./· CITY OF ST. CATHARlNES A By-law for restricting the number of cats and rabbits in defined areas in the City of St. Catharines. THE COUNCIL OF THE CORPORATION OF THE CITY OF ST. CATHARlNES pursuant to the provisions of Paragraph 2 of Section 354 ( l) of The Municipal Act, R. S. 0. 1970, enacts as follows: L Except upon land that is assessed as farm land, no person shall have or keep more than one pair of rabbits for breeding purposes and, in any event, not more than eight rabbits on or in connection with his or her premises. 2. Except upon land that is assessed as farm land, no person shall have or keep more than eight cats on or in connection with or her premises. 3. This By-law shall be enforced by the Niagara Regional Police Department and any employees of the Niagara (Regional Area) Health Unit. 4. No provision of this By-law shall be deemed to affect or inferen­ tially repeal any prohibition or regulation contained in any restricted area, zoning or land use by-law in force in the City of St. Catharines. 5. It is declared that notwithstanding that any section or sections of this By-law, or parts thereof, may be found by any Court Law to be bad or illegal or beyond the power of the Council to enact, such section or sections or parts thereof shall be deemed to be severable and that all other sections or parts of this By-law are separate and independent therefrom and enacted as such. 6. Any person convicted of a breach of any of the provisions of this By-law shall forfeit and pay at the discretion of the Provincial Judge a penalty ' - 2 ­ ( not exceeding Three hundred ($300. 00) Dollars exclusive of costs, and further such penalty shall be recoverable under The Sunu:nary Convictions Act. 7. All By-laws or parts thereof of the former City of St. Catharine s, Township of Grantham, Township of Louth, Town of Merritton and Town of Port Dalhousie, insofar as they are inconsistent with the provisions of this by-law, are hereby repealed.
