CENOTAPH/CITY HALL SQUARE USE FOR PUBLIC ASSEMBLY POLICY 337/85 March 25, 1985 That the following policy BE ESTABLISHED whereby the administration (and specifically the Commissioner of Parks and Recreation) is authorized to approve the use of the Cenotaph and City Hall Square for any assembly under the following conditions: (a) The purpose of the assembly must be in keeping with the decorum consistent with the symbolism represented by the Cenotaph; (b) All applications to be in writing; (c) Payment by the applicants of a deposit (cash or certified cheque) in an amount to be determined by the Commissioner of Parks and Recreation and such an amount to cover the cost of cleaning up portions of the City Hall Square area should the area not be left in the same condition it was on the date the areas became occupied by the applicant; (d) That the following alternate areas BE APPROVED for public assembly by organizations which are denied use of the Cenotaph site: (i) City Hall Square at the flagpoles; (ii) Provincial Park; (iii) Area between City Hall and the Provincial Court Building; (iv) Lanspeary Park on Ottawa Street side; and also, that when no agreement can be reached between the administration and the applicant, such applications BE REPORTED to Council for consideration and further that Clause 704/83 requiring approval of City Council of all applications for use of the Cenotaph and City Hall Square for public assembly BE RESCINDED.
