contrary contained herein, the Mayor or
designate may, during any emergency or special circumstances deemed
sufficient therefore, may, by the use of appropriate signs or signals, suspend
the movement of any or all vehicular traffic on any highway or portion thereof
and/or, may suspend any or all parking thereon by authorizing the displaying
of "NO PARKING" signs. A Police Officer or the By-law Enforcement
Officer, during such emergency, may declare that any vehicle already parked
is being parked illegally regardless of the time permitted for parking such
vehicle under provisions of this By-law and notwithstanding that the period
allowed to the owner or driver of such vehicle under this By-law has not
expired, provided, however, that in the event the owner or driver of such a
vehicle is personally notified by a Police Officer or the By-law Enforcement
Officer that parking at such a place has been suspended and further that the
owner or driver of such a vehicle is allowed a reasonable period of time to
remove the said vehicle.

(b)
Any restrictions or prohibitions contained within this By-law shall not apply
to authorized emergency vehicles while actually engaged in responding to an
emergency.
PART V
-
OPERATION OF VEHICLES
BARRICADES
(1)
No vehicle shall be driven through or enter upon any highway which is roped or
barricaded or marked by words or writing by the Municipality or any public authority
prohibiting its use for the time being owing to repairs or for any other reason.
VEHICLES ON SIDEWALKS
(2)
(a)
No person shall drive a vehicle on a sidewalk except for the purpose of
directly crossing the sidewalk on a permanent or temporary driveway;
(b)
No person shall drive a motor vehicle over a raised curb except at a place
where there is a ramp.
COASTING
(3)
(a)
Coasting, whether on sleighs, carts or express wagons and tobogganing is
prohibited on all highways.
(b)
No person wearing roller skates or roller blades or riding in or by means of a
skateboard, scooter or similar device shall go upon a roadway except while
crossing a highway on a crosswalk.
FUNERAL AND OTHER PROCESSIONS
(4)
(a)
No person shall intersect a funeral or other properly authorized procession
while it is in motion except under the direction of a Police Officer or By-law
Enforcement Officer;
(b)
The driver of a vehicle in a funeral or other procession shall drive as near to
the right hand edge of the roadway as practicable and follow the vehicle ahead
as close as is practicable and safe.
EXCESS LOADS
(5)
No person shall move or cause to be moved on any highway within the municipality
any heavy vehicles, loads, objects or structure in excess of the limits prescribed by
Part VI or Part VII of the Highway Traffic Act, unless having first obtained a permit
under this Section to do so.
DRIVING OVER FIRE HOSES

(6)
No person shall drive over a fire hose unless directed to do so by a Police Officer or
the By-law Enforcement Officer or a Fireman.
LINES PAINTED ON HIGHWAY
(7)
No person shall drive or attempt to drive on, or over, or tamper with, or walk on any
newly painted lines or series of lines or any newly painted signs on any highway or
crosswalk when the presence of such is indicated by markers or lighted lanterns.
TURNS/MOVEMENTS
(8)
(a)
Where a U-turn is not otherwise prohibited under this By-law, such a turn
shall be made only where it can be made safely and without interfering with
other traffic;
(b)
Where authorized signs to that effect are displayed, no persons operating a
vehicle shall make a U-turn at any intersection named and described in
Schedule 'D' to this By-law.
THROUGH HIGHWAYS
(9)
The parts of the highways named and described in Schedule 'E' to this By-law are
designated as "Through Highways" as defined in Section 1 of the Highway Traffic
Act.
STOPS AT INTERSECTIONS
(10)
The intersections of highways set out in Schedule 'F' to this By-law are designated as
intersections where stop signs shall be erected facing oncoming traffic travelling in
the direction of travel and on the highways shown in the said schedule.
YIELD RIGHT OF WAY
(11)
The intersections as set in Schedule 'G' to this By-law are designated as intersections
where yield signs shall be erected facing oncoming traffic travelling in the direction
of travel and on the highways shown in the said schedule.
PRESCRIBED RATES OF SPEED
(12)
(a)
No person shall drive a motor vehicle at a rate of speed greater than:
i)
forty (40) kilometers per hour on any of the highways within Little
Current or the Hamlet of Sheguiandah, and
ii)
sixty (60) kilometers per hour on any of the highways not otherwise
designated within the municipality
of the Town of Northeastern Manitoulin and the Islands, unless otherwise
posted;
(b)
Where authorized signs are displayed, the maximum rate of speed on the
highways named and described in Schedule 'H' to this By-law shall be the
rate of speed prescribed in column 5 of the said schedule.

PART VI
-
PENALTIES
PARKING INFRACTION NOTICE
(1)
A Police Officer, the By-law Enforcement Officer, or any person appointed to carry
out the provisions of this By-law, upon discovery of any motor vehicle parked or left
in contravention of this By-law may place a parking infraction notice on the motor
vehicle.
PARKING INFRACTION NOTICE - PAYMENT PROCEDURE
(2)
Where a parking infraction notice is placed on a motor vehicle by a Police Officer,
the By-law Enforcement Officer, or any other person appointed to carry out the
provisions of this By-law, the owner shall:
(a)
pay the set fine as indicated on the parking infraction notice; or
(b)
exercise Option 2 on the reverse of the parking infraction notice.
PENALTIES - DRIVER-OWNER RESPONSIBLE
(3)
The driver of a motor vehicle, not being the motor vehicle owner, is liable to any
penalty provided under this By-law, and the motor vehicle owner is also liable to such
penalties unless, at the time that the offence was committed, such motor vehicle was
in the possession of a person other than the motor vehicle owner without the motor
vehicle owner's consent.
VEHICLE - ON PRIVATE PROPERTY - REMOVAL - STORAGE
(4)
In addition to any other penalty provided in this By-law, a Police Officer or the By-
law Enforcement Officer upon written complaint of an owner or occupant of private
property may cause a motor vehicle that is parked in contravention of this By-law to
be removed and taken to and stored in a safe place.
VEHICLE - REMOVAL - STORAGE - AUTHORITY
(5)
In addition to any other penalty provided in this By-law, an agent of the Town may
cause a motor vehicle that is parked on property owned or occupied by the Town in
contravention of this By-law to be removed and taken to and stored in a safe place.
VEHICLE - REMOVAL - STORAGE -CHARGE TO OWNER
(6)
Where a motor vehicle is removed and stored pursuant to this By-law, all costs and
charges for removing, care and storage of the motor vehicle shall be paid by the
motor vehicle owner and shall be a lien on the motor vehicle which may be enforced
in the same manner as provided for in the Repair and Storage Liens Act.

FINE - FOR CONTRAVENTION
(7)
Every person who contravenes any provisions of this By-law is guilty of an offence
and, upon conviction, is liable to a fine or penalty provided for in the Provincial
Offences Act.
PART VII- MISCELLANEOUS PROVISIONS
REMOVAL OF ILLEGALLY PARKED VEHICLES
(1)
When any vehicle is parked in contravention of any section of this by-law, the By-
Law Enforcement Officer or a Police Officer may cause same to be taken to and
stored in a suitable place and all costs and charges for removal, care or storage thereof
shall be a lien upon such vehicles.
OBSTRUCTING TRAFFIC
(2)
No person shall operate any vehicle upon or along any highway so as to obstruct
traffic unreasonably, in a manner so as to prevent traffic from maintaining a
reasonable rate of speed.
a)
Any person operating a slow moving vehicle shall operate it as near to the
right hand edge of the highway as circumstances and weather conditions
permit.
b)
No person shall open excavations, erect barricades, or boarding, store earth,
construction materials, or park work equipment on any portion of a highway
or open lane without first obtaining any necessary permit from the
Municipality.
c)
No driver of a vehicle shall enter any intersection unless there is sufficient
space on the other side of the intersection or crosswalk to accommodate said
vehicle without obstructing passage of other vehicles or pedestrians,
notwithstanding any traffic signal indication to proceed.
d)
No person shall obstruct, encumber, injure or foul any highway or bridge
within the Town of Northeastern Manitoulin and the Islands or cause any such
highway or bridge to be obstructed, encumbered, injured or fouled, by
throwing or depositing or causing to be thrown or deposited thereon any snow
or ice.
OBEDIENCE TO SIGNALS OF POLICE OFFICER, TRAFFIC SIGN OR SIGNAL
(3)
Every person shall promptly obey all signals or directions given either by a Police
Officer or Traffic Control device or signal.

OBSTRUCTING SIDEWALKS
(4)
Pedestrians shall not obstruct sidewalks, street corners, or doorways.
SCHOOL BUS LOADING ZONE
(5)
Parking or stopping is restricted to school buses only in the School Loading Zones as
set out in Schedule 'I' between the hours of 8:00 a.m. and 5:00 p.m. during school
days.

Schedules 'A' to 'J', inclusive, which are attached hereto are hereby made a part of
this By-law and shall be constructed herewith.
MUNICIPAL APPROVAL AND EFFECTIVE DATE
(7)
This By-law shall not come into force until approved and passed by the Council of
the Corporation of the Town of Northeastern Manitoulin and the Islands, nor shall
any particular provision become effective until the sign or signs, if any, applicable to
such particular provision have been erected and are on display.
