CORPORATION OF THE TOWNSHIP OF SABLES-SPANISH RIVERS
BY-LAW NUMBER 2003-10
BEING A BY-LAW TO REGULATE, PROHIBIT OR RESTRICT
THE USE OF MUNICIPAL WATER SUPPLY WITHIN THE
TOWNSHIP OF SABLES-SPANISH RIVERS
WHEREAS Sections 9 and 11 of the Municipal Act, 2001 provides authority for this By-
law;
AND WHEREAS the Council of the Corporation of the Township of Sables-Spanish
Rivers deems it necessary to enact a By-law respecting the time, manner, extent and
nature of the use of the municipal water supply by residents within the Township of
Sables-Spanish Rivers.
NOW THEREFORE the Council of the Corporation of the Township of Sables-Spanish
Rivers enacts as follows:
1. No person shall use water from the municipal waterworks for lawn and garden
care in the Township of Sables-Spanish Rivers except as follows:
a) The owner or occupant of a property bearing an even street number may
use municipal water for lawn and garden care only on even numbered days
of the month.
b) The owner or occupant of a property bearing an odd street number may use
municipal water for lawn and garden care only on odd numbered days of
the month.
2. The consumption of water by the user of the municipal water supply, except for
those listed in Section 3 of this By-law, for the purpose as stated in Section 1 shall
be between 7:00 a.m. and 10:00 a.m. in the morning AND 7:00 p.m. and
10:00 p.m. in the evening.
3. The consumption of water by the owners or occupants of the following properties,
for the purposes of lawn and garden care shall be between the hours of 8:00 a.m.
and 5:00 p.m.
a) Schools
b) Institutions
4. Owners or occupants of a property having established a new lawn, either sodded
or seeded, shall be permitted to water the lawn on the alternate days to those
allowed in Section 1 between the hours of 7:00 p.m. and 9:00 p.m. only. This
permission shall be for a time limit of three (3) weeks from the establishment of
the new lawn.
5. Notwithstanding the above, the consumption of water by the owners or occupants
employing the use of electronic sprinkler systems for lawn and garden care shall
be between the hours of 4:00 a.m. and 6:00 a.m. daily.
6. Persons using water from a private well system shall obtain a notice from the
Public Works Superintendent stating that a PRIVATE WATER SYSTEM is in
use. This notice must be prominently displayed at all times during hours other
than as stated above.
7. Any person, occupant or owner of a property who contravenes the provisions of
this By-law shall be subject to the provisions of the Provincial Offences Act.
8. The provisions of this bylaw shall be enforced by the By-law Enforcement Officer
upon direction by Council or the Roads Superintendent or designate or by the
Clerk or designate.
9. This By-law shall come into force and take effect immediately upon the passing
thereof by the Council of the Township of Sables-Spanish Rivers.
10. This By-law hereby repeals By-law 2001-16 and any other By-law that is not
consistent with this By-law.
