## Rural Municipality of West River Flag Flying Policy
## Policy # 2021-04
BE IT ENACTED by the Council of the Rural Municipality of West River as follows:
- Title
- 1.1 This Policy shall be known as, and may be cited as, the "Flag Flying Policy."
## 2. Objectives
- 2.1 To establish a policy that provides a constant protocol for flying flags on properties and flag poles owned by the Rural Municipality of West River.
- 2.2 To establish a protocol for when the Canadian flag will be flown at half-mast.
## 3. Guiding Principles
The following principles will guide the flying of flags on municipal-owned properties:
- 3.1 As long as the municipal-owned properties have only one flagpole, no flag other than the National flag will be flown from a Municipal owned flagpole.
- If the municipal-owned properties have more than one flagpole, flying any flag other than the Provincial Flag, the Municipal flag, and/or First Nation flag needs a Council approval by a resolution.

- 3.3 The CAO will advise lowering flags on Municipal owned flagpole flag poles to half-mast according to "Rules for half-masting the National Flag of Canada" https://www.canada.ca/en/canadian-heritage/services/flag-canada-masting-rules.html.
- Definitions
- 4.1 "Chief Administrative Officer" means the administrative head of a municipality appointed by the Council under subsection 86 (2)(c) of the Municipal Government Act.
- 4.2 "Council" means the Mayor and other members of the Council of the Municipality.
- 4.3 "Municipality" means the Rural Municipality of West River.
