# Water and Wastewater Rate Study and Financial Plan # Rate study and financial plan ## Rate study The purpose of the water and wastewater rate study is to update rates and charges to ensure a full cost recovery of these services. Full cost recovery is the generation of enough revenues to cover the cost of providing water and wastewater services. These services include operations, capital works and correct reserve contributions necessary for asset lifecycle replacement and growth. Future rate increases are based on the recommendations found in the Water and wastewater rate study and shall be reviewed by Council on an annual basis. ## Financial plan The Water Financial Plan combines the operating, capital and reserve fund forecasts contained in the Rate Study so ensuring full cost recovery and financial sustainability. These forecasts are presented in a full accrual financial statement format.
