Welcome to the City of Port Colborne's 2023-2026 Strategic Plan. This plan is a guiding document to assist Council and staff in priority setting, resource allocation, and decision-making for this term of Council. As such, it provides a line of sight for staff to understand the connection between their day-today responsibilities and the vision and mission of the organization. Furthermore, this plan not only helps create only organizational alignment on delivering Council's priorities, but it also gives the community insight into the actions planned to meet these priorities.
A strategic plan, like any, remains a living document that requires flexibility and responsiveness as well as accountability and transparency with respect to implementation. Updates on the progress of the 2023-2026 Strategic Plan will be made available through this page and reports to Council three times a year.
### Community Engagement
Before developing the 2023-2026 Strategic Plan, Council directed staff in January 2023 to obtain input on the priorities important to Port Colborne residents, businesses, and key audiences. A total of 503 surveys (54 print and 449 online) were received, which represents a favourable participation rate relative to municipal survey averages. Analysis of the survey data revealed patterns about issues and priorities that subsequently helped to inform the statements, principles, pillars, goals, and measures in the plan.
