## Rural Municipality of Belfast
## Gas Tax Grants Policy
Established by the Rural Municipality of Belfast at the Council meeting on August 12, 2019 a Financial Grant Program Policy, to be known as the 'Gas Tax Grants Policy'; as per Grants Bylaw # 2018-02.
This Gas Tax Grants Policy establishes the following:
- a) The name of the program is the: Gas Tax Grants Policy.
- b) The Gas Tax Grants Policy was established by Council on: August 12, 2019.
- c) The purpose of the Gas Tax Grants Policy is to: provide financial and/or in-kind assistance to not-for-profit organizations offering services, activities and programs in the interest of the Rural Municipality of Belfast and that are eligible through the Canada-PEl Infrastructure Secretariat Gas Tax Funding Program.
- d) The application deadline for submissions (otherwise known as Capital Investment Plans) to the Gas Tax Grants Policy is: September 13, 2019 for the 2019-2024 Gas Tax Program funding cycle; additional proposals can be considered, should there be funds remaining after the initial application cycle is complete, and at a later date.
- e) The eligibility criteria for the Gas Tax Grants Policy Capital Investment Plans are:
- i. Assistance will be awarded to not-for-profit organizations or the Rural Municipality of Belfast itself, offering services, products or activities in the best interests of the Rural Municipality of Belfast, which also meets the eligibility criteria of the Canada-PEI Infrastructure Secretariat Gas Tax Funding Program, and
- ii. Those eligible for assistance are not required to live within the boundaries of the Rural Municipality of Belfast.
- f) There are seventeen eligible categories under the Gas Tax Program including:
1. Local Roads and Bridges and Highways
3. Short-line Rail
5. Broadband Connectivity
7. Drinking Water
9. Solid Waste
11. Brownfield Redevelopment
13. Recreational Infrastructure
15. Tourism Infrastructure
17. Capacity Building
- g) The estimated amount of available funding assistance through the Gas Tax Funding Program Notional stream for the 2019-2024 funding cycle is projected as follows:

10. Community Energy Systems
12. Sport Infrastructure
14. Cultural Infrastructure

- h) Additional Gas Tax Program funding is also available to the Rural Municipality of Belfast, through the Municipal Strategic Component (dependent on the Municipality Capital Investment Plan submitted).
- i) A Gas Tax Grants Committee will be established for the Gas Tax Grants Policy as follows:
3. Membership will consist of three (3) Councillors (voting), the Mayor (ex-officio) (voting), and administration (non-voting),
- ii. The Chair of the Committee will be selected from amongst the three (3) members of Council; the Chair will only vote in the event of a tie,
- ill. Administration will supply support to the Committee and take minutes,
- iv. The Call for Proposals for the Gas Tax Funding Program Capital Investment Plans will be advertised per the Canada-PEI Infrastructure Secretariat guidelines and per the Rural Municipality of Belfast Public Notice practices,
- V. Applicants for the Gas Tax Funding Program must submit the Capital Investment Plan proposals in EXCEL document format through email to the Rural Municipality of Belfast, and a signed copy of the submission mailed to the Rural Municipality of Belfast,
- vii. The Council of the Rural Municipality of Belfast will consider the Gas Tax Grants Committee recommendation(s) and make its decision 'in public.
- vi. Once all proposals have been received and submission deadline passed; the Gas Tax Grants Committee will review and deliberate 'in-camera'; producing a recommendation for Council consideration, and
