## Town of Blaine Lake Bylaw #12/2025
## A Bylaw to Fix the rates to be charged for the Use and Consumption of utility services as well as Infrastructure charges.
The Council of the Town of Blaine Lake in the Province of Saskatchewan enacts as follows:
1. This bylaw may be cited as the Utility Rates Bylaw and its intent is to ensure that the utility remains self funded. In so doing waterworks do not compete with the other key municipal financial demands under the Municipal General Revenue Fund.
2. That the Council has set an Inflation Policy by which the rates shall increase by a minimum of 3% (three percent) per year.
3. All persons desiring to be supplied with water from the Municipality's water supply system shall make application to the Town of Blaine lake Office. Each application shall be accompanied by the payment of a meter deposit in the case of:
- a. An owner of any house, tenement, lot or part of a lot - $250.00
4. The owner is responsible for repair and replacement of water meter damaged as a result of freezing or intentional damage.
5. The cost of the meter shall be set as the cost that the Town of Blaine Lake are required to pay, plus installation costs.
6. The charges to be paid by the water consumer whose water service has been turned on shall be those set out in Schedule "A" attached; provided, however that the minimum shall be payable in every case whether or not any water is consumed.
7. Persons who own or occupy premises drained or that are by by law required to be drained into the sewer shall pay for such services, a rental rate or service charge I accordance with Schedule "B" attached
8. Accounts for water service and/or sewer service and/or waste removal service shall cover a period of two months as follows and be sent out monthly
9. Annual billing will be completed in January and cover a 12-month period;
- a. Accounts must be paid by February 28, of each year;
- b. if not paid they will be subject to the penalties provided for in this bylaw.
- d. At year-end (December) another invoice shall be printed with any overage of water usage and invoiced at that time.
6. A discount of 5% will be given to the Annual billings for the water portion only;
10. Water meters shall be read six times yearly. At the end of February, April, June, August, October and December.
11. All properties, receiving water/sewer from the Town's water supply system, shall be subject to the infrastructure renewal fee unrelatedly of whether water or service is active or inactive.
12. The Town shall also impose an "Infrastructure Renewal Fee" to be levied on all properties within the Town that are serviced with either municipal water and/or sewer services or can be served in accordance with Schedule "C" hereto attached.
13. The Town shall also impose a "Water Treatment Plant Capital Asset Fee" to be levied on all properties within the Town that are serviced with Municipal water in accordance with Schedule "D" hereto attached.
14. All bills for service are to be paid by the last day of the month following the month the bills are generated. If an account is not paid within the period of sixty calendar days, the water service shall be cut off.
15. Prior to reconnecting a service, all arrears must be paid along with the following fees:
Reconnect During Business hours: June 1s to October 31st - $100.00
November 1s to May 311 - $200.00
16. Where disconnection of services is requested for repairs, absences, etc. the fee is as follows:
17. Where water and sewer accounts for connected service remain unpaid on the last day of the billing period (every two months), it is rendered, there shall be added thereto, by way of a penalty, and amount equal to five (5) percent of the amount owing.
18. Bylaw # 17/2022 and any amendments to it are hereby repealed
19. The rates, charges, tolls or rents contained in this bylaw shall come into force and take effect on the day of approval being issued by the Local Government Committee of the Saskatchewan Municipal Board, a copy of such approval being attached to this bylaw once received.
