PROVINCE DE QUÉBEC
COMTÉ DE GATINEAU
BY-LAW NUMBER 2025-004 TO REPEAL BY-LAW NUMBER SQ 2021-005 (R.M. 2022-007) AND SQ
2017-005 BY-LAW CONCERNING ANIMALS APPLICABLE BY THE SÛRETÉ DU QUÉBEC IN THE
MUNICIPALITY OF THE TOWNSHIP OF LOW AND BY-LAW NO. 04-2020 ON THE REGISTRATION OF
DOGS
WHEREAS the MRC de la Vallée-de-la-Gatineau (MRCVG) adopted at their regular meeting of
November 27, 2025, bearing resolution number 2024-R-AG371, for the purpose of announcing, in
accordance with article 678.0.1 of the Municipal Code of Québec, its intention to declare its
jurisdiction over a portion of the safety jurisdiction pertaining to animal management and control
for all of its municipalities;
WHEREAS the MRC de la Vallée-de-la-Gatineau (MRCVG) adopted at their regular meeting of
April 15, 2025, bearing resolution number 2025-R-AG150, by-law SQ 2021-005 (R.M. 2025-411 "
By-law concerning the declaration of jurisdiction of the MRC de la Vallée-de-la-Gatineau with
respect to a portion of the safety jurisdiction concerning animal management and control for all
of its municipalities" and effective since April 23, 2025, conferring on the MRCVG the power to
adopt any by-law relating to animal control;
WHEREAS the MRCVG delegates to the SPCA de l'Outaouais the power to intervene within the
framework of the present by-law and to see to its application, as long as the Agreement with the
Society is in force;
WHEREAS the existing by-laws concerning animals should be repealed in view of the MRCVG's
new jurisdiction;
WHEREAS in accordance with article 454 of the Quebec Municipal Code, a by-law may only be
repealed by another by-law;
THEREFORE, IT IS, it is ordained and decreed by the Municipal Council of the Municipality of the
Township of Low and the said Council hereby ordains and decrees as follows, namely :
ARTICLE 1 - PREAMBULE
The preamble to the present by-law forms an integral part thereof.
ARTICLE 2 - PURPOSE
The purpose of this by-law is to repeal by-law number SQ 2021-005 (R.M. 2022-007), by-law
SQ-2017-005 (RM Low-05-2017) and by-law No. 04-2020 on the registration of dogs.
ARTICLE 3 - REPEAL OF BY-LAWS
The present by-law repeals, for all purposes, all by-laws and management policies predating the
adoption of the present by-law or any provisions of any by-law or policy that are incompatible
with the above enacted by-laws.
ARTICLE 4 - INTERPRETATIVE PROVISIONS
4.1
The masculine and singular genders are used in these rules without discrimination and
include the feminine and plural to avoid excessive text.
4.2
PARTIAL INVALIDITY OF THE BY-LAWS
Should any part or clause of this by-law be declared invalid by a recognized court, the
validity of all other parts or clauses shall not be questioned. The Municipal council hereby
declares that it adopts the by-law part by part, regardless of the fact that one or more of
these parts may be declared null and void by the Court.
ARTICLE 5 - EFFECTIVE DATE
The present by-law will come into force once the formalities required by law have been completed.
