Article 1 - Interpretation
804.1.1
Authority Having Jurisdiction or AHJ - defined
"Authority Having Jurisdiction" or "AHJ" means the certified member of the
Woodstock Fire Department responsible for granting approvals for

fireworks displays.
804.1.2
Danger zone - defined
"danger zone" means the area in which display fireworks, through either
discharge or falling debris, expose people to significant risk. This
designation applies from the time the fireworks are brought onto the
firing site until the time the Fireworks Supervisor declares the zone clear
and safe.
804.1.3
Display fireworks - defined
"display fireworks" means high-hazard recreational fireworks (Class 7.2.2)
such as aerial shells, mines, and larger Roman candles designed for use at
public gatherings.
804.1.4
Display fireworks manual - defined
"Display Fireworks Manual" means the manual released by Natural
Resources Canada: Explosives Regulatory Division, as amended.
804.1.5
Fireworks Supervisor - defined
"Fireworks Supervisor" means the person certified by Natural Resources
Canada to conduct a public or private fireworks display.
Article 2 - Application
804.2.1
Application
This Chapter shall apply to everyone who buys, sells, stores, transports,
or uses display fireworks (Class 7.2.2).
Article 3 - Authority
804.3.1
Enforcement - duties
It shall be the duty of the Fire Chief, Assistants to the Fire Marshal for the
City of Woodstock, the Police Chief, and City of Woodstock By-law
Officers, or their designates, to enforce the provisions of this Chapter.
Article 4 - Event Approval - Regulation
804.4.1
Approval - Authority Having Jurisdiction
No person shall conduct an event including display fireworks without the
approval of the Authority Having Jurisdiction.
804.4.2
Application - one month prior
Application for event approval shall be made using the "Display Fireworks
Event Approval/Purchase Form" set out in Schedule 'A', the "Event
Description Form" set out in Schedule 'B', and the "Event Site Plan Form"
set out in Schedule 'C' of this Chapter, and submitted to the AHJ at least one
month prior to the event.

Article 5 - Display Fireworks Event - Regulation
804.5.1
Transportation - set-up - operation - requirements
Any person transporting, setting up or operating display fireworks must
do so in accordance with the requirements outlined in the Display Fireworks
Manual produced by Natural Resources Canada.
804.5.2
Insurance - amount per claim - Corporation included
Any person operating a display fireworks event shall obtain liability
insurance in the minimum amount of $1,000,000 per claim for the specific
date of the event and The Corporation of the City of Woodstock shall be
included in the names of the insured.
804.5.3
Security - water - required
Any person discharging display fireworks over bodies of water shall
provide security on the water to ensure that no one enters the site danger
zone.
804.5.4
Fireworks - water - biodegradable
Any person discharging display fireworks over bodies of water shall ensure
that at least 75 percent of the number of display shells used are made of
biodegradable materials.
Article 6 - Enforcement
804.6.1
Fine - for contravention
Every person who contravenes any of the provisions of this Chapter is
guilty of an offence and upon conviction is liable to a fine or penalty as
provided in the Provincial Offences Act.
Article 7 - Enactment
804.7.1
Effective date
The by-law upon which this Chapter is founded came into force and took
effect on the third and final reading thereof. By-law 8014-04, June 17,
2004.

Schedule 'C' - Event Site Plan Form
The Event Site Plan should include all of the following:
- Separation distances to the public and vulnerable features;
- Position of ramps and/or mortars;
- Fall-out zone;
- Direction of firing;
- Significant ground features, roads, public rights of way, buildings or
structures, overhead obstructions, parking areas, and spectator
viewing areas;
- Location of emergency vehicles;
- North arrow;
All distances are to be marked in metres (m).
