STRATEGIC PLAN 2024-2026 It is with great pleasure that Council shares with you the Township of South Glengarry's Strategic Plan. This plan outlines our strategic approach to address key areas of growth, sustainability and organizational effectiveness within our community. By focusing on land use planning, infrastructure, financial sustainability and organizational capacity, we aim to ensure the continued well-being and prosperity of our great community. Land use planning is crucial to enabling appropriate development that meets the needs of current and future residents and development. Infrastructure sustainability is another priority, as we work to deliver services in a manner that balances economic and operational efficiency. The future of infrastructure such as water and wastewater systems and the Cornwall Regional Airport are at critical decision points for the community. This report aims to provide the necessary vision and direction to guide Council and Administration to make informed choices that ensure our community remains resilient and adaptable. Finally, organizational effectiveness is essential to achieving these goals. By ensuring that we are appropriately staffed and governed effectively, we can deliver on our priorities and meet our mandated responsibilities efficiently. Each of these areas represents an element of the long-term success of our community and this report serves as a roadmap for addressing these critical challenges. A municipal Strategic Plan is a guiding document that outlines a local government's vision, priorities, and goals over a set period of time. It serve s as a roadmap for making decisions, allocating resources, and delivering services that enhance the quality of life for residents. Our Strategy at a Glance: Our Vision: A thriving, sustainable, and innovative community that honours its rich history while embracing the future. Our Mission: In collaboration with the community and local government partners, the Township of South Glengarry is committed t o building a sustainable future honouring our heritage a nd creating a community where innovative infrastructu re, thoughtful land use and open communication foster prosperity and wellbeing. Our Priorities: Land Use Planning Infrastructure Sustainability Cornwall Regional Airport Water and Wastewater Services Organizational Effectiveness Strategic Priorities LAND USE PLANNING Goal: Be ready for and enable appropriate development in our community. Objectives: Develop a clear inventory of vacant land within the Township , categorized by commercia l, residential and strategic locations along the Highway 401 corridor. Update planning policies and by- laws to remove barriers to development. Complete a comprehensive zoning review to ensure that zoning align s with the community's needs for commercial and residential growth. Research and implement targeted incentives to promote development within the Township. INFRASTRUCTURE SUSTAINABILITY Goal: Deliver our key services in a sustainable way. Objectives: Provide a well-maintained and managed road network by settin g and meeting the desired custom er levels of service for all road surface types in South Glengarry. Continue to maintain and implement Asset Management Plan to ensur e sustainable maintenance a nd replacement strategies for Township assets. Complete an infrastructure rationalization study for the To Township's road and bridge assets. Determine the desired municipal use of the Peanut Line Trail; develop an d implement a corresponding trail maintenance plan. Create a Solid Waste Management Master Plan. CORNWALL REGIONAL AIRPORT Goal: Determine the long-term future of the Cornwall Regional Airport. Objectives: Continue to work with partners to determine the path forward with the Cornwall Regional Airport. Conduct a review of the airport's current and potential value to the community. WATER AND WASTEWATER SERVICES Goal: Meet current demand and be ready for future growth. Objectives: Identify sustainable municipal servicing strategies to meet th e growth objectives of the Glen Walter Master Servicing Plan. Partner with neighbouring municipalities to explore share d municipal servicing to meet t he growth objectives of the Glen Walter Master Servicing Plan. Improve fire flow and redundancy of the existing Glen Walter drinkin g water system through t he construction of an elevated water storage tank. ORGANIZATIONAL EFFECTIVENESS Goal: Ensure the Township is staffed to execute our priorities and fulfill mandated responsibilities. Objectives: Conduct a review of our organizational structure to optimiz e staffing and ensure efficient use of resources. Optimize governance structure to improve efficiency and enhance public engagement. Identify improvements to communications strategies tha t enable residents' ongoing knowledge of municipal activities. Review and revise the Township's fee structure and by-laws. Strategic Priorities Implementation and Monitoring The Township is dedicated to the effective implementation of the priorities, goals, and objectives outlined in this plan. To ensur e success, we will engage in the following activities to monit or progress, evaluate outcomes, and keep the community informed of our advancements and results. Progress Reports Progress and achievements related to strategic priorities will be reported to Council quarterly. Annual Report Card An annual report card will be made available to the public, highlighting ke y accomplishments and progress towards achieving our strategic priorities.
