TOWN OF CANORA Bylaw Number 23-16 A BYLAW TO CONTROL THE USE OF WATER FROM THE MUNICIPAL WATER SYSTEM The Council of the Town of Canora, in the Province of Saskatchewan, enacts as follows: 1. This Bylaw may be cited as "The Water Restriction Bylaw." 2. The use of water from the municipal water system is hereby restricted according to the terms of this Bylaw. 3. Watering of lawns and gardens shall be restricted as follows: a) Subject to Subsection (c), properties with an even-numbered civic address shall water on even-numbered calendar days between 6 a.m. and 9 a.m. and 6 p.m. to 9 p.m. only. b) Subject to Subsection (c), properties with an odd-numbered civic address shall water on odd-numbered calendar days between 6 a.m. and 9 a.m. and 6 p.m. to 9 p.m. only. c) No lawns or gardens shall be watered on Mondays. 4. All consumers are prohibited from wasting water. Wasting of water includes, but is not limited to, any of the following: a) Permitting water to pool or run off any lawn, garden or other outside plants; b) Directing water onto a paved or hard surface, including driveways, sidewalks, patios or roadways during irrigation; c) Operating a fountain or pond without recirculating the water; d) Washing any vehicle or the outside of a building with the use of a hose not equipped with a shut-off nozzle; e) Watering using broken or malfunctioning underground sprinklers; f) Manually operated sprinklers and lawn watering devices that are left on for more than 60 minutes; g) Watering an area for more than 60 minutes, and h) Use of flowing water instead of dry sweeping to remove loose debris from a driveway, walkway or sidewalk 5. A property may be granted an exemption from the provisions of this bylaw for the purposes of watering fresh sod or a newly-planted lawn. A written application for the exemption is to be made to the Chief Administrative Officer stating the reason for the application, civic address of the property to be affected by the exemption and proposed date of commencement of the exemption. Exemptions granted pursuant to this section shall not exceed 30 days. 6. The provisions of this Bylaw shall not apply to water usage on municipal property or at the behest of municipal endeavours. 7. Further temporary restrictions may be implemented by the Chief Administrative Officer, in consultation with the Water Treatment Plant Operator, in the event of emergency or water system capacity issues. 8. The penalty for any person found guilty of a second or subsequent infraction of any provision of this Bylaw shall be the discontinuation of water supply for a period of twenty-four (24) hours and a reconnection fee of one hundred dollars ($100), payable in advance. 9. The provisions of this Bylaw shall apply and remain in force, as determined by Canora Town Council, for the months of May, June, July, August and September of each year. 10.
