THE CORPORATION OF THE TOWNSHIP OF SEVERN
BY-LAW NO. 2024-14
BEING A BY-LAW TO AMEND BY-LAW NO. 2020-62, BEING A BY-LAW FOR THE
LICENSING AND REGULATING OF DOGS AND KENNELS AND FOR THE
CONTROL OF DOGS WITHIN THE TOWNSHIP OF SEVERN
WHEREAS the Municipal Act, S.O. 2001, Chapter 25, Section 11., provides that a
municipality may pass By-laws respecting animals;
AND WHEREAS it is deemed expedient to ensure the adequate and appropriate care of
animals to meet their needs;
AND WHEREAS the Municipal Act, S.O. 2001, Chapter 25, Section 103.(1), provides
for the regulating or prohibiting of animals to be at large or to trespass;
AND WHEREAS the Municipal Act, S.O. 2001, Chapter 25, Section 103.(1) (a),
provides for the seizure and impounding of animals being at large or trespassing;
AND WHEREAS the Municipal Act, S.O. 2001, Chapter 25, Section 103.(1)(b), provides
for the sale of impounded animals;
AND WHEREAS it is deemed necessary to amend the by-law to provide for clarity
respecting the limit of 4 dogs and kennel licensing requirements.;
NOW THEREFORE THE COUNCIL OF THE CORPORATION OF THE TOWNSHIP OF
SEVERN HEREBY ENACTS AS FOLLOWS:

That By-law No. 2020-62, be and it is hereby amended with the following
amendments:

Definitions
Dwelling Unit
for the purposes of this By-law shall mean the
Dwelling Unit and the land upon which the Dwelling
Unit is situated.
Kennel
means:
a) a building or structure where any number of
domesticated animals (dogs) are kept, bred or
boarded as set out in the Township's Zoning By-
law;
b) where dogs are to be housed overnight for profit
or gain;
c) Excluding a veterinary establishment for the
purpose of observation and/or recovery necessary
for veterinary treatment

General Provisions
2.8 No person shall harbour more than 4 dogs in a dwelling unit.
For the purpose of this section, "harbour" does not include the provision of
shelter to a dog for a period of less than 14 consecutive days within the
calendar year, provided that the dog is owned by someone other than the
household group and that the owner of the dog can provide proof of a valid
dog licence and a permanent address that the dog will be returning to.
2.9 No person shall harbour any number of dogs in a Dwelling Unit for profit or
gain within the Township without a kennel licence.

That this by-law come into effect immediately upon passaged.
By-law read a first, second and third time and finally passed this 6th day of March, 2024.
