Schedule "A" User Fees

Article 1
General Provisions
459.1.1
Fees - set out - requirement to pay
Any person(s) wanting to use services or property of the City of Orillia described in
Schedule "A" shall pay a fee set out opposite the description or name of the particular
service or property, as set out in Schedule "A".
459.1.2
Fees - payable
All fees payable in accordance with this Chapter shall be payable in advance of
providing the service except:
(a)
fees based on meter reading,
(b)
emergency services,

(c)
actions taken by the City to rectify failures or by-law infractions on part of
the resident, and
(d)
weigh scale and hauled septage and sewage,
in which case the fee payable will be in arrears and invoiced subsequent to the service
or activity provided.
459.1.3
Fees - estimated
Costs payable to the City for services or activities done on behalf of the City may be
estimated and the estimated cost may be deposited with the City.
459.1.4
Fees - unpaid - interest
Fees arising in accordance with this Chapter that remain unpaid after 30 days, may
bear interest at the rate of 1.25% per month until paid in full.
459.1.5
Fees - unpaid - taxes
Fees owing in accordance with this Chapter that are unpaid are a debt to the City and
together with all interest and penalties accrued thereupon, may be collected by the City
by way of action or may be collected by an authorized agent on behalf of the City or
may be collected in the same manner as taxes.
459.1.6
Fees - convenience - credit card payments
A 2.4% convenience fee shall be charged for the use of credit cards for online payments
processed by the City's Merchant Services Payment Processor.
459.1.7
Fees - effective date
The fees described in Schedule "A" shall become effective as follows:
(a)
The Water and Sewer Rate Structure (Items 1,3,5,6) shall increase as
follows:

Residential Water and Sewer Rates (Items 1-7 of Schedule "A" herein)
shall become effective for the billing period following the spring billing.
(c)
Industrial / Commercial / Institutional Water and Sewer Rates (Items 1-7 of
Schedule "A" herein) shall become effective for properties following the
spring billing period.
(d)
All other fees (Items 8-52 of Schedule "A" herein) become effective March
1 of each year.

Administrative charge
An administrative charge of 15% will apply to all rates in Schedule "A" when the item
shows as actual cost, with the exception of Water and Sewer Rate (Items 1-7 of
Schedule "A"). The 15% charge will apply at the time that the fee is billed.
