\ THE CORPORATION OF THE MUNICIPALITY OF SOUTH DUNDAS BY-LAW NO. 2021-109 A BY-LAW to amend Policy No. 6-11 -- Salt Management Plan. WHEREAS the Municipa/Act, 2001, as amended, provides that the powers of the municipality shall be exercised by By-law; AND WHEREAS the Municipal Act, 2001, as amended, states that a municipality and a local board shall adopt policies with respect to certain matters; AND WHEREAS the Council of the Municipality of South Dundas wish to amend Policy No. 6-11 -- Salt Management Plan. NOW THEREFORE the Council of the Corporation of the Municipality of South Dundas hereby enacts as follows: 1. That Policy No. 6-11 -- Salt Management Plan be amended as per Schedule "A" attached to this By-law. 2. That this By-law shall come into full force and effect on the date of passing. READ and passed in open Council, signed and sealed this 25"' day of October 2021. %§,gY§1-* \ MAYOR cuzéflmiw ¢5wAJ/ POLICY MANUAL POLICY NO. 6-11 For Municipality of South Dundas Effective Date: May 17, 2005 Revised: October 25, 2021 SUBJECT: Salt Management Plan DEPARTMENT: Transportation Purpose of this Document: This Salt Management Plan ("SMP") sets out a policy and procedural framework for ensuring that the Municipality of South Dundas continuously improves on the effective delivery of winter maintenance services and the management of road salt used in winter maintenance operations, as outlined in Environment Canada's Code of Practice for the Environmental Management of Road , Salts www.canada.ca/en/environment-climate- change/services/pollutants/road-salts/code--practice-environmental- management). The SMP is meant to be dynamic to allow the municipality to evaluate and phase-in any changes, new approaches and technologies in winter maintenance activities in a fiscally sound manner. At the same time, any modifications to municipal winter maintenance activitiesmustensure that roadway safety is not compromised. As specified in the Code of Practice for the Environmental Management of Road Salts, the SMP is endorsed by the Municipality of South Dundas Council. Salt Management -- Objective: The Municipality of South Dundas is committed to improving winter maintenance operations while continuing to ensure public safety. The Municipality of South Dundas will optimize the use of winter maintenance materials containing chlorides on all Municipal roads while striving to minimize negative impacts to the environment. Staff will strive to provide safe winter road conditions for vehicular and pedestrian traffic as set out in the level of service policies and within the resources established by the Municipality. - 1 Policy Statement: The Municipality of South Dundas will provide efficient and effective winter maintenance to ensure the safety of users of the Municipal road network in keeping with applicable Provincial legislation and accepted standards while striving to minimize adverse impacts to the environment. These commitments will be met by: o adhering to the procedures contained within the Salt Management Plan; o reviewing and upgrading the Salt Management Plan on an annual basis to incorporate new technologies and new developments; o committing to ongoing winter maintenance Staff training and education; and, - monitoring on an annual basis, the present conditions of the winter maintenance program, as well as the effectiveness of the Salt Management Plan. System Maintained: Paved" Roads 191.89 km Surfaced Treated 21.40 km Unpaved 38.40 km Sidewalks 16 km Level of Service: The Municipality meets minimum maintenance standards ("MMS") specified in the Ontario Regulation 239/02, Municipal Act 2001, for snow accumulation and icy roads. Winter Patrol: The Municipality carries out Winter Patrolling (Nov-May) utilizing the Roads Patrolman to keep track of weather and calling in of equipment operators and contractors to do the necessary plowing, sanding, and salting of roads. This is one of the requirements of MMS as specified in Ontario Regulation 239/02, Municipal Act, 2001 for snow accumulation and icy roads, to meet or exceed these guidelines as often as possible. 2 Salt Usage: _ Over the past five years we have used on average 1,500 tonnes per year. Sanding & Salting: ' The Municipality uses salt in the Villages of Morrisburg and Iroquois to keep storm sewers clean and free of stone dust. In the rural areas we use a mixture of 80% stone dust, 10% salt and a liquid pre-wetting agent applied to the mixture at a rate of 19 liters per metric ton. All trucks are equipped with Dickie John electronic controls for salt and winter mix application. The controllers are pre-set to various application rates and selected based on weather conditions and temperatures (roadways). Salt settings per lane kilometer/temperature: - as kg (0 to -7) .- 110 Kg (-7 to -12) 150 Kg (-12 to -18) 230 Kg (-18 & greater, Ice Rain) Winter Mix settings per lane Kilometer/temperature: - 200 kg (0 to -18) 0 350 kg (-18 & greater) 0 500 kg (Ice Rain) *Salt and Winter Mix is only applied on the return pass* The Municipal roads patrolman is responsible to make sure that there is no spilling or waste with respect to salt usage. Communication All Municipal employees in the Transportation Department are equipped with cellular phones. Each driver is responsible to call and notify his patrolman of any changing weather conditions. Record Keeping The patrolman is responsible for keeping accurate records of weather conditions, road, and air temperatures as well as what rate the material is being applied. The patrol sheet is then given to the Director of Transportation the next morning so that the salt/winter mix quantities can be attached to the patrol sheet and filed for future reference. The 3 patrol sheet is completed daily from November till May. Refer to schedule 1-Municipality of South Dundas Daily Patrol Sheet Looking to the Future The Municipality is always looking to the future and will continue to keep lowering salt use and at the same time keep our roads safe for the travelling public. This will be done in accordance with the MMS as well as mandating all employees in the Transportation Department to keep a minimum impact on the environment. Council will evaluate our winter salt usage and our overall winter maintenance each year and with the help of the Director of Transportation, come up with any changes to our policy as needed.
