BYLAW 2025-05
A BYLAW TO PROVIDE FOR THE LICENSING AND REGULATING
OF CATS AND DOGS AND FOR THE PROHIBITING OF ANIMALS
RUNNING AT LARGE
The Council of the Northern Village of Air Ronge, in the Province of Saskatchewan, under the provision
of subsection 100(1) of The Northern Municipalities Act, 2010, enacts as follows:
Title
1. This bylaw may be referred to as the "Animal Control Bylaw".
Definitions
2. For the purpose of this bylaw, the expression:
a)
"Act" means the Northern Municipalities Act 2010 of the Province of Saskatchewan;
b)
"Animal" means any member of the animal kingdom, other than a human being;
c)
"CAO" or "Administrator" shall mean the person appointed by Council as the CAO for the
Village pursuant to Section 126 of the Act, or their lawful deputy, including any person
appointed as Acting Chief Administrative Officer by Council or CAO;
d)
"Cat" means a domestic member of the feline species;
e)
"Bylaw enforcement officer" shall mean the person or persons appointed or contracted
by the Council of the Northern Village of Air Ronge for the purpose of enforcing the
provisions of this Bylaw;
f)
"Council" shall mean the Council of the Northern Village of Air Ronge;
g)
"Dangerous Animal" means any Animal declared to be a dangerous Animal by a judge of
the Provincial Court of Saskatchewan or a Justice of the Peace (pursuant to the Act).
h)
"Dog" shall mean a member of the canis genus species, male or female, neutered or
spayed, over the age of six months;
i)
"Service dog" shall mean a member of the canis genus species, male or female,
neutered or spayed, over the age of six months that has been individually
trained to perform work or tasks for the benefit of an individual with a
disability, including physical, sensory, intellectual or other mental disabilities;
j)
"Police working dog" shall mean a member of the canis genus species, male or
female, neutered or spayed, over the age of six months that has been trained
and is actively used for specific functions such as performing law enforcement
duties, conducting search-and-rescue operations, or engaging in detection work.
k)
"Keep" or "kept" means to own, possess, harbour, have responsibility for, or have care
and control over a dog;
l)
"Kennel" means a place, building, or structure for the training, boarding, care or sale of
Animals.
m) "Owner" means any person who keeps a dog. If the owner is a minor, the person
responsible for the custody of the minor shall also be the owner. An owner does not
include a person keeping a dog when they are:
(i)
the Village;
(ii)
a bylaw enforcement officer;

(iii)
a veterinarian pursuant to The Veterinarians Act who is keeping a dog for
the prevention, diagnosis, or treatment of a disease or of an injury to the
dog.
n)
"Peace officer" shall mean a member of the Royal Canadian Mounted Police;
o)
"Person" means a natural person, corporation, partnership, or firm.
p)
"Pound" shall mean such premises and facilities as may be designated by Council for the
purpose of safely lodging and securing animals seized pursuant to this Bylaw;
q)
"Pound-keeper" shall mean the person(s) appointed by the Council as pound-keeper or
the Administrator in the absence of an appointed pound-keeper;
r)
"Running at large" shall mean when the dog is beyond the boundaries of the land
occupied by the owner, possessor, or harbourer of the said dog, or beyond the
boundaries of said land where the dog may be with the permission of the owner or
occupier of said land, and when it is not under control by being:
(i)
in direct continuous charge of a person competent to control it; or
(ii) securely confined within an enclosure; or
(iii) securely fastened to a leash or chain or other similar restraining device, not
exceeding two metres in length, so that it cannot roam at will;
s)
"Village" shall mean the Northern Village of Air Ronge.
t)
"Zoning Bylaw" means the Village's current Zoning Bylaw, including any amendments.
Dog Licensing
3. Every person or owner of a dog that keeps a dog, including service or police working dogs,
within the boundaries of the Village shall obtain a license from the Administrator.
a. The license shall be obtained within (30) thirty days of taking possession of the dog.
b. Every owner of a dog who resides in the Village for more than (30) thirty days in a
calendar year shall obtain a license for each dog that is six (6) months of age or
older.
c. An application for a Dog license under this Bylaw shall be submitted to the Village
office. The application will be submitted on a form provided by the Administrator to
include a physical description of the dog, a recent photo of the dog as an
attachment, and the name, address and contact information of the owner of the
dog.
d. When issuing a license for a dog, the Administrator shall supply the applicant with a
license tag and a receipt for the license fee.
4. Every dog license and corresponding tag issued under this Bylaw is issued free of charge and
shall be valid for the lifetime of the Dog.
5. Every Dog licence and corresponding license tag issued under this Bylaw is valid only in respect
of the Dog for which it was issued, as described on the licence application. However, a license
and tag may be transferred to another Dog provided the Village approved form (or
notification) is submitted to the Village Office.
6. If a dog license tag is lost or damaged so as to be illegible, the owner, possessor, or harborer of
the dog to which the license was issued shall obtain a replacement which shall be issued by
the Village upon payment of a fee of $10.00.
7. Every person to whom a license has been issued under this Bylaw shall cause his or her dog to
wear a collar, harness or other suitable device, to which shall be attached the license tag
issued by the Village pursuant to this Bylaw, except where the dog can be identified by means
of an approved microchip and the microchip number has been provided to the municipality.

Cat Licensing
8. Every person or owner of a cat that keeps a cat within the boundaries of the Village shall
obtain a license from the Administrator.
e. The license shall be obtained within (30) thirty days of taking possession of the cat.
f.
Every owner of a cat who resides in the Village for more than (30) thirty days in a
calendar year shall obtain a license for each cat that is six (6) months of age or older.
g. An application for a Cat license under this Bylaw shall be submitted to the Village
office. The application will be submitted on a form provided by the Administrator to
include a physical description of the cat, a recent photo of the cat as an attachment,
and the name, address and contact information of the owner of the cat.
h. When issuing a license for a cat, the Administrator shall supply the applicant with a
license tag and a receipt for the license fee.
9. Every cat license and corresponding tag issued under this Bylaw shall be issued free of charge
and is valid for the lifetime of the cat.
10. Every cat license and corresponding licence tag issued under this Bylaw is valid only in respect
of the cat for which it was issued, as described on the license application. However, a license
and tag may be transferred to another cat provided the Village approved form (or notification)
is submitted to the Village Office.
11. If a cat license tag is lost or damaged so as to be illegible, the owner, possessor, or harborer of
the cat to which the license was issued shall obtain a replacement which shall be issued by the
Village upon payment of a fee of $10.00.
12. Every person to whom a license has been issued under this Bylaw shall cause his or her cat to
wear a collar, harness or other suitable device, to which shall be attached the license tag
issued by the Village pursuant to this Bylaw, except where the cat can be identified by means
of an approved microchip and the microchip number has been provided to the municipality.
Running at Large
13. Any owner of a cat or dog shall not, at any time, cause or allow a kept cat or dog to be running
at large within the Village.
14. There are no off-leash areas designated within the limits of the Village boundaries. A cat or
dog must be under the direct control of an owner, confined or secured to a leash, chain, or
other similar restraining device not exceeding 2 metres in length at all times.
Fencing
15. When outdoor and not under the direct control of an owner, an animal must be housed within
a fenced or otherwise secured enclosure to be safely kept on a property.
Limits - Number of Cats or Dogs
16. No person shall keep more than three (3) dogs, including service dogs and police working
dogs, whether licensed or not, within the Village except as part of an approved kennel or
pound. Dogs will not count toward this limitation until they reach six (6) months of age.
a. No person shall keep more than one service dog.
17. No person shall keep more than three (3) cats, whether licensed or not, within the Village,
except as part of an approved kennel or pound. Cats will not count toward this limitation until
they reach six (6) months of age.
18. No person shall keep more than four (4) animals in combination (must not exceed three (3)
dogs, including service dogs or police working dogs, or three (3) cats), except as part of the
operation of an approved kennel or pound. Cats and dogs will not count toward this limitation

until they reach six (6) months of age.
19. No person shall establish, operate, or maintain a Kennel or Pound within the Village unless it is
in a zoning district where such use is permitted per the Zoning Bylaw.
Seizure and Impounding
20. A bylaw enforcement officer or peace officer may take any cat or dog found running at large
to the Village pound where it shall be kept for a maximum of three (3) days, including
weekends and statutory holidays, unless the owner, possessor, or harbourer redeems the cat
or dog by paying, to the pound keeper, the amount set forth in "Schedule A" of this Bylaw.
Impoundment fees for a registered cat or dog may be waived if the owner advises the Village
Office that they are actively searching for the cat or dog prior to it being impounded.
21. A bylaw enforcement officer or peace officer is hereby authorized to seize and capture, by
any reasonably humane method authorized by the Council, and impound any cat or dog that is
found to be running at large.
22. No person shall:
a) interfere with or attempt to obstruct a bylaw enforcement officer or peace officer who
is attempting to seize or has seized a cat or dog in accordance with the provisions of this
Bylaw;
b) unlock or unlatch or otherwise open the vehicle in which a cat or dog, seized under this
Bylaw, has been placed, so as to allow or attempt to allow the cat or dog to escape
therefrom; or
c) remove or attempt to remove any cat or dog from the possession of a bylaw
enforcement officer or peace officer.
23. It shall be the duty of the pound-keeper to provide each impounded cat or dog with an
adequate daily supply of food and fresh water.
24. The Administrator may surrender any cat or dog, which is not redeemed within the period of
time noted in this Bylaw, to a regionally recognized local animal rescue agency for rehoming.
Nuisance and General Care
25. No person shall tease, entice, bait, throw objects at or otherwise abuse an Animal.
26. No person shall keep an Animal and deprive it of adequate food, water, shelter or care for
maintaining proper Animal health.
27. No owner of a cat or dog shall:
a) allow the cat or dog to do damage to public or private property;
b) allow the cat or dog to create a nuisance to any person by barking, mewing, howling,
chasing vehicles, or chasing bicycles;
c) allow the cat or dog to create a nuisance to any person or domestic animal by acting in a
vicious manner by aggressively chasing or attempting to bite a person or domestic animal;
or
d) allow the cat or dog to create a nuisance to any person or domestic animal by biting that
person or domestic animal.
Rabies, Disease
28. Any cat or dog, suspected of having rabies or another disease, shall be isolated for a period of
seven (7) days at a place to be determined by Council and the matter reported to a veterinary
clinic whose instructions shall be complied with by the person who keeps the cat or dog.

Sanitary Waste
29. If a cat or dog defecates on any public or private property other than property of its owner, it
shall be the duty of the owner to immediately remove the defecation and dispose of it in a
sanitary manner.
30. Owners shall carry appropriate means of removing and disposing of cat and dog waste such as
waste bags or other suitable waste disposal tools, while in public or in private space other than
the owner's own property.
31. Owner shall dispose of the waste in a sanitary manner, using designated waste bins provided
for public use. In the absence of a designated waste bin, the owner must carry the waste with
them until they can properly dispose of it.
32. No owner shall allow animal waste to accumulate on their property in such a manner as to
constitute a health hazard or nuisance.
a. An accumulation of animal waste shall be deemed a nuisance when it is unsightly,
produces offensive odor, or exists in such quantity or condition as to be reasonably
likely to annoy, disturb or otherwise adversely affect others.
33. Designated dog waste stations are located in the Village of Air Ronge (see attached Map).
Owners may use the complimentary waste bags provided at each designated waste station,
subject to their availability.
Destruction by Bylaw Enforcement Officer and Peace Officer
34. a) A bylaw enforcement officer or a peace officer may destroy any animal that has injured or
viciously attacked a person or domestic animal;
b) where the officer acted in good faith, a bylaw enforcement officer or peace officer who
destroys an animal pursuant to this section is not liable to the owner for the value of the
animal or for any other loss, damage or compensation.
Penalties
35. A person who contravenes any of the provisions of this Bylaw, or who suffers or permits any
act or thing to be done in contravention of, or in violation of, any of the provisions of this
Bylaw, or neglects to or refrains from doing anything required to be done by any of the
provisions of this Bylaw shall be liable upon summary conviction to a fine of $120.00.
36. Every day during which there is an infraction of this Bylaw shall constitute a separate offence.
37. Any person who commits a second or subsequent offence within 12 months of committing a
prior offence under a provision of this Bylaw shall be liable to a fine of $240.00.
38. The Administrator or peace officer shall issue a "Notice of Violation", in "Form A", attached to
and forming part of this Bylaw.
39. A person who contravenes any provision of this Bylaw, upon being served with a "Notice of
Violation", may, during regular office hours, voluntarily pay the prescribed penalty at the
Village office and, upon payment as so provided, that person shall not be liable to prosecution
for the offense.
40. If the Village receives voluntary payment of the prescribed penalty within fifteen (15) days
from the date the "Notice of Violation" was issued, the person receiving the "Notice of
Violation" shall not be liable for prosecution.
Other
41. Bylaw 122/92 and Bylaw 302/20 are hereby repealed.

NOTICE REGARDING VOLUNTARY PAYMENT WITHOUT COURT APPEARANCE
You may make voluntary payment of the above penalty at the municipal office of the Village of Air
Ronge during regular office hours or by mail within seven (7) days from the date of service of this Notice
of Violation.
If you do not make a voluntary payment within the time set out above, you shall be liable to prosecution
and, upon summary conviction, you shall be liable to the penalty provided under the provisions of the
said Bylaw or the General Penalty Bylaw.
