DraŌ Animal Control By-law
THE CORPORATION OF THE TOWN OF THESSALON
BY-LAW 2612
BEING A BY-LAW for responsible Animal Care and Control for the Municipality of the Town of
Thessalon.
WHEREAS SecƟons 8, 9 and 10 of the Municipal Act, 2011, c.25 authorize a municipality to pass
by-laws necessary or desirable for municipal purposes, and in parƟcular, paragraphs 5, 8, 9 of
subsecƟon 10(2) authorize by-laws respecƟng: the economic, social and environmental well-
being of the municipality, the protecƟon of persons and property and animals;
AND WHEREAS subsecƟon 8(3) of the Municipal Act, 2001, S.O. 2001, c.25 provides that a by-law
under secƟon 10 of that Act respecƟng a mater may regulate or prohibit and, as part of the
power to regulate or prohibit respecƟng the mater, may require a person to do things respecƟng
the mater or may provide for a system of Licenses respecƟng the mater;
AND WHEREAS subsecƟon 103(1) of the Municipal Act, 2001, S.O. 2001, c.25 provides that if a
By-law is passed regulaƟng or prohibiƟng with respect to the being at Large of animals, the By-
law may provide for the seizure and impounding of animals being at Large and the sale of
impounded animals;
AND WHEREAS the Municipal Act, 2001, S.O. 2001, c.25 further authorizes a municipality,
amongst other things, to delegate its authority, to impose fees or charges, to provide for
inspecƟons, and to make orders to disconƟnue acƟvity or to do work;
AND WHEREAS the Dog Owners Liability Act, R.S.O. 1990 Chapter D. 16 provides for the
protecƟon of persons and property;
AND WHEREAS the Ontario Society for the PrevenƟon of Cruelty to Animals Act, R.S.O., 1990,
Chap. O. 36, provides special powers to help animals in distress;
AND WHEREAS the Council of the Town of Thessalon deems it desirable to enact a by-law
providing the care and control of animals in the Town of Thessalon for the health and safety of
the public;
NOW THEREFORE The Council of the CorporaƟon of the Town of Thessalon hereby ENACTS AS
FOLLOWS:
1. DEFINTIONS:
ANIMAL CONTROL OFFICER includes the person so designated by the Council to administer and
enforce this by-law.
APPEALS COMMITTEE means a commitee appointed by Council to hear dangerous Dog order
appeals in connecƟon with this By -law; for purposes of this By-law the members of the Property
Standards Commitee will serve as the Appeals Commitee
AT LARGE shall be deemed to mean any DomesƟc Animal found in any place other than the
premises of the Owner of the DomesƟc Animal under the control of any person.
ATTACK or ATTACKED in reference to a Dog or Cat means aggressive behaviour resulƟng in
unwanted physical contact resulƟng in harm to a person or DomesƟc Animal, such as bleeding,
bone breakage, sprains, serious bruising, mulƟple injuries or damage to clothing.
BITE means a wound or wounds to the skin that causes it to puncture or break, which are caused
by the teeth of an animal;
BY-LAW ENFORCEMENT OFFICER is an appointed person who is responsible for invesƟgaƟng,
administering and enforcing the provisions of all by-laws of the Town of Thessalon, as well as
applicable provincial statutes.
CAT means a feline of any breed of domesƟcated Cat or crossbreed domesƟcated Cat.
CONTROL includes care and custody
COUNCIL means the Council of the CorporaƟon of the Town of Thessalon
DOG means a domesƟcated canine animal, male or female, spayed or neutered or kept by any
person;
DOMESTIC ANIMAL includes a Cat, Dog or permited rodent/rabbit/ferret, kept as a pet which is
generally understood to be domesƟcated and is typically kept indoors and does not include a wild
animal or Livestock as defined in this By-law
DWELLING UNIT means one or more habitable rooms that may be used as a permanent residence
with cooking and sanitary faciliƟes, a private entrance, from a common hallway or stairway inside
the building or from the outside the building; all of which are provided for the exclusive use of
and individual, a group of individuals for a family.
EUTHANIZED means humanely destroyed.
EXTREME WEATHER means a cold warning, heat warning or other weather warning alert issued
by Environment Canada for the weather in the Town of Thessalon including but not limited to
extreme cold or hot weather, snow storms, freezing rain, heavy rainfall, hurricanes, tornadoes
and/or strong winds.
HUMANE SOCIETY means the Sault Ste Marie Humane Society.
KENNEL shall mean any premises where domesƟc animals are kept or boarded or bred as a
service.
LEASH means a restraint consisƟng of but not limited to a rope, light chain or other material held
by a person and used to restrain an animal.
LIVESTOCK refers to animals that are kept for agriculture purposes, such as Catle, goats, horses.
MUZZLE means a basket-style covering device over the mouth of a Dog that is humane and that is strong
enough and well-fited enough to prevent the Dog from BiƟng, without interfering with the breathing,
panƟng or vision of the Dog or with the Dog's ability to drink.
OFFICER is the Animal Control Officer designated by Council, a Municipal By-law Enforcement
Officer designated by Council or a Police Officer of the Municipality.
OWNER shall include any person who possesses or harbours DomesƟc Animal and, owns or
owned shall have a corresponding meaning and shall include a person or persons who are
temporarily the keeper of DomesƟc Animal, and where the Owner is a minor, the person
responsible for the custody of the minor.
SERVICE ANIMAL has the same meaning as defined under the Accessibility for Ontarians with
DisabiliƟes Act, 2005, S.O. 2005, c. 11 and regulaƟons thereunder as amended.
*Service animals are not pets. AddiƟonal fees or requirements do not apply to service animals.
TOWN means The CorporaƟon of the Town of Thessalon.
VETERINARIAN means a member of the College of Veterinarians of Ontario
ZONING BY-LAW refers to the Town of Thessalon's Zoning By-law 2510, as amended or its
successor by-law.
2. LIMIT OF DOMESTIC ANIMALS PER DWELLING
2.1.
LIMIT OF CATS PER DWELLING UNIT
The number of Cats that may be kept by any person, or that may be kept in or about any dwelling
unit as defined by this by-law shall be restricted to three (3) Cats over the age of 12 weeks.
2.2.
LIMIT OF DOGS PER DWELLING UNIT
The number of Dogs that may be kept by any person, or that may be kept in or about any dwelling
unit as defined by this by-law shall be restricted to three (3) Dogs over the age of 12 weeks.
2.3.
LIMIT OF RODENTS, RABBITS, OR FERRETS PER DWELLING UNIT
No person shall keep more than three (3) in total of rodents/rabbit/ferret in or about any dwelling
unit as defined by this by-law.
3. CATS
3.1.
CAT IDENTIFICATION
Every Owner of a Cat is responsible for ensuring that his or her Cat bears sufficient idenƟficaƟon
to allow any person finding the Cat running at large to idenƟfy and contact the Owner. For clarity,
but without limiƟng the idenƟficaƟon opƟons open to an Owner, Cat idenƟficaƟon may take the
form of a collar and tag worn by the Cat or a traceable microchip.
3.2.
CAT AT LARGE
1. Every Owner of a Cat shall prevent his or her Cat from being at large;
2. No person shall suffer, allow or permit a Cat under his or her control or of which he or she
is the Owner, to trespass on private property unless permission for said trespass is first
obtained from the property Owner or occupier.
4. DOGS
4.1.
DOG LICENSING
1. Every person who owns a Dog which is kept within the Town of Thessalon shall, on or
before the 1st day of April in each and every year register such Dog with the Municipality
of Thessalon and procure a license and Dog tag for each Dog owned by them.
2. On payment of the license fee in accordance with subsecƟon (b) of this secƟon, the Town
of Thessalon shall issue for each Dog so registered, a serial numbered license tag and year
to which it applies and shall cause the name of the Owner, the amount paid, the name of
the person who paid the fee, the year for which the receipt is issued and a descripƟon of
the Dog for which the license is issued, to be entered in a record to be kept for that
purpose.
3. The issuer of Dog licenses is to supply the Owner with a tag for each licensed Dog, and
such tag must be kept securely fixed on the Dog at all Ɵmes.
4. No Owner of a Dog shall use a tag upon a Dog other than that for which the tag was issued
and the license shall expire and become void upon the sale, death, or other disposal of
the Dog.
5. All Dog licence informaƟon that is submited shall be true.
6. Upon applicaƟon for a license tag, the Owner shall produce a writen cerƟficate of a
Doctor of Veterinary Medicine or the local Medical Officer of Health to the effect that the
Dog has been inoculated with an anƟ-rabies vaccine within a period of twenty-four (24)
months of the date of the applicaƟon for the license tag.
4.2.
DOGS AT LARGE
1. Every Owner of a Dog shall prevent his or her Dog from being at large;
2. No person shall suffer, allow or permit a Dog under his or her control or of which he or
she is the Owner, to trespass on private property unless permission for said trespass is
first obtained from the property Owner or occupier.
4.3. DOG BITES, MUZZLES, LEASHES, AND NUISANCES
1. No Owner shall permit or cause their Dog to menace, bite or atack a person or another
animal.
2. No Owner shall permit their Dog to bark, whine, cry or cause noise, which is constant,
persistent, or excessive.
3. All Dogs must be leashed and under control when leaving your property.
4. No Owner of a DomesƟc Animal shall use a leash on the DomesƟc Animal that exceeds three (3)
metres in length, but in no case, shall an Owner use a leash of a length that does not enable him
or her to properly control the DomesƟc Animal
5. No Owner shall allow Dog to scater garbage or interfere with waste collecƟon services.
6. No Owner shall allow Dog to damage public or private property.
7. No Owner shall allow Dog to chase persons, vehicles, DomesƟc Animals
4.4. DANGEROUS DOGS
1. Where an Officer becomes aware either on their own iniƟaƟve or as a result of a complaint
received, that a Dog, without provocaƟon, bites or atacks or chases or approaches a
person or DomesƟc Animal in a menacing fashion, the Officer may serve a Danger Dog
NoƟce, atached to this by-law as Schedule C to the Owner requiring the Owner to comply
with any or all of the requirements set out in this secƟon. Such noƟce shall take effect
immediately upon service and the Dog shall be deemed to be a Dangerous Dog.
2. Every Owner of a Dangerous Dog shall, at all Ɵmes while the Dangerous Dog is not in the
Owner's dwelling unit, but is otherwise within the boundaries of the Owner's premises,
ensure that:
a. it wears a muzzle
b. it is securely tethered
c. it is contained within an area securely enclosed by a locked fence of an appropriate
height, or an area enclosed by other means such that the Dangerous Dog cannot come
into contact with members of the public; and
d. a sign no smaller than 5" x 7' is displayed at all entrances to the property on which the
Dog is kept bearing words and a symbol that warner that there is a Dangerous Dog on
the property.
3. Every Owner of a Dangerous Dog shall, at all Ɵmes while the Dangerous Dog is not within
the boundaries of the Owner's premises, shall keep the Dog:
a. on a leash that does not exceed two (2) metres in length; and
b. muzzled
4. Every Owner of a Dangerous Dog shall noƟfy an Officer immediately of the following:
a. any change in Ownership or residence of the Dangerous Dog and provide the name,
current address and telephone number of the new Owner;
b. if it runs at Large, atacks or bites any person or animal; an
c. if it dies.
5. The Owner of a Dangerous Dog shall ensure that:
a. it is spayed or neutered at the Owners expense; and
b. that it is implanted with a microchip at the Owner's expense
6. No Owner shall keep a Dangerous Dog in the Town if the Dangerous Dog has been found
at large in the Town or not restrained when on the premises of the Owner of the
Dangerous Dog, or not restrained in accordance with writen direcƟves of an officer.
7. An Officer, Town Superintendent or their designate may impound any Dangerous Dog not
in compliance with this secƟon and perform any procedure necessary in the
circumstances, included euthanizaƟon, at the Owner's sole expense/
4.5. DANGEROUS DOG NOTICE AND APPEAL HEARING
The Dangerous Dog NoƟce shall be served by hand delivery or registered mail to the Owner. If
served by registered mail, it shall be deemed received on the fiŌh working day aŌer the date of
mailing. Such noƟce shall include:
a. a statement that the Officer has reason to believe that the Dog is a potenƟally dangerous
Dog or a dangerous Dog;
b. the requirements that the Owner must comply with in accordance with SecƟon 4.4 and
when such requirements take effect; and
c. a statement that the Owner may request, within three (3) working days of receipt of the
Pound Keeper's NoƟce. and is enƟtled to, a hearing by a commitee designated by Council
and specify the procedure for same.
4.6. THE APPEALS COMMITTEE MAY:
1. confirm, vary or reverse the declaraƟon in an order as the case maybe; or
2. confirm or vary any of the requirements of the order such as the Commitee considers
appropriate; or
3. Exempt the Owner of the Dog in the whole or in part from any of the requirements of an
order, subject to such terms and condiƟons as the Commitee considers appropriate; or
4. combine any confirmaƟon, variance, condiƟon, or exempƟon of any of the requirements in
an order as the commitee considers appropriate.
5. KEEPING OF ANIMALS
5.1.
PROHIBITED ANIMALS
No person shall have custody either on a temporary or permanent basis, of any Prohibited Animal
in the Town of Thessalon as listed in Schedule A of this by-law.
5.2.
ZONING
As set out in the Town of Thessalon's Zoning B-law 2510, as amended or its successor, no animals
other than domesƟc pets shall be kept in any zone except in associaƟon with a permited kennel,
animal hospital or animal shelter. This provision shall not be deemed to limit the keeping of
livestock where an agricultural use is a permited use.
The use of an accessory building or structure for the keeping of animals, other than domesƟc
pets, is not permited in any residenƟal zone.
6. RODENTS, RABBITS AND FERRETS
1. No person shall keep any rabbit, ferret, rat or mouse unless:
a. every rabbit, ferret, rat or mouse is housed in a separate cage;
b. each cage is tamper-proof and escape-proof;
c. the floor of each cage is galvanized wire mesh which shall be smooth and free of
protrusions and the grid of which is small enough to prevent the animal's feet from
falling through the openings; and provide a solid impermeable floor covering one third
of the cage;
d. each cage allows 0.6 square meters (6 square feet) of space for the animal;
e. each cage is protected from the elements;
f. each cage is kept in a clean and sanitary condiƟon and animal droppings are not to be
allowed to accumulate and are removed promptly; and,
g. every adult female ferret is spayed and every adult male ferret is neutered.
2. No person who keeps a rabbit, ferret, rat or mouse shall allow such animal to run at large.
7. LIVESTOCK
1. Livestock including Cattle and horses, are only permitted in areas zoned Rural/Agriculture
by the Zoning By-law.
2. No other Livestock shall be permitted in the Town of Thessalon.
8. DEFECATION:
1. Any person having care or control of a Dog or Cat shall immediately remove any feces leŌ
by the animal in any place other than the premises of the Owner.
2. Property Owners must remove any domesƟc animal feces from their property in a Ɵmely
manner in coordinaƟon with the Town of Thessalon's Property Standards.
3. Any person having care or control of a Dog or Cat shall dispose of any feces leŌ by the
animal in a proper waste receptable.
4. Provision 8 - 1 does not apply to:
a. Owners of a Service Dog while that Dog is being used to aid a person with a visual,
hearing or other impediment.
b. Police working Dog while carrying out its duƟes.
9. CARE OF DOMESTIC ANIMALS
9.1.
RESPONSIBILITY TO CARE FOR ANIMALS
Every person shall treat a DomesƟc Animal in a humane manner, including but not limited to the
provision of:
1. adequate and appropriate:
a. food;
b. unfrozen clean water;
c. shelter that is waterproof and protects from exposure to the elements and is
appropriate for its size, species and breed; and
d. veterinary medical care when the animal exhibits signs of pain, illness, or suffering
2. the opportunity for physical acƟvity sufficient to maintain good health
3. Every person who keeps a DomesƟc Animal outside unsupervised for extended periods of
Ɵme shall, keep the DomesƟc Animal within a confined area on the premises and ensure
provisions for and access to the following:
a. a raised shelter that protects from the elements, having regard to its size and type
of coat;
b. an area separate and apart from the shelter for defecaƟon and urinaƟon;
c. an area separate and apart from the shelter that provides protecƟon from direct
sunlight at any Ɵme of the day; and
d. an area that is dry and free from standing water.
9.2.
TETHERS
1. No person shall keep a DomesƟc Animal tethered unless:
a. the tether is a minimum of four (4) meters in length and does not permit it to go
beyond the limits of the property;
b. it has unrestricted and unobstructed movement within the range of the tether;
c. it has access to water, food, shelter, or shade; and
d. the tether is securely atached to a collar that will not cause unnecessary pain or
distress.
2. No person shall use a collar on a DomesƟc Animal that restricts or may restrict its ability
to breathe or swallow, or that causes or may cause distress.
3. No person shall tether any Cat outside while leŌ unsupervised.
9.3.
KEEPING DOMESTIC ANIMALS UNDER SANITARY CONDITIONS
Every person who keeps a DomesƟc Animal within the Town shall keep it, or cause it to be kept
on premises that are free from the accumulaƟon of fecal or other waste mater, foul odour, insect
infestaƟon, rodent atractants or any other unsanitary condiƟon that disturbs or is likely to disturb
the enjoyment, comfort or convenience of any person or animal, or that may endanger the health
of any person or animal.
9.4.
SECURING DOMESTIC ANIMALS IN VEHICLES
1. No person shall allow a DomesƟc Animal to be outside of the passenger cab of a motor
vehicle on a roadway, regardless of whether the motor vehicle is moving or parked.
2.
A person may allow a DomesƟc Animal to be outside the passenger cab of a motor vehicle,
including riding in the back of a pick-up truck or flatbed truck if the DomesƟc Animal is:
a. in a fully enclosed trailer;
b. in a topper enclosing the bed area of a truck;
c. contained in a venƟlated kennel or similar device securely fastened to the bed of
the truck; or
d. securely tethered in such a manner that it is not standing on bare metal, cannot
jump or be thrown from the vehicle, is not in danger of strangulaƟon, and cannot
reach beyond the outside edges of the vehicle.
4. The Owner of an DomesƟc Animal leŌ unatended in a motor vehicle shall ensure that:
a. the DomesƟc Animal is Restrained in a manner that prevents contact between the
Animal and any member of the public;
b. the DomesƟc Animal has suitable venƟlaƟon; and
c. the DomesƟc Animal is not exposed to extreme temperatures which can cause
distress and/or death.
9.5.
CONFINEMENT OF FEMALE DOGS AND CATS IN HEAT
Any person having care or control of a female Dog or Cat that is in heat shall confine such Dog or
Cat to a building or enclosed pen; unƟl such heat has ended.
9.6.
TORMENTING ANIMALS
No person shall torment, assault, bater, annoy, tease or willfully or recklessly kill or cause injury,
pain or suffering to any animal.
10. IMPOUNDING OF CATS & DOGS
10.1. CAPTURE OF CATS & DOGS
1. An Officer, the Town Superintendent, or their designate may take into custody a Dog or
Cat which has been otherwise confided:
a. that is at large;
b. that is trespassing on a public place; or
c. that is trespassing on private property, upon the request of the Owner or occupier
of the property or their representaƟve
2. The Owner of any Dog or Cat taken to the Sault Ste. Marie Humane Society will be liable
for the mileage expenses for the Animal Control Officer, in accordance with the by-law
regarding remuneraƟon and expenses for members of Council, Local Boards and Officers
and Employees of the CorporaƟon of the Town of Thessalon.
3. Where the Sault Ste. Marie Humane Society takes control of a Dog or Cat, it shall impound the
Dog or Cat and the regulaƟons and applicable fees of the said Society will apply.
4. Where a Dog or Cat is injured or aŌer being taken into custody, or in the opinion of the Humane
Society should be euthanized without delay for humane reasons, or for reasons for safety to
persons or animals, the Animal Control Officer or other Officer appointed by the Sault Ste. Marie
Humane Society may euthanize the Dog or Cat in a humane manner as soon aŌer capture or
custody as he or she may determine without permiƫng any person to reclaim the Dog or Cat or
without offering for sale.
11. KENNELS
KENNEL LICENCE
1. No person shall own or operate a Kennel within the Town of Thessalon without having
first obtained a licence from the Town of Thessalon to do so, which licence shall be called
a Kennel Licence and paying the licence fee required for Kennels as set out in the fee
schedule.
12. ENFORCEMENT AND RIGHT OF ACCESS
1. This By-law shall apply to any and all property, animals, persons and individual within the
geographic limits of the Town of Thessalon
2. Unless otherwise provided for herein, all provisions of this By-law may be enforced by an
Officer.
3. An Officer may issue an order or direcƟon requiring that a person comply with the
provisions of this By-law.
4. An Officer may enter upon any land or structures at any reasonable Ɵme for the purposes of
carrying out an inspecƟon for purposes of determining whether or not: (1) the provisions of this
by-law are being complied with.
5. Every person shall permit an Officer, upon producƟon of idenƟficaƟon, to enter the land or
structure for the purpose of the inspecƟon pursuant to provision
6. An Officer may issue a Muzzle Order to any Owner of a Dangerous Dog, containing such
parƟculars as the Officer deems necessary concerning compliance with this By-law or
deemed necessary by the Officer for the safety of the public; any order may be served by
delivering personally to the Owner of the Dog or by registered mail to the last known
address of the Owner of the Dog.
13. OFFENCES AND PENALITIES
1. The Town of Thessalon shall be enƟtled to recover from the Owner of an impounded
animal, the cost of inoculaƟng, veterinary care, and any other care provided while the
animal was impounded, prior to returning the animal.
2. Every Person who contravenes any provision of this by-law is guilty of an offence and on
convicƟon is liable to fine as provided for in the Provincial Offences Act. R.S.O. 1990, c. P.
33.
3. Where an animal is not redeemed by the Owner and the Owner is known, they shall be
held liable for all fees and expenses incurred as a result of the animal's seizure and
impoundment.
4. For the purposes of this secƟon, a separate violaƟon shall be deemed to have been
commited for each and every day during which such violaƟon conƟnues, and convicƟon
in respect of a violaƟon shall not operate as a bar to further prosecuƟon if such violaƟon
conƟnues.
5. Where an Animal Control Officer is unable to seize any Dog found to be running at large
contrary to this by-law and the Owner of such Dog is known to the Animal Control Officer,
an offence noƟce or summons may be served upon the Owner and a fine imposed
pursuant to this by-law is recoverable under the Provincial Offences Act. R.S.O. 1980.
14. VALIDITY
1. Should a court of competent jurisdicƟon declare a part or the whole of any provision of
this By-law to be invalid or of no force and effect, the provision or part is deemed severable
from this By-law survive and be applied and enforced in accordance with its terms to the
extent possible under the law so as to provide a minimum standard for the care and
control of Animals and for the safety and security of individuals and property.
2. Where a provision of this By-law conflicts with a provision of another By-law in force in
the Town of Thessalon, the provisions that establish the higher standards shall prevail in
order to protect the health, safety and welfare of the general public.
3. Nothing in this By-law relieves a person from complying with any provisions of any federal
or provincial law or regulaƟon, other By-law or any requirement of lawful permit, order
or license.
4. Where this By-law refers to another act, by-law, regulaƟon or agency, it includes
references to any act, by-law, regulaƟon or agency that may be subsƟtuted therefore.
By-law 995 and By-law 1248 is hereby rescinded.
This By-law shall come into force and take effect upon the immediate passing thereof.

NOTICE OF DANGEROUS DOG DESIGNATION
I, [NAME], Animal Control Officer/By-law Enforcement Officer of the Municipality of the Town
of Thessalon, in the District of Algoma
DO HEREBY GIVE NOTICE TO [NAME], [STREET ADDRESS], Thessalon, Ontario, P0R 1L0 that the
Dog owned by you and more parƟcularly described as
[COLOUR], [BREED], [SEX], [NAME]
is hereby designated to be Dangerous as described in By-law 2612, as amended, passed by the
Council of the CorporaƟon of the Town of Thessalon;
DO THEREFORE REQUIRE that you immediately upon receipt of this noƟce must keep the said Dog
confined within your dwelling, or when within the boundaries of your premises, ensure that:
1. it wears a muzzle;
2. it is securely tethered;
3. it is contained within an area securely enclosed by a locked fence of an appropriate height,
or an area enclosed by other means such that the Dangerous Dog cannot come into
contact with members of the public; and
4. a sign, no smaller than 5" x 7", is displayed at all entrances to the property upon which
the Dog is kept, bearing words and a symbol that warn that there is a Dangerous Dog on
the property.
When the said Dog is not within the boundaries of your premises, the Dog must be:
1. on a leash that does not exceed two (2) metres in length; and
2. muzzled
YOU ARE HEREBY GIVEN NOTICE that you may appeal this noƟce by requesƟng a hearing to be
heard by the Commitee designated by the Council of the CorporaƟon of the Town of Thessalon.
NoƟce of request for hearing must be served to the Clerk-Treasurer for the CorporaƟon of the
Town of Thessalon within three (3) working days form the date of this noƟce. The Appeal
Commitee may affirm or rescind the Officer's Dangerous Dog designaƟon or may subsƟtute its
own requirements of the Owner of the dangerous Dog pursuant to By-law2612.
