BY-LAW CONCERNING DOGS, CATS
AND OTHER ANIMALS
ATTENDU QU'avis de motion du présent
règlement a été donné et que le projet de
règlement a été déposé à une séance ordinaire
du Conseil tenue le 1 mai 2025:
WHEREAS notice of motion of the present
by-law was given and its draft was tabled at
a regular meeting of Council held on May 13,
2025:
ATTENDU QUE l'objet et la portée du
règlement ont été présentés par la greffière par
intérim à une séance du Conseil tenue le
10 juin 2025, conformément à l'article 356 de
la Loi sur les cités et villes :

CHAPITRE 1
CHAPTER 1
INTERPRÉTATION
INTERPRETATION
1.01 - Définitions
1.01 - Definitions
Dans le présent règlement, à moins que le
contexte n'indique un sens différent, on entend
par :
In the present by-law, unless the context
otherwise requires, the following expressions
shall mean:
Animal de ferme (Farm animal) : désigne un
animal que l'on retrouve habituellement sur une
exploitation
agricole
et
réservé
particulièrement pour fins de reproduction ou
de consommation. De façon non limitative, sont
considérés comme animaux de ferme les
chevaux, les bêtes à cornes (bovin, ovin,
caprin), les porcs, les lapins, les volailles (coq,
poule, canard, oie et dindon).
Cat (Chat): any male or female cat.
Animal non domestique (Non-domestic
animal) :
désigne
un
animal
dont,
normalement, l'espèce n'a pas été apprivoisée
par l'homme et qui est exotique ou indigène au
territoire Québécois. De façon non limitative,
sont
considérés
comme
des
animaux
exotiques au territoire Québécois : les tigres,
les léopards, les lions, les lynx, les panthères
et les reptiles et de façon non limitative sont
considérés comme animaux indigènes au
territoire Québécois : les ours, les chevreuils,
les orignaux, les loups, les coyotes, les
renards, les ratons laveurs, les visons, les
mouffettes et les lièvres.
City (Ville): City of Dollard-des-Ormeaux.
Chat (Cat): tout chat mâle ou femelle.
Council (Conseil): the Council of the City of
Dollard-des-Ormeaux.
Chien (Dog): tout chien mâle ou femelle.
Dog (Chien): any male or female dog.
Chat errant (Stray cat): tout chat qui n'est pas
en laisse et qui n'est pas sur le terrain de son
propriétaire.
Farm
animal
(Animal
de
ferme):
designates an animal that is usually found on
a farm and is particularly reserved for
reproduction or feeding purposes. In a non-
restrictive way, are considered farm animals:
horses, horned beasts (bovine, ovine,
caprine), pigs, rabbits, poultry (rooster, hen,
duck, goose and turkey).
Chien errant (Stray dog): tout chien qui n'est
pas en laisse et qui n'est pas sur le terrain de son
propriétaire.
Guide or assistance dog (Chien guide ou
d'assistance): a dog that a person needs to
assist them and that is the subject of a valid
certificate attesting that it has been trained
for this purpose by a professional assistance
dog training organisation.
Chien guide ou d'assistance (Guide or
assistance dog) : un chien dont une personne
a besoin pour l'assister et qui fait l'objet d'un
certificat valide attestant qu'il a été dressé à
cette fin par un organisme professionnel de
dressage de chiens d'assistance.
Inspectors (Inspecteurs): any member of the
City patrol, SPVM police officers, or any
person, society or corporation duly appointed
from time to time by resolution of Council to
enforce the provisions of the present by-law.
Conseil (Council): le Conseil de la Ville de
Dollard-des-Ormeaux.
Member of the Police Department (Membre
du service de la Police): any police officer.

Inspecteurs (Inspectors) : tout membre de la
patrouille de la Ville, les policiers du SPVM, ou
toute personne, société ou corporation dûment
nommée de temps à autre par résolution du
Conseil et autorisée à appliquer les dispositions
du présent règlement.
Non-domestic
animal
(Animal
non
domestique): designates an animal whose
species is normally not tamed by mankind
and is exotic or indigenous to the Quebec
territory. In a non-restrictive way, are
considered exotic animals to the Quebec
territory: tiger, leopard, lion, lynx, panther and
reptile and in a non-restrictive way, are
considered as indigenous animals to the
Quebec territory: bear, deer, moose, wolf,
coyote, fox, racoon, mink, skunk and hare.
Membre du service de la Police (Member of
the Police Department) : tout agent de la paix.
Owner of a dog, a cat or any other animal
(Propriétaire d'un chien, d'un chat ou
autre animal): any person, company or
corporation who is the owner of a dog, a cat
or any other animal who put it on display,
feeds it, gives shelter to, acts as its master or
who is responsible for keeping and watching
over a dog, a cat or any other animal.

animal (Owner of a dog, a cat or any other
animal) :
toute
personne,
société
ou
corporation qui est propriétaire d'un chien, d'un
chat ou autre animal, qui exhibe, qui nourrit, qui
donne refuge, qui agit comme si elle était le
maître ou qui a la garde ou la surveillance d'un
chien, d'un chat ou autre animal.
Stray cat (Chat errant): any cat not held on
a leash and not within the limits of its owner's
property.
Ville (City) : Ville de Dollard-des-Ormeaux.
Stray dog (Chien errant): any dog not held
on a leash and not within the limits of its
owner's property.
CHAPITRE 2
CHAPTER 2
ENREGISTREMENT DE CHIENS
OU DE CHATS
REGISTRATION OF DOGS
OR CATS
2.01 - Procédure à suivre
2.01 - Procedure to be followed
Tout propriétaire d'un chien ou d'un chat résidant
dans la Ville doit, dans les trente (30) jours
suivant
l'acquisition
d'un
tel
animal,
de
l'établissement de sa résidence principale dans
la Ville de Dollard-des-Ormeaux ou du jour où le
chien ou le chat atteint l'âge de 3 mois :
Any owner of a dog or cat residing within the
limits of the City shall, in the thirty (30) days
following the acquisition of such animal, of the
establishment of its principal residence in the
City of Dollard-des-Ormeaux or of the day on
which the dog or cat reaches the age of 3
months:
a) enregistrer ce chien ou ce chat auprès
de la Ville et obtenir une médaille
d'identité ;
(a) have such dog or cat registered at City
Hall and obtain a dog or cat tag;
b) s'il y a lieu, produire un certificat de
vétérinaire attestant que le chien ou le
chat a reçu le vaccin antirabique et que
ledit vaccin est valide pour la période
pour laquelle la médaille est délivrée;
(b) if applicable, produce a certificate
signed by a veterinary stipulating that
the dog or cat has been inoculated
against
rabies
and
that
the
effectiveness of the said inoculation
covers the period for which the tag has
been issued;
c) fournir son nom, prénom, adresse,
numéro
de
téléphone
et
adresse
courriel;
(c) provide his first and last name,
address, telephone number and e-
mail address;
d) Identifier le chien ou le chat en précisant
sa race, son sexe, sa couleur, son nom,

distinguishing marks, origin and in the

des chiens uniquement, son poids s'il est
de 20 kg ou plus;

e) acquitter les droits d'enregistrement pour
une année complète pour les chiens et
pour trois (3) ans pour les chats,
conformément au règlement sur les tarifs
pour l'année en cours;
(e) pay the registration fee for a full year
for dogs and for three (3) years for
cats, in accordance with by-law on
rates for the current year;
Les droits d'enregistrement ne sont pas
applicables à un chien d'assistance ou chien
guide.
Registration fees do not apply to an assistance
or guide dog.
L'enregistrement d'un chien ou d'un chat dans
la Ville subsiste tant que le chien et son
propriétaire demeurent les mêmes.
The registration of a dog or cat in the City
continues as long as the dog and its owner
remain the same.
Le propriétaire d'un chien ou d'un chat doit
informer la Ville de toute modification aux
renseignements fournis en application au
présent article.
The owner of a dog or cat must inform the City
of any change in the information provided
under the present section.
2.02 - Validité de la médaille
2.02 - Validity of the Tag
Les frais pour les médailles d'identité, pour les
chiens, sont valides pour une durée d'un (1) an
et sont renouvelables à l'expiration de ce délai.
The fees for dog tags shall be valid for one (1)
year
and
renewable
on
the
payment
anniversary date each year.
Les frais pour les médailles d'identité pour les
chats sont valides pour une durée de trois (3)
ans et sont renouvelables à l'expiration de ce
délai.
The fees for cat tags shall be valid for three
(3) years and are renewable on the payment
anniversary date of the year they expire.
La médaille d'identité physique est valable à vie,
mais
le
paiement
doit
être
effectué
conformément aux modalités des alinéas ci-
dessus.
The physical tag is valid for life, but payment
must be made in accordance with the terms
set out in the above paragraphs.
2.03 - Délivrance de la médaille
2.03 - Issuing of the Tag
Une médaille doit être délivrée, sur réception du
paiement des droits d'enregistrement, aux
personnes qui ont rempli les conditions de
l'article 2.01, une médaille d'identité incessible
d'un chien ou une médaille d'identité incessible
d'un chat.
A tag must be issued, upon receipt of the
registration fees, to the applicants having
fulfilled the requirements of Section 2.01, an
non-transferable dog tag or a nontransferable
cat tag.
2.04 - Médaille perdue
2.04 - Lost Tag
Advenant la perte ou la destruction de la
médaille d'identité, la personne à qui elle a été
délivrée peut en obtenir une autre moyennant
une somme d'argent établie en conformité avec
le règlement sur les tarifs.
Should the tag be lost or destroyed, the person
to whom it was issued may have it replaced
upon payment of a fee in accordance with by-
law on rates.

chat

Le propriétaire d'un chien ou d'un chat doit lui
fournir la nourriture, l'abri et les soins
élémentaires (vétérinaire et autres).
The owner of a dog or cat shall provide it with
food, shelter and adequate care (veterinary
and other).
3.02 - Protection du chien ou du chat
3.02 - Protection of the dog or cat
Nul ne doit causer, ni permettre qu'on cause à
un chien ou un chat une douleur, une souffrance
ou une blessure sans nécessité.
No one shall cause or allow to be caused to a
dog or cat any unnecessary pain, suffering or
injury.
3.03 - Surveillance du chien ou du chat
3.03 - Supervision of the dog or cat
Nul propriétaire d'un chien ou d'un chat ne doit
l'abandonner dans les limites de la Ville.
The owner of a dog or cat shall not abandon
the said animal within the limits of the City.
3.04 - Médaille d'identité
3.04 - Identification Tag
Le propriétaire d'un chien ou d'un chat doit
s'assurer que le chien ou le chat porte en tout
temps la médaille d'identité mentionnée à
l'article 2.01.
The owner of a dog or cat shall make sure that
the tag mentioned in Section 2.01 is worn by
the animal at all times.
3.05 - Nombre de chiens et de chats permis
3.05 - Number of Dogs and Cats Allowed
Il est interdit de garder dans un logement et dans
les dépendances du bâtiment où se trouve ce
logement plus de deux (2) chiens et de deux (2)
chats. Cependant, tout propriétaire d'une
chienne ou d'une chatte qui met bas à une
portée de chiots ou de chatons, est autorisé à
garder la portée de chiots ou de chatons pour
une période maximale de trois (3) mois.
It shall be prohibited to keep in a dwelling and
the accessory structures of a building where
such dwelling is located more than two (2)
dogs and two (2) cats. However, in the event
that a bitch or female cat gives birth to a litter
of puppies or kittens, such puppies or kittens
may be kept by the owner for a period not
exceeding three (3) months.
3.06 Chien ou chat d'un non-résident
3.06 - Dog or cat owned by a non-resident
Aucun chien ou chat qui vit habituellement en
dehors des limites de la Ville ne peut être amené
dans les limites de celle-ci à moins que ce chien
ou ce chat ne porte une médaille d'identité
délivrée par la municipalité ou l'arrondissement
où ledit chien ou chat vit d'une façon habituelle.
No dog or cat kept in a municipality other than
the City shall be allowed within the limits of the
City unless it is wearing a tag supplied by the
City or one supplied by the municipality or
borough in which it is usually kept.

NUISANCES

4.01 - Définitions des nuisances
4.01 - Definitions of nuisances
Les faits, circonstances et actes mentionnés ci-
dessous constituent une nuisance et comme tels
sont interdits. Tout propriétaire d'un chien ou
d'un chat, ou autre personne qui occasionne
ladite nuisance ou dont le chien ou le chat se
comporte de telle façon qu'il crée une nuisance
commet une infraction au terme du présent
règlement :
The following facts, circumstances and acts
constitute a nuisance under the present by-
law and are prohibited. Any owner of a dog or
cat, or other person who causes such
nuisances or whose dog or cat acts in such a
way as to create a nuisance acts in violation of
the present by-law :
a) les chiens ou les chats qui causent un
dommage à la propriété d'autrui, qui
deviennent une menace pour enfants et
adultes, ou qui aboient, hurlent ou
miaulent au point de troubler la paix ou
d'importuner
le
voisinage,
ou
qui
déplacent les ordures;
(a) dogs or cats causing damage to
property, constituting a menace to
children or adults, or barking or
howling or caterwauling to the point of
troubling the peace or disturbing the
neighbourhood,
or
displacing
garbage;

b) la présence d'un chien ou d'un chat qui
n'est pas tenu en laisse par son
propriétaire à l'extérieur des limites de sa
propriété ou à l'intérieur des limites de
sa propriété non clôturée; ou la
présence d'un chien ou d'un chat qui
s'est échappé de son propriétaire et qui
erre dans les limites de la Ville;
(b) the presence of a dog or cat not held
on a leash by its owner outside the
limits of the property of its owner or
within the limits of its property that is
not fenced; or the presence of a dog
or cat which has escaped from its
owner and is roaming freely within the
limits of the City;
c) Un chien qui, dans un endroit public, n'est
pas sous le contrôle d'une personne
capable de le maitriser;
(c) A dog that, in a public place, is not
under the control of a person capable
of controlling it;
d) Un chien qui est tenu au moyen d'une
laisse d'une longueur de 1,85 mètres et
plus;
(d) A dog held on a leash that is 1.85
metres or more in length;
e) Un chien de 20 kg et plus qui n'a pas de
licou ou de harnais attaché à sa laisse;
(e) a dog weighing 20 kg or more that
does not have a halter or harness
attached to its leash;
Les paragraphes c), d) et e) ne s'appliquent
pas lorsque le chien se trouve dans une aire
d'exercice canin ou lors de sa participation à
une activité canine, notamment une exposition,
une compétition ou un cours de dressage de
chien.
Paragraphs (c), (d) and (e) do not apply
when the dog is in a dog exercise area or
taking part in a dog activity such as an
exhibition, a competition or a dog training
course.
f) la présence d'un chien ou d'un chat
dans les parcs, terrains de jeux et
places publiques.
(f) the presence of a dog or cat in parks,
playgrounds and public places.
Cependant, ne sont pas assujettis à ces
dispositions:
However, shall not be subject to the said
provisions:
1)
les chiens ou les chats tenus en laisse
dans un parc, mais non sur les
terrains de jeux ou les terrains de
sports;
1) dogs or cats held on a leash and
brought to a park, as long as they do not
go on playgrounds or on playing fields;
2) les chiens guides;
2) assistance dogs;
g) la présence d'un chien ou d'un chat sur
un terrain privé sans le consentement du
propriétaire ou de l'occupant dudit terrain
ou sur les parties du terrain qui
appartiennent à la Ville, soit entre le
trottoir public et la ligne de rue, sans le
consentement du propriétaire ou de
l'occupant de la propriété contiguë audit
terrain;
(g) the presence of a dog or cat on private
property without the permission of the
owner or occupant of such property, or
on parts of property belonging to the
City, between the sidewalks and the
street line, without the permission of
the owner or occupant of the property
adjacent to such parts;
h) l'omission par le propriétaire d'un chien
ou d'un chat de nettoyer par tous les
moyens appropriés tout lieu public ou
privé sali par les excréments dudit chien
ou chat; et
(h) the omission of an owner to clean, by
any
appropriate
means,
any
excrements left by his dog or cat on a
private or public property; and
i) les chiens ou les chats gardés pour fin
d'élevage, de commerce ou de pension
sauf dans les zones autorisées.
(i) dogs or cats kept for breeding,
commercial or boarding purposes
except in authorised zones.

RESPONSABILITÉS DU CITOYEN
DUTIES OF THE CITIZEN
5.01 - Chien ou chat blessé
5.01 - Injured dog or cat
Toute personne qui renverse ou écrase un chien
ou un chat doit s'arrêter et prendre les mesures
qui s'imposent pour venir en aide à l'animal
blessé. Si le propriétaire du chien ou du chat ne
peut être identifié et retracé, cette personne doit
en informer la Ville, le Service de la police ou
demander l'aide de la Société pour la prévention
de la cruauté envers les animaux.
Any person running over or hitting a dog or cat
must stop and do what is necessary to help
the injured animal. If the owner of the dog or
cat cannot be identified or found, the City or
the Police Department must be informed of the
fact or the help of the Society for the
Prevention of Cruelty to Animals may be
requested.
5.02 - Défense d'utiliser poison ou piège
5.02 - Use of poison or trap prohibited
Nul citoyen n'a le droit d'étendre du poison, ni
d'installer quelque piège que ce soit, sur sa
propriété ou ailleurs, pour se débarrasser des
chiens ou des chats errants.
No citizen shall have the right to spread poison
or set any traps on his property or elsewhere
with the intention of deterring stray dogs or
cats.
5.03 - Chien ou chat errant
5.03 - Stray Dogs or Cats
Tout chien ou chat errant retrouvé par un citoyen
doit être remis aux inspecteurs ou à un
contrôleur animalier.
Any stray dog or cat found by a citizen shall be
handed over to the inspectors or to an animal
control officer.
CHAPITRE 6
CHAPTER 6
RESPONSABILITÉS DES INSPECTEURS
DUTIES OF THE INSPECTORS
6.01
6.01
Les inspecteurs doivent faire observer les
dispositions du présent règlement et, sans limiter
la généralité de ce qui précède, ont les fonctions
et devoirs suivants :
The inspectors shall enforce all the provisions
of the present by-law and without limitation to
the generality of the foregoing, shall have the
following duties and responsibilities:
a) faire la ronde des rues à l'intérieur des
limites de la Ville aux fins de faire
observer les dispositions du présent
règlement;
(a) patrol within the limits of the City in
order to enforce the provisions of the
present by-law;
b) remettre à son propriétaire tout chien ou
chat errant trouvé dans les limites de la
Ville. Si le propriétaire du chien ou du
chat ne peut être retrouvé, le remettre à
un contrôleur animalier;
(b) return to its owner any stray dog or cat
found within the limits of the City. If the
owner of the dog or cat cannot be
found, surrender the dog or cat to an
animal control officer;

Aux fins de veiller à l'application des
dispositions
du
présent
règlement,
un
inspecteur qui a des motifs raisonnables de
croire qu'un chien se trouve dans un lieu ou
dans un véhicule peut, dans l'exercice de ses
fonctions:
For the purpose of ensuring the application
of this by-law, an inspector who has
reasonable grounds to believe that a dog is
on premises or in a vehicle may, in the
performance of inspection duties;
a) pénétrer à toute heure raisonnable
dans ce lieu et en faire l'inspection;
(a) enter and inspect the premises at any
reasonable time;
b) faire l'inspection de ce véhicule ou en
ordonner

l'inspecter;
(b) inspect the vehicle or order any such
vehicle to be stopped for inspection;

enregistrements;

compte, registre, dossier ou autre

s'il
a
des
motifs
raisonnables de croire qu'il contient des
renseignements relatifs à l'application
du présent règlement;
(e) require any person to produce any
books, accounts, registers, records
or other documents for examination
or for the purpose of making copies
or obtaining extracts, if the inspector

An inspector may only enter the dwelling
house with the occupant's permission or,
failing that, under a search warrant issued by
a judge, on the basis of a sworn statement
by an inspector stating that he or she has
reasonable grounds to believe that a dog that
constitutes a risk to public health or safety is
in the dwelling-house, authorizing, on the
conditions he or she specifies, an inspector
to enter the dwelling-house, seize the dog
and dispose of it in accordance with the
provisions of this division. The warrant may
be
obtained
in
accordance
with
the
procedure provided for in the Code of Penal
Procedure
(chapter
C-25.1),
with
the
necessary modifications.
