Bylaw No. 04/09
A BYLAW OF THE TOWN OF ASSINIBOIA TO CONTROL THE USE OF WATER FROM THE
MUNICIPAL WATER SYSTEM FOR THE WATERING OF LAWNS AND GARDENS
The Council of the Town of Assiniboia, in the Province of Saskatchewan, enacts as follows:
I.
This Bylaw may be cited as the "Water Restriction Bylaw."
2.
The following definitions shall apply in this Bylaw:
Day- shall mean from 12:01 a.m. to 12:00 midnight
Even Number - shall mean and include any of the following - 0,2,4,6,8
Municipal - shall mean the Town of Assiniboia
Odd Number - shall mean and include any of the following - 1,3,5,7,9

The use of water from the municipal water system for the watering oflawns and gardens is
hereby restricted according to the terms of this Bylaw.
4.
The watering oflawns and gardens is allowed between the hours of 5:00 a.m. and 9:00 a.m.
and 6:00 p.m. and 10:00 p.m. each day.
5.
The owners or occupants of residences or commercial, industrial or institutional places having a
civic address which ends with an odd number shall be allowed to water lawns and gardens on
the numerical dates of each month which end with an odd number.
6.
The owners or occupants of residences or commercial, industrial or institutional places having a
civic address which ends with an even number shall be allowed to water lawns and gardens on
the numerical dates of each month which end with an even number.
7.
Civic address shall be the civic address assigned to the property by the Town of Assiniboia.
8.
The provisions of this Bylaw shall apply and remain in force for the months of April, May,
June, July, August and September of each year.
9.
A person may be granted an exemption from the odd number and even number watering
provisions of this Bylaw for the purpose of sprinkling a newly planted lawn. The person
desiring the exemption shall make application in writing to the Town Administrator stating the
reason for the application, the civic address to be affected by the exemption, and a proposed
date of commencement of the exemption. Exemptions granted pursuant to this section shall be
of thirty day duration.
10.
The penalty for any person found gnilty of an infraction of any provision of this Bylaw shall be
the discontinuation of water supply for a period of twenty-four hours and a re-connection
charge of two hundred dollars ($200.00).
11.
Bylaw No. 08/08 is hereby repealed.
12.
This bylaw shall come into force and take effect on the date of approval of third reading by
Council.

A BYLAW TO AMEND BYLAW #04/09 KNOWN AS THE WATER RESTRICTION BYLAW
WHEREAS pursuant to The Municipalities Act; Section 8, Council may pass bylaws in relation to
Public Utilities.
AND WHEREAS the Town of Assiniboia council is adopting this amendment;
AND THEREFORE, the Municipal Council of the Corporation of the Town of Assiniboia, in the
Province of Saskatchewan, enacts as follows:
That Bylaw 04/09, Section 9 be amended to read as follows:
A person may be granted an exemption from the odd number and even number watering
provisions of this Bylaw for the purpose of sprinkling a newly planted lawn. The person
desiring the exemption shall make application in writing to the Town Administrator stating the
reason for the application, the civic address to be affected by the exemption, and a proposed
date of commencement of the exemption. Exemptions granted pursuant to this section shall be
of thirty (30) day duration and shall not be subject to restricted hours stated in Section 4 of the
Water Restriction Bylaw
This bylaw shall come into force and take effect on the date of approval of third reading by Council.
