# By-Laws and Enforcement The By-law Enforcement team is committed to serving, protecting and providing a desired quality of life for residents and visitors. The By-law Enforcement department operates on a complaint basis and investigates infractions related to animal control, noise, property maintenance, parking, illegal dumping and zoning. ## Enforcement Requests By-law enforcement responds on a complaint basis. All enforcement requests are confidential. Report a Concern ## Frequently Requested By-Laws Below are our most frequently requested municipal by-laws. Council procedures The Procedure By-law governs the calling, place and proceeding of meetings. Special events The Special Events By-law regulates and governs the holding of special events on private or public property. Fees and charges by-law The Fees and Charges By-law outlines common fees and charges for municipal services. Clean, safe properties The Clean, Safe Properties By-law regulates property maintenance in a clean and safe manner. Development Charges Development Charges By-law 2023-070 as amended impose development charges on land development. Donation/Collection Bins The Donation/Collection Bin By-law regulates donation - collection bins within the Township of Springwater Entrance Permit The Entrance Permit By-law regulates and governs the construction and alteration of entrances onto highways. Fill and site alteration The Fill and Site Alteration By-law regulates the dumping and placing of fill and site alterations. Littering The Littering By-law regulates littering and dumping on privately owned and public property in the Township of Springwater. Outdoor furnaces The Outdoor Furnace By-law regulates the use and installation of heating and cooking appliances. Property Maintenance Standards All properties need to meet the minimum requirements laid out in the Property Standards By-law. If you have a concern regarding a property (e.g. derelict vehicles and boats, long grass and damaged trees or buildings) within the Township, please submit your concern to the By-law Enforcement Department using the Township's online portal. To appeal an order under the Property Standards By-law, please complete the online property standards appeal application. Signs The Signs and Advertising Devices Regulation By-law regulates the erection and maintenance of signs and other advertising devices. Watering restrictions The Water Restrictions By-law manages and regulates the municipal water consumption in the Township of Springwater. Business licensing The Business License By-law (and 2012-014 amendment) manages and regulates: * Kennels * Campgrounds * Refreshment vehicles * Auctioneers * Gun clubs and shooting ranges Backyard Chickens The Backyard Chicken License By-law regulates the keeping of backyard Chickens Council has approved a Backyard Chicken Pilot program for all properties within Springwater. Short-Term Rental Licensing Accommodations The Short-Term Rental Licensing By-law 2024-068, as amended; for the Township of Springwater stipulates that operators and owners of all Short-Term Accommodations within the Township are required to obtain an annual license to operate. Complete the Application online. Off-road vehicles By-law 2020-013 and By-law 2021-040 regulate off-road vehicles on municipal highways and properties in the Township of Springwater. Temporary road closure or occupancy The Temporary Road Closure or Occupancy By-law provides for temporary road occupancy and closures. Snowmobiles The Regulate Snowmobiles By-law regulates and prohibits the operation of motorized snow vehicles upon Township sidewalks and property. Animal control The Animal Control By-law regulates the licensing and control of domestic animals. Fires Our Open Air Burning By-law regulates and governs recreational and open burn fires in the Township of Springwater. Stoop and Scoop The Stoop and Scoop By-law requires any person who owns, controls or harbours a domestic animal to remove feces left by the domestic animal on public or private property.
