It is ordained and enacted by By-law 1498,
entitled "BY-LAW ON PAID PARKING" as follows:
ARTICLE 1
SECTION 1
Dans le présent règlement, à moins que
le contexte n'indique un sens différent,
on entend par les mots :
In this by-law, unless the context indicates
a different meaning, we mean by the
words:

« auto-collant de stationnement »
"parking sticker":
Un auto-collant émis par la Ville de
Westmount
à
un
résidant
éligible,
autorisant le stationnement prolongé de
son véhicule dans la rue ou rues
désignées par la Ville.
A sticker issued by the City of Westmount
to
an
eligible
resident,
authorizing
extended parking of their vehicle on the
street or streets so designated by the City.

Un appareil de stationnement ayant la
propriété :
A parking device with the following
properties:
1º d'enregistrer le numéro de la zone de
stationnement ainsi que de la plaque
d'immatriculation
du
véhicule
de
l'utilisateur, tel que ce dernier les
indique ;
1º to register the number of the parking
zone as well as the license plate of the
user's vehicle, as the latter indicates them;
2º d'accepter uniquement le paiement
en monnaie canadienne ou par carte de
crédit ;
2º to only accept payment in Canadian
currency or by credit card;
3º d'indiquer à l'écran l'heure à laquelle
la transaction débute et, au fur et à
mesure du paiement par insertion de

3º to indicate on the screen the hour at
which the transaction begins and, as the
payment is made by cash or credit card,

paid parking period;

"parking space unit" or "unit":
toute partie d'une rue, ruelle, carré,
chemin, lieu public ou autre terrain sur
laquelle le stationnement d'un véhicule
est régi par la Ville selon ce règlement.
Any part of a street, alley, square, road,
public area or any other land on which the
parking of a vehicle is regulated by the
City under this by-law.

A permit issued by the City of Westmount
to an eligible resident authorizing their
vehicle to be parked for a maximum of
four (4) hours on any street which has
posted parking restriction of four (4) hours
or less.

1º to memorize the information received
from the central station;
2º d'indiquer à l'écran, par leur numéro,
les plaques d'immatriculation et la zone
de stationnement pour lesquelles le tarif
du stationnement a été payé et celles
pour lesquelles aucun paiement n'a été
fait ;
2º to indicate on the screen, by their
number, the license plate and the parking
zone in which the tariff has been paid and
those for which no payment has been

ARTICLE 1.1
SECTION 1.1
Le présent règlement s'ajoute aux
règles établies dans le Code de la
sécurité routière du Québec (RLRQ,
chapitre C-24.2).
This by-law supplements the regulations
set out in the Quebec Highway Safety
Code (CQLR, chapter C-24.2).

ARTICLE 2
SECTION 2
Des panneaux sont érigés pour informer
le public des restrictions applicables au
stationnement, énoncées dans le présent
règlement.
Signs are erected to inform the public of
relevant parking restrictions set forth in this
By-law.
ARTICLE 3
SECTION 3
Les heures de stationnement payant
sont établies de la manière suivante :
Paid parking hours are established in the
following manner:
i)
Pour le stationnement sur rue à
Westmount, les heures prévues
à l'annexe A;
i) For street parking in Westmount,
the hours shown in Annex A;
ii)
Pour
les
terrains
de
stationnement publics de la Ville,
les heures prévues à l'annexe B.
ii) For the public parking lots the
hours as shown in Annex B.

ARTICLE 4
SECTION 4
À sa discrétion, l'officier responsable du
Service de police de la Ville de Montréal
dans le secteur de Westmount ou le
directeur de la sécurité publique peut
interrompre l'utilisation des bornes de
paiement de stationnement ou interdire le
stationnement des véhicules dans les
espaces unitaires de stationnement et
ce, pendant certaines périodes de temps
où l'on procède à des travaux de
réparation ou à l'enlèvement de la neige,
ou encore en cas d'incendie ou autre
urgence.
At his or her discretion, the Officer in
charge of the Service de police de la Ville
de Montréal for the Westmount Sector, or
the Director of Public Safety, may interrupt
the use of parking pay stations or prohibit
the parking of vehicles within the parking
space units, for certain periods of time, be it
for maintenance, repairs, snow removal or
in the case of fire or other emergencies.
À sa discrétion, le Directeur de la sécurité
publique peut également modifier ou
interrompre les heures de stationnement
payant pour tenir compte des jours fériés,
des défilés ou tout autre évènement
spécial qui aura lieu sur le territoire de la
Ville.
At his or her discretion, the Director of
Public Safety may also interrupt the service
or modify the paid parking hours for
holidays, parades or any other special
event that takes place on the City's
territory.
ARTICLE 5
SECTION 5
L'utilisation des espaces unitaires de
stationnement contrôlée par borne de
paiement de stationnement entraînera
l'application des tarifs tel qu'indiqué au
Règlement visant à établir les tarifs pour
l'exercice financier en cours.
The tariffs for the use of parking space
units controlled by parking pay stations
shall apply as indicated in the By-law to
establish tariffs for the current fiscal year.

d'autopartage reconnu par la Ville, tel
que car2go ou Communauto, peut
stationner dans un espace unitaire de
stationnement sans payer le montant
requis selon ce règlement.
Notwithstanding section 6, any driver of a
vehicle belonging to a car sharing service
recognized by the City, such as car2Go or
Communauto, may park in a space unit
without paying the required fee under this
by-law.

un espace unitaire de stationnement
réservé aux véhicules électriques, le
conducteur

brancher son véhicule à la borne de
recharge dédiée à cet espace de
stationnement.
When a vehicle is parked in a parking
space unit reserved for electric vehicles,
the driver shall immediately plug their
vehicle to the charging station dedicated
to the parking space.
Il est interdit à tout conducteur de
stationner son véhicule dans un espace
unitaire de stationnement réservé aux
véhicules électriques, sur toute rue ou
place publique, si :
It is prohibited for a driver to park their
vehicle in a parking space reserved for
electric vehicles, on any street or public
place, if:

a) le véhicule n'est pas muni d'une
plaque d'immatriculation verte ;
a) the vehicle is not bearing a green
licence plate;
b) le véhicule n'est pas branché à la
borne de recharge dédiée à la

the parked vehicle, or group of parked
vehicles.

Aucune disposition du présent règlement
n'interdit à un conducteur de déposer un
paiement additionnel correspondant au
montant prescrit afin de bénéficier de la
durée
maximale
de
stationnement
autorisée dans un espace unitaire, et ce
que ce soit au moment même de
l'expiration du délai de stationnement
prévue ou avant ladite expiration.
No provision in this by-law shall prevent a
driver, at or before the expiry of the
permitted parking time, from depositing an
additional payment in the prescribed
amounts so as to gain benefit from the
maximum parking time permitted in the
unit.

property of the City and shall be collected

persons

by
the
City

par

d'une
borne de paiement de stationnement,
d'une application mobile ou de tout autre

The City is not responsible for any errors
committed when making the payment for a
parking space unit by way of a parking pay
station, a mobile application or any other
appropriate means and will not provide any
reimbursement.
ARTICLE 10

un effet de commerce qui n'a pas cours

It is prohibited for a person to deposit in a
parking pay station a bill, coin or instrument
that is not lawful currency in Canada.
ARTICLE 11

lignes blanches ou bleues, continues ou
discontinues, aucune partie d'un véhicule
ne doit pas être stationnée de manière à
empiéter sur l'espace unitaire adjacent.
Where a parking space unit is delimited on
the ground by white or blue, continuous or
discontinuous lines, no part of a vehicle
shall be parked in such a manner so as to
encroach on an adjacent unit.

ARTICLE 13

(1) Tout officier de stationnement qui
trouve un véhicule stationné en violation
des dispositions prévues aux articles 6, 7
ou 11 du présent règlement, peut,
conformément au Code de procédure
pénale et à la réglementation adoptée en
vertu dudit code, émettre un constat
d'infraction et en signifier un double au
conducteur du véhicule ou placer en
évidence sur ledit véhicule un double
dudit constat d'infraction.
(1) Any parking officer who finds a vehicle
parked in violation of the provisions of
Sections 6, 7 or 11 of this by-law, may, in
conformity
with
the
Code
of
Penal
Procedure and the regulation adopted
pursuant to said Code, issue a statement of
offence and serve to the driver of the
vehicle or deposit, in a conspicuous place
on such vehicle, a duplicate of said
statement of offence.
(2)
Nulle
autre
personne

statement of offence placed thereon by a
parking officer in accordance with the first
paragraph.

(3) The parking officer shall ensure that the
other portion of the statement of offence
mentioned in the first paragraph is filed, or
electronically uploaded, with the Municipal
Court.
ARTICLE 14
SECTION 14
Quiconque contrevient à une disposition
du présent règlement commet une
infraction et est passible d'une amende :
Every person who violates a provision of
this by-law commits an offence and is liable
to a fine:
i) au montant de soixante dollars

aux articles 6, 7 ou 11 du présent
règlement; et

of Sections 6, 7 or 11 of this By-law;

ARTICLE 15
SECTION 15
Tout officier de stationnement qui en
reçoit l'ordre de l'agent responsable du
Service de police de la Ville de Montréal
dans le secteur de Westmount ou le
directeur de la sécurité publique est
autorisé
à
remorquer
ou
à
faire
remorquer et entreposer tout véhicule
stationné
en
violation
du
présent
règlement et ce, aux risques et aux frais
incluant les frais de remorquage, du
propriétaire dudit véhicule.
Any parking officer if so instructed by the
Officer in Charge of the Westmount Sector
of the Service de police de la Ville de
Montréal or the Director of Public Safety, is
authorized to remove or cause to be
removed and stored, any vehicle parked in
contravention of this By-law at the risk and
expense, including the costs of towing, of
the owner of said vehicle.
Les frais de remorquage et tout autre
frais doivent être ajoutés au montant de
l'amende imposée en vertu du présent
règlement et recouvrée de la même
façon que celle-ci.
The costs of towing or any other fees shall
be added to the amount of the fine imposed
under this By-law and collected in the same
manner as said fine.
ARTICLE 16

présent
règlement
abroge
le
règlement
685
intitulé
« Règlement
concernant les parcomètres ».
This by-law repeals by-law 685 entitled
"By-law concerning Parking Meters".
ARTICLE 17
SECTION 17

Le présent règlement entre en vigueur le
2 mai 2016.
This by-law comes into force on May 2,
2016.
